    Naomba tupeane mawazo, sina uhakika kama nitakuwa correct 100%, ila nina amini kwamba you will be able to learn something thru my mistakes.

    Kama kuna bankers na Lawyers mliowahi kufuatilia thread iliyorushwa kwa title niliyoitaja hapo juu (thanks to White Wizard), nitafurahi sana kupata contribution zenu.

    Mimi ni mteja wa NMB ambae nilifungua akaunti yangu kati ya mwaka 2005 au 2006 katika tawi la Kibiti wilayani Rufiji. Nakumbuka katika procedures za muhimu nilizotakiwa kuzikamilisha kabla sijakubaliwa kuwa mteja wa NMB ni pamoja na kujaza fomu ambayo ilihitaji nitaje particulars zangu. Nakumbuka miongoni mwa particulars za muhimu nilizotakiwa kujaza kwenye fomu hiyo zilikuwa ni contact zangu, yaani Postal Address, Mobile Phone Number(s), E-mail Address n.k. By then mimi sikuwa na e-mail address, lakini Postal Address na Phone Numbers nilizojaza wakati huo bado ziko live, kwa maana ya kwamba ndizo ninazotumia mpaka sasa hivi. Naamini particulars hizo nilizowapa hazikuwa zinahitajika kwao kama mapambo. Naamini pia kwamba utaratibu huu niliouona wakati nafungua akaunti yangu haupo tu kwa NMB pekee, bali hata mabenki mengine hapa inchini yanaweza kuwa na utaratibu unaofanana na huu.

    Hoja yangu ya msingi nataka kujaribu kuijenga kuanzia hapa:-

    Wakati nafungua akaunti hii nilikuwa nashughulika na biashara ya mkaa. Naandaa mzigo Rufiji (maeneo ya Kikale, Mtunda na Mbongola) kisha nasafirisha kwenda Zanzibar kwa kutumia majahazi, kupitia mto Rufiji na hatimae bahari ya Hindi.

    Mazingira ya kazi hii yalikuwa yananifanya niwe mbali na benki kwa muda mrefu sana, ila kupitia simu yangu niliweza kuwa na uhakika wa kujua kama mzigo wangu umepokelewa Zanzibar, na kama umeuzwa, kujua kama pesa zimeshawekwa kwenye akaunti yangu hivyo kuwa na uhakika wa kuwalipa watendaji kazi wangu kwa muda unaostahiki bila kuwa na longolongo. (Dotiyne tuko pamoja mkuu. Hope next wk things will be ok. I know its boring, but trust me, God is still in our side).

    Sasa, ukiachilia mbali watu wanaofanya biashara zao katika mazingira yanayofanana na hayo niliyoyaelezea hapo juu, bado pia kuna watu kama vile wastahafu ambao malipo yao ya pensheni yanapitia katika mabenki, hasa NMB, watu hawa - yamkini wengi wao wakiwa wanaishi vijijini (mbali na huduma hizi za benki), inawezekana wakawa wanapita benki mara moja tu baada ya miezi sita, kutokana na taratibu za malipo yao, watu kama hawa watawezaje kuwa na taarifa kama hizi tunazozipata sisi?

    Inawezekana wengine kutokana na mazingira wanayoishi hawana access na vyombo vya habari kama sisi.

    Kwa mtazamo wangu, mabenki kwa kulitambua hili yalitakiwa kutoa taarifa kwa wateja wake kupitia contacts tulizowapa wakati tunafungua akaunti zetu. Unless ibainike kwamba hizo contacts hazi-exist tena hapo ndipo mabenki yanaweza ku-rely kwenye vyombo vya habari na matangazo kwenye notice board zao katika kufikisha taarifa hizi kwa wateja wao. Othewise mabenki yajiandae kubeba mzigo utakaotokana na usumbufu utakaosababishwa na uzembe wao wenyewe. Nasema ni uzembe wa mabenki kwa sababu benki inapotegemea notice board yake au gazeti kunifikishia mimi taarifa, kwangu mimi taarifa hiyo sio official.

