The Arusha International Conference Centre (AICC) was established under the Public Corporations Act No. 17 of 1969 by a Presidential Order through Government Notice number 115, published on 25th August, 1978. The Centre is wholly owned by the Government of Tanzania and operates under the purview of the Ministry of Foreign Affairs and International Co-operation.

The AICC was established to manage and control the Headquarters’ complex of the defunct East African Community and all other premises and lands in Arusha which belonged to the defunct East African Community and to provide facilities and services on the complex for purposes of conferences, meetings, seminars etc

I. SENIOR PROTOCOL & PUBLIC RELATIONS OFFICER

Qualifications & Experience
• Graduate in Journalism/Mass Communication/Public Administration/International Relation from recognised institution.
• At least five (5) years proven relevant working experience, three (3) of which in Protocol and Public Relations position in a reputable organisation

Duties & Responsibilities:
1. Creating, maintaining, improving, changing or repairing the corporate image of the Centre.
2. Handling protocol matters at the Centre.
3. Assisting the Principal Protocol and Public Relations Officer in enhancing and maintaining a good corporate image of the Centre with regard to development of sustainable congress tourism in Tanzania.
4. Assisting the Principal Protocol and Public Relations Officer in building, managing and maintaining media relations both above and below the line mediums together with the Government and its ministries, agencies, institutions and customer.
5. Recommending new or amendments to procedures for obtaining and reporting information in areas where it is either inadequate or not available in accordance with the needs of the Centre.
6. Preparing and carrying out effective programmes of public relations with particular attention to different policies.
7. Co-ordinating preparation of promotional/advertisement materials concerning the Centre’s activities within and outside the country.
8. Preparing various publications such as; press releases, folders, booklets, flyers, posters, banners and newsletters for enhancing the image of the Centre.
9. Assisting the Principal Protocol and Public Relations Officer in preparing press conference and meetings for the Centre’s functions and events upon the Managing Director’s approval.
10. Examining and verifying public opinions and advising the Principal Protocol and Public Relations office on appropriate corrective measures.

Language Proficiency: Fluent in both written and spoken English and Swahili is required. French will be an added advantage

II MEDICAL OFFICER
Answerable to Medical Officer In-Charge.

Qualifications & Experience
• Graduate in Medicine from a recognised Institution
• At least three (3) years proven experience in a reputable health service organisation.
Duties & Responsibilities
1. Attending patients.
2. Performing medical duties in preventive medicine and emergencies.
3. Performing daily ward rounds.
4. Performing investigations for patients.
5. Attending general outpatient clinics.
6. Preparing all patients for any surgery/procedure.
7. Performing any other duties as may be assigned by the Medical Officer In-Charge.

III RADIOGRAPHER
Answerable to Diagnostic Service In-Charge.

Qualifications & Experience
• Holder of Diploma in Radiography from a recognised Institution.
• At least three (3) years proven experience in a reputable health service organisation.
Duties & Responsibilities
1. Performing all Radiographic/Radio therapeutic procedures.
2. Preparing the patient for the procedure.
3. Maintaining the X-ray room, Machine and accessories.
4. Safeguarding patients’ properties/valuables.

DEPUTY DIRECTOR - PROGRAMS

Location: Abeche, with frequent travel to N'Djamena and field sites
Length of Assignment: 24 months

BACKGROUND

In response to a growing humanitarian crisis and the influx of refugees into Chad, the IRC launched programs in Chad in February 2004, focusing on the most urgent needs of water and sanitation, education, health, and protection. IRC program activities have been concentrated on the northernmost refugee population centers in Chad, which are located in the Prefecture of Borkou-Ennedi-Tibesti (BET), near the towns of Bahai and Cariari. In July 2004, the refugees were moved to Oure Cassoni camp, which was built and is managed by the IRC with support from UNHCR. Currently, IRC provides nearly all services at the camp, including: camp management; preventive, curative and reproductive health; environmental health (water, sanitation and hygiene promotion); protection/human rights; Gender Based Violence; child and youth protection; and formal pre-school, primary and secondary education.

In August 2008, IRC took on health programming in Bredjing camp, the largest camp in eastern Chad. The team is based in Hadjer Hadid town in the Asshoungha region.

SCOPE OF WORK: The Deputy Director Programs is responsible for defining and managing the programmatic structure of IRC Chad, ensuring that it reflects the needs of the overall country program and the Strategic Planning. He/she, as part of the IRC Chad Senior Management Team, will be accountable for the overall Program Design, and will have responsibilities for both the deliverables and the execution of the various programs, and will have the main responsibility in new program development as defined by the Country Director. In absence of the Country Director, he/she will assume the role of Acting Country Director.

