Makinda: Ministry should name beneficiaries of fund By Daniel Msangya The Citizen CorrespondentDodoma. The government should name companies that benefited from the Sh1.7 trillion economic stimulus package, National Assembly Speaker Anna Makinda said yesterday. Amounts of money that each company got should also be revealed in Parliament during its next meeting in October, she said. The directive followed an unsatisfactory answer by the deputy minister for Finance and Economic Affairs, Mr Pereira Ame Silima, to a question by Ms Leticia Nyerere (Special seats — Chadema).Ms Nyerere wanted the government to state whether the stimulus package was a public lending scheme and whether it had been exhausted.*The fund was created in 2009 when a crisis gripped the world economy. She further demanded that beneficiaries and the criteria used to disburse the money be made public.Mr Silima said 97 firms were bailed out but argued that it would be a breach of regulations to reveal banking details of clients. However, Ms Nyerere and the Leader of the Official Opposition, Mr Freeman Mbowe, challenged him. They told him that no explanation had been given over the Controller and Auditor General’s reports that Sh48 billion of Sh1.7 trillion package could not be accounted for. They asked Parliament to order the ministry to name the firms and make a full audit following allegations that bogus companies might have siphoned off the money from the stimulus package. *Ms Makinda concurred with the MPs that the Mr Silima’s answer was unsatisfactory. She invoked Section 45(3) of the House regulations to issue her ruling.*“The section stipulates that if*the Speaker is not satisfied with answers and details on the issue of public interest, he or she would instruct the minister responsible to prepare detailed explanations for submission in Parliament at an appropriate time.”* Earlier, Mr Silima said the package was aimed at propping up companies* during the global economic meltdown. He said the government would investigate what went wrong with Sh48 billion, which the CAG found it missing.Source: http://www.thecitizen.co.tz/news/4-national-news/13011-makinda-ministry-should-name-beneficiaries-of-fund
