UCHAMBUZI wa bajeti ya Halmashauri ya Wilaya ya Geita mkoani Mwanza uliofanywa na diwani wa Chama cha Demokrasia na Maendeleo (CHADEMA), umewaliza baadhi ya wananchi waliohudhuria mkutano wa hadhara, mwishoni mwa wiki. Aidha, kundi kubwa la wananchi walioonekana kujawa na hasira waliamua kuondoka mkutanoni kwa kile walichosema kwamba wasingependa kuendelea kusikiliza mambo yanayowaumiza roho, yakiwamo ya makandarasi kulipwa fedha nyingi kuliko miradi wanayosimamia.

Uchambuzi huo ulifanywa na Diwani wa Kalangalala, Peter Donald, katika mkutano ulioandaliwa mahsusi kwa ajili ya kueleza sababu za madiwani wa Chadema kususa kikao cha kupitisha bajeti ya Halmashauri ya Wilaya ya Geita. Bajeti hiyo ya mwaka wa fedha wa 2011/2012 inadaiwa kupitishwa kibabe na Baraza la Madiwani wa Halmashauri hiyo Aprili 29, mwaka huu.

Mkutano huo ambao ni uzinduzi wa mikutano mingine inayotarajiwa kufanywa na madiwani wanane wa Chadema wilayani Geita, ulilenga kuwaeleza wananchi ufisadi uliopitishwa na madiwani wa Chama Cha Mapinduzi (CCM) chini ya Mwenyekiti wa Halmashauri ya Wilaya ya Geita, Joseph Musukuma.

Akihutubia maelfu ya wananchi katika Stendi ya Zamani mjini Geita, Donald, alichambua bajeti hiyo na kusema Musukuma aliamua kuvunja kanuni namba 5 na 7 za halmashauri ya wilaya hiyo chini ya kifungu namba 70 ya sheria namba 7 ya mwaka 1982 zinazoongoza halmashauri, mamlaka za miji na Serikali za Mitaa na kuamua kupitisha bajeti hiyo kibabe kwa kutumia wingi wa madiwani wa CCM.

“Ndugu zangu, mimi siyo msomi sana, lakini ninavyoelewa mimi makadirio ya mradi mkandarasi anapaswa alipwe asilimia 10 kwa fedha ya mradi husika na si kulipwa mara tatu ya fedha ya mradi. Baada ya kusoma kwenye makabrasha tuliyopewa na kugundua uozo kama huo tuliamua kususia kikao hicho maana nafsi zetu zilitusuta na leo nitawaeleza yote yaliyomo kwenye bajeti hii…ndugu zangu hii bajeti ni janga la kitaifa na ni aibu kwa Taifa zima,” alisema diwani huyo.

Alisema wajumbe walipaswa kupata kumbukumbu za mkutano kabla ya siku saba, lakini kwa sababu wasizozijua walipata siku mbili kabla ya kikao, jambo ambalo ni kinyume cha kanuni. Alisema pamoja na asilimia 71 ya bajeti ya mwaka wa fedha wa 2011/2012 ya Sh 52,392,638,777 iliyoidhinishwa na Baraza hilo kwenda kwenye matumizi mengineo, kiasi kidogo cha fedha ndicho kimetengwa kwa shughuli za maendeleo; jambo alilosema ni wizi.

Alisema miradi ya machinjio na ujenzi wa soko la kisasa fedha zilizotengwa kwa ajili ya malipo ya makandarasi zinazidi gharama za miradi, huku mkandarasi wa mradi wa kuboresha miundombinu ya maji mijini na vijijini akitengewa asilimia 10 pekee ya malipo ya mradi huo. “Hebu mjiulize ndugu wananchi, mradi wa machinjio ya kisasa ambayo ni pesa kutoka Mfuko wa Maendeleo (CDG) umetengewa Sh milioni 100, malipo ya mkandarasi ni Sh milioni 398.311, mradi wa ujenzi wa soko umetengewa Sh milioni 100, huku mkandarasi akitengewa Sh milioni 441.487. Huu siyo wizi?” Alihoji.

