Presidential Transition in Tanzania Not as Smooth as Previously Thought

The belief that the presidential transition to Tanzania’s very first woman was a smooth transition after President Magufuli died is declared to not be as peaceful as it was observed in 2021. Under Article 37(5) of the Constitution of the United Republic of Tanzania, the vice president shall become president as per his death, illness, or resignation.

Vincent Mabeyo, former Chief of Defence Forces (CDF), stated that after he, Simon Sirro, the Inspector General of Police (IGP) and Diwani Athumani, the Director General of Intelligence and Security Service (DGIS), realized Magufuli was dead, they questioned themselves about who to report to it first. The grieve and shock of the nation were going to be devastating.

After Magufuli’s death, the biggest task was facing his inner circle concerning the presidential transfer of power, where the contradiction rose as there were two conflicting thoughts: some wanted Samia to be sworn in as president after the Magufuli state funeral, while others wanted that to occur before the funeral.

Mabeyo also said Samia was told the information through a phone call because she was in Tanga region at that time fulfilling her official duty and later announced it to the nation.

They decided to review the Constitution of the United Republic of Tanzania, and the next guidance they got was for Vice President Samia Suluhu Hassan to make a public announcement for the nation, and on March 19, 2021, she was sworn in as President.

CDF said some of the former president cliques disagreed with the military parade for President Samia since the nation was mourning for the president and this was believed to be a very smooth presidential transfer.

Mabeyo also spoke about how, initially, citizens raised their comments regarding President Samia's title as Commander-in-Chief, which in Kiswahili is "Amir Jeshi Mkuu." The origin of the word "Amir" is Arabic and masculine. Therefore, the public wanted the president to be referred to as "Amiraat Jeshi Mkuu," with "Amiraat" being the feminine version of the word "Amir." However, the Chief of Defense Forces (CDF) stated that the issue was understood to be a religious matter. It was decided that the president would be referred to as "Amir Jeshi Mkuu" and not otherwise.

We were not prepared, no plan no policy no emergency plans. It came as a shock to system.