    Kwa mantiki hii mimi nisipopeleka benki vielelezo vyangu ndani ya muda uliowekwa, then benki ikafunga akaunti yangu kama inavyosemekana bila mimi kujua; itakapotokea utekelezaji wa shughuli zangu ukaingla dosari kufuatia kufungwa kwa akaunti yangu bila ya mimi kupata taarifa kupitia contact ambazo nilizitoa benki, tena kwa maandishi, hivi nitakapoenda kwenye sheria benki watachomoka?

    Nafikiri tatizo kubwa la watanzania tulio wengi ni kutojua haki zetu, na kwa namna hii tunajikva tunapelekwapelekwa tu. Benki inaweza kuwa na nguvu kwa pesa inayotaka kunikopesha tu, lakini haina haki ya kufunga akaunti yangu eti kwa sababu sijapeleka vielelezo vyangu kwa mtindo huu. Natakiwa kupewa official statement, at least hata kwa sms, au e-mail kama barua itakuwa ni issue nzito. NSSF wana utaratibu unaofanana na huu. Nakumbuka nimewahi kupokea message kupitia simu yangu ya mkononi nikitaarifiwa juu ya mabadiliko ya tarehe ya kwenda kufuatilia hundi yangu kwa ajili ya malipo ya NSSF, na hii ilinisaidia kuokoa gharama kubwa sana kama ningefuatilia hundi hiyo ofisi za NSSF na kwenda kukuta kuna mabadiliko ya tarehe. Hivi jamani wenzetu mliobahatika kutoka nje ya inchi yetu hii ya JK, utaratibu kama huu upo kweli kwa wenzetu.

    Ndugu yangu, kwa mtazamo wangu ukifungiwa akaunti kwa style hii komaa tu, kuna mpunga hapo..!

    Aina hii ya majibu haisaidii mleta hoja, cha muhimu ni kuelewa excuse aliyotoa kuwa anatumia simu hivyo tumsamehe kwa hilo na kujikita katika mada

    Back to topic, nijuavyo mimi bank wanafunga account ikiwa haijatumika kwa wakati fulani na haina pesa, sasa sijui yako ilifungwa wakati inapesa au vipi?
    Kunahaja ya mabenki kuwajulisha wateja wao kama unavyo dhani na kuna baadhi ya bank zinafanya hivyo

    akaunti yangu pale stanbic ilikuwa active muda wote,kila mwezi naitumia, na wadaiwa wangu wakilipa madeni kupitia iyo akaunti. cha ajabu juzi naenda kufanya cash deposit, cashier ananiambia akaunti yangu imefungwa, kuwauliza customer service kulikoni, wananipa fomu nijaze na kudeclare kuwa akaunti yangu haijatumika ndani ya miezi sita, nilimwambia tu kuwa 'mmenipoteza hamnioni tena' how come akaunti ifungwe na ilikuwa inatumika mpaka siku iyo nataka kudeposit nilikuwa nina kama wiki tu ndo sijawatembelea? hawaonioni tena

    Nafikiri uliamua kuachana nao kwa maana ya ku-save muda wako. Lakini kama una evidence kwa akaunti yako ilikuwa ina-operate ndani ya muda huo kinyume na madai yao, una haki ya kudai fidia ikiwa kama shughuli zako ziliathirika kwa namna fulanl kutokana na kufungwa kwa akaunti hiyo.

    ilikuwa kwasababu ya muda mkuu, ila jamaa walinikatisha tamaa, ushahidi ninao maana last time nimetumia cheque kumlipa mtu na atm service nilikuwa natumia kama kawaida mpaka mid jan. nilitaka kucomplain kwa branch manager wao, bt kwa hasira nikaachana nao.

    Wakuu hili tatizo la kufungiwa akaunti limewakuta wengi siku za karibuni. Mabenki wamekuwa wakihakiki taarifa za wateja wao kwa sehemu kubwa ya mwaka 2011, taarifa zilitolewa kwenye matangazo matawini kwao lakini kutokana na matumizi ya ATM na mobile banking, watu wengi hawakufuatilia haya. Wanadai ni katika kutekeleza sheria dhidi ya 'money laundering' ya mwaka 2006.

    Baadhi ya matawi walichofanya ni kusimamisha ATM service za baadhi ya wateja na unapoenda kaunta kuuliza wakati mwingine maelezo hayaridhishi.
