`No extension of UVUVI House contract deadline`

Minister for Livestock Development and Fisheries Dr John Magufuli
Minister for Livestock Development and Fisheries Dr John Magufuli yesterday turned down a Chinese construction companys plea for a one month extension of the handover of a public building.
The no-nonsense minister who was unveiling the foundation of UVUVI House in Dar es Salaam directed that the contracted firm had no option but to respect the contract.
Dr. Magufuli bluntly told the firm that all the terms in the agreement between the ministry and the Chinese firm were binding.
No excuses, the contract remains intact, come rain come sunshine. We want the building by November 30, 2010 as scheduled and not December as you want, said Magufuli adding that the contractor had no mandate to extend the deadline.
Tanzanian consultant Charles Barongo of Archqwant services Limited briefed the Minister that the handover would be delayed by one month because the contractor did not begin the work on time, claiming that the month of March fell on rainy season.
But the Minister dismissed the claim as inconsequential due to the fact that by the time they were signing the pact, they must have taken into consideration the circumstances.
Does it mean construction doesnt take place in places where there is rainfall throughout the year? queried Magufuli.
He said he would consult the Contractors Registration Board (CRB) to institute a penalty should the contractor fail to meet the deadline.
Reacting to the Ministers directive, consultant Barongo said he was optimistic that they would beat the deadline by doubling their efforts through employing two shifts and working day and night.
The Chinese Company (Artic) won a tender to build the 3.5bn/- four-storey building that will have 80 offices and 50 parking slots.
The fund is part of a World Bank loan extended to Tanzania to implement Marine and Coastal Environmental Management Project (MACEMP) undertaken by 16 local Government Authorities (LGAs)
Meanwhile, Minister Magufuli said the war on illegal fishing was a continuing campaign that called for concerted efforts from Tanzanians of goodwill irrespective of party affiliation.
He said it was disheartening that while the fishery sub sector was registering encouraging contribution to the Gross Domestic Product (GDP) people were resorting to politicking over illegal fishing.
It is a pity for a political party leader to claim that he would encourage illegal fishing once he assumes power, he said without naming the political party.
According to Magufuli, dynamite fishing remained one of the myriad challenges facing the growth and prosperity of marine and coastal fishing industry in Tanzania.