RESPONSIBILITIES

Programs
• Develop, design and write up program and project ideas, concept and proposals in collaboration and coordination with the Technical Coordinators, Technical Specialists (based in the region and New York), Field Coordinator(s) and Managers
• Ensure effective and qualitative program cycle management for the programs in IRC Chad and ensure organizational and programmatic learning.
• Participate in the development of strategic work-plans with clear objectives and achievement benchmarks, long-term and short-term priorities, implementation plans, financial projections and tools for evaluation
• Work with the Technical Coordinators and Field Coordinator(s) to ensure adequate support of program development and support for field

• Design and develop programs that promote beneficiary participation, capacity building, partnership, advocacy and protection and promotion of rights
• In coordination with the Country Director and the Field teams, ensure the development of new program opportunities in line with IRC's Mission Statement and IRC Chad's Strategic Plan
• Ensure that all IRC program interventions are in line with IRC policies, donor requirements and generally accepted guidelines (e.g., SPHERE).
• By assuming the responsibility for the Monitoring & Evaluation of programs, assist the Field Coordinator(s) in achieving the deliverables of the various programs, and advise in the execution of the programs.

Finance and Grants Management
• Ensure the inputs for the grants management process and compliance with all IRC and donor regulations by developing and writing timely, concise and professionally sound periodic and final reports that reflect the commitments (objectives, indicators) in the proposals for the activities, projects or programs in Darfur, as well as reviewing all technical reports prepared by Technical Coordinators
• In coordination with the Financial Controller and the Country Director, monitor all grant budgets to ensure compliance with donor requirements; review budget realignment and grant cost-extension requests; develop budgets for new program activities in coordination with the Technical Coordinators and Finance Controller; monitor grant expenditures to ensure compliance with budgets and be accountable for the internal reports. Contribute from the program perspective to the operating budget
• Ensure program compliance with internal control procedures; grant opening meetings are held for all new grants and budget holders (program and operations) are held accountable for budget management

Human Resources
• Define the new structure within IRC Chad where Technical Coordinators will report to the Deputy Director Programs, and are supervised, monitored and coached in a constructive way with program quality as main objective.
• Design, maintain and implement a plan for enhancing the capacities of the national staff towards the stated goal of developing a stable, lean, focused, efficient (cost and work- wise) and motivated IRC Chad program team.
• Coordinate the recruitment of relevant program staff; recommend promotions, disciplinary action and termination of program staff in consultation with the supervisors, Human Resources and the Country Director.
• Support development of a nationalization plan and work closely with the HR tem, Field and Technical Coordinators and the Country Director.


Deputize for the Country Director
• Act as the focal point for all program and project related communication and issues between the field and N'Djamena.
• Be the main representation for IRC Chad in Abeche with other NGO's, UN Agencies, donors and local authorities.
• In the absence of the Country Director assume the role of Acting Country Director

Peacebuilding and Protection Capacity Building Specialist

Purpose of Position:

The purpose of the position is to support the integration and mainstreaming of peacebuilding and protection in the WVSS program. The Peace building and Protection Capacity Building Specialist will have primary responsibility to support training and capacity building of Humanitarian Protection and Peacebuilding (HP/PB) Officers and WVSS staff in conflict-sensitive programming and protection principles such that they are an integral component of WV's holistic approach to addressing needs in Southern Sudan. S/he will also support the design of implementation, monitoring and recording tools for context monitoring, conflict assessments, protection violations, etc., as well as other integration and mainstreaming instruments. The Capacity Building Specialist will have solid knowledge and understanding of conflict-sensitive programming approaches and protection principles, strong training skills and high cultural sensitivity. S/he will also be able to operate effectively in difficult living conditions.


Major Responsibilities:

Build capacity of HP/PB Officers to guide mainstreaming of protection, peacebuilding and grassroots advocacy in each of the three regions by supporting them in:
-Training field/regional staff and communities on protection principles and issues, conflict-sensitive programming and principles, and reporting mechanisms.
-Conducting conflict assessments (e.g., LCP and mini-MSTC) and protection assessments related to regional projects and activities while increasing capacity of sector project staff to do so.
-Designing, compiling and developing training-of-trainers manuals and materials for peacebuilding and protection mainstreaming.
-Designing and reviewing context, early-warning and protection monitoring tools.
-Collecting, recording, consolidating and reporting early-warning and context monitoring information submitted to Regional Managers and the Peacebuilding and Protection Sector Advisor regularly.
-Contributing to project designs that include protection and peacebuilding as mainstreamed elements.
-Engaging in protection networks, gathering and sharing relevant information in relation to protection concerns, issues and trends with relevant actors and advocating for action with appropriate stakeholders, including collaboration with local NGOs, CBOs, INGOs and national/international forums.
-Guiding and informing regional staff on key grassroots advocacy issues to raise with local and state-level government in respective areas in coordination meetings.
-Assist in carrying-out protection and peacebuilding-related evaluations and lessons learned events.
-Document promising practices, mainstreaming and integration activity events and outcomes and success stories.
-Contribute to WVSS' peacebuilding, protection and advocacy mainstreaming and integration strategy
-Submit monthly reports on activities and relevant project information and contribute to donor quarterly, annual and end-of-project reports related to protection and peacebuilding mainstreaming and integration.
-Perform any other duties as may be assigned from time to time by the Peacebuilding and Protection Sector Advisor.

