Newly appointed Director of Arusha Municipal Council, Estomi Chang’ah started working yesterday by approving an objection filed by CCM candidate for Arusha seat, Dr Batilda Buriani against her Chadema rival, Godbless Lema. She claimed that Lema was using inciting and insulting language in his campaign. The director, in his capacity as returning officer, ruled in favour of CCM and slapped a fine of Sh 100,000 on Lema, with a strong warning that he might be banned from campaigning if he persists. The ruling by Chang’ah is different from that of his predecessor, Raphael Mbunda, who was given an abrupt transfer from Arusha. The transfer came after Mbunda hesitated to sustain the objection.