PURPOSE OF POSITION:
The Chief of Party (CoP) is responsible for the overall management and implementation of the project; ensuring quality and coordination across interventions to achieve project set goals as well as compliance with donor grant regulations.

MAJOR RESPONSIBILITIES:
-To provide overall vision and leadership for the World Vision-led consortium for the Uganda Public Sector Workplace HIV/AIDS project, ensuring that all project objectives/targets are timely met and contributing towards expected outcomes.
-Develop and maintain communication and coordination with World Vision, USAID, Government of Uganda selected ministries (Education, Local Government and Internal Affairs) and the Public Sector Workplace HIV/AIDS project partners to ensure policy direction, collaboration, support and adequate feedback.
-Develop and nurture relationships with key HIV/AIDS service providers in Uganda including local, national and international NGOs, as well as government agencies, and the private sector for strong collaboration, coordination, and assuring public sector workers access to comprehensive HIV/AIDS and wrap around services through resource leveraging and referrals.
-Lead and support the project team and partners to develop, implement, monitor and evaluate project implementation plans and activities.
-Work with partners and other stakeholders to assure provision of required short-term technical assistance for enhancing sustainable local capacity and quality outcomes from project activities.
-Lead the project teams and partners to develop periodic budgets that are aligned with work plans and performance targets, ensure adequate financial controls and monitor budget performance to facilitate effective project implementation and financial discipline and accountability.
-Coordinate with the World Vision Uganda Human Resources Division to manage project-specific human resource processes to assure adequate staffing, competencies, staff motivation, and performance appraisal.
-Develop and timely required periodic project progress and financial reports to USAID, WV and other stakeholders as specified in the cooperative agreement or directed by your immediate supervisor.



Qualifications : Acquired through a combination of formal schooling, self-education, prior experience, or on-the-job training:
•Demonstrated experience of at least five years in management of large-scale health or HIV/AIDS projects with an NGO or government agency.
•Experience in building technical capacity of public sector workers, especially in relation to HIV/AIDS workplace policy implementation and strengthening of health systems will be an added advantage.
•Minimum of a masters degree in social work, public health, human medicine, health management, development studies or any other relevant health or social science discipline from a recognized university.
•The COP/Project Director should be familiar with Government of Uganda and USG HIV/AIDS projects, strategies, approaches, and priorities.
•Demonstrated ability to lead a team of project staff and diverse partners and coordinating their efforts to achieve target goals.
•Excellent communication skills, interpersonal skills, and report writing/presentation skills using contemporary technologies.
•Must be willing to frequently travel to project sites as part of their routine job performance

-To coordinate/ network with partner NGOs, and other humanitarian and government agencies (as appropriate) to share learning and promote the use of child welfare / gender development standards and indicators.
-To actively engage with country specific and thematic NGO networks or research institutions in order to enhance learning and information sharing.
-To contribute to World Vision global learning events and review of standards and indicators.
-To carry out necessary internal reporting, monitoring and project evaluation.
-Work with the World Vision UK Humanitarian Protection Manager to ensure timely narrative and financial reporting to DFID.
-Be a member of World Vision International's communities of practice as appropriate.
-To develop personally in generic and specific competencies required for the job.




Qualifications : -An undergraduate degree in a relevant discipline. A qualification in the area of International Humanitarian Law or Human Rights is particularly favorable.
-A minimum of three years experience working on child care / gender development issues in an emergency relief / conflict setting including 2 years in a developing country.
-Strong programme and project cycle management skills including monitoring and evaluation and budget management, particularly in relief and complex humanitarian emergency settings.
-A strong understanding of Issues / standards relating to quality and accountability in the aid sector (e.g. SPHERE, ICRC Code of Conduct, HAPI, etc.)
-An understanding of context and conflict issues in Complex Humanitarian Emergencies
-Flexibility and adaptability with a readiness to take on tasks that contribute to the realization of wider organizational goals as well as a team-worker with the ability to see "the bigger picture".
-Competence in MS Office, a self starter and a confident communicator/negotiator as well as analytical, methodical and facilitation skills
-Proven literacy and numeracy skills, particularly report writing and budget setting and financial reporting.