Aliongeza, “Mradi wa kuboresha miundombinu ya maji mijini na vijijini umetengewa Sh bilioni 2.573, mkandarasi yeye ametengewa Sh 179,175,600, sasa najiuliza huyu mkandarasi kwa nini yeye alipwe asilimia chache na wengine walipwe kubwa kama si kutaka kuwaibia wananchi?” Baadhi ya wananchi walishindwa kujizuia na kujikuta wakitokwa machozi, huku wengine wakitaka yaandaliwe maandamano kulaani ufujaji huo wa fedha.

Awali, akifungua mkutano huo, Mwenyekiti wa Chadema Wilaya ya Geita, Mabula Kachoji, aliwataka wananchi kubadilika kwa kuikataa CCM kwa kile alichodai watu walewale, sera zilezile na mikakati ile ile tangu Uhuru mwaka 1961 hawawezi kuleta maendeleo.

Safi sana ndugu madiwani huo ndio uongozi bora. Madiwani wa magamba watakuwa wametengeneza dill na hao makondarasi ili wagawane hizo hela. Chama cha magamba kipo kwa ajili ya maslahi yao binafsi tu. Wananchi chukueni hatua

Why opposition councillors rejected Kinondoni budget

Kinondoni Municipality full council recently met to discuss income and expenditure budget estimates for 2011/12 and short-term development plan for 2011/12-2013/2014. But at the end opposition councilors rejected the budget proposal, stating that it favoured leaders. Our reporter GERALD KITABU caught up with the chairman for Opposition Councilors for Kinondoni Municipality who is also Ubungo Ward Councilor on CHADEMA ticket, Boniface Chako, who granted him an interview…

QUESTION: Why did you oppose the passing of the budget?

A: The budget was not in favour of poor people and tax payers who voted us into power… instead it favoured few leaders in the municipality. For example, this year's budget allocated for the Municipal Director's Office is Sh722m up from Sh398.8m last year, an equivalent to 44.8 percent increase.

The expenditure leaves a lot to be desired. For example, out of the total budget, security service has been allocated Sh96m, newspapers Sh2.5m, beds Sh7.5m, furniture Sh10.8m, food and refreshments Sh8.4million, catering Sh20m. The amount of money on luxury and entertainment was very big especially, considering most people can afford only one meal a day.

Q: Apart from director's office, which other departments have you complained about?

A: Municipality Lawyer's office was the worst; there was too much luxury expenditure. For example, there was extra duty budget of Sh19m, special allowance of Sh1m, military training of Sh40m, another extra duty budget Sh11.2m, court attire allowance of Sh2.2m and training allowance Sh50m

In fact it is very frustrating, we tried to question these allowances and military training for lawyers but our counterparts from CCM ignored our views and passed it forcefully. Another department of concern was procurement.

For example, motivation for extra duty increased from Sh12.m last year to Sh18.5mion this year, coordination of procurement increased from Sh12m last year to Sh27.6 m this year, store inspection was allocated extra duty motivation of Sh6 m instead of Sh3m last year. Very frustrating, the commercial department is allocated a budget of Sh14m instead of Sh3m, which is equivalent to 78.6 percent. Again, this is another area that we think had unnecessary expenditure.

Q: What was the total budget this year?

A: The total budget was Sh89.3bn. Out of the budget, Sh54bn is from the central government (Treasury), Sh7.5bn from development partners, Sh4bn from central government (subsidy), and Sh23billion is actually supposed to be raised by the municipality from different financial institutions, industries, hotel levy, showrooms, dancing halls among many others but the authorities have not fully utilised these sources of income. However, out of Sh89 billion, only Sh12bn which is equivalent to 16 percent is what was allocated to support social development which is a very small amount compared to other less necessary expenditure on things like food, refreshments, beds and military training.

Q: You also raised concern over the decision by the municipality to make new gowns for councilors; why?

A: The municipality set aside Sh750 million to make new councilors' gowns although there are gowns that were in December last year. Furthermore, surprisingly, the gowns are washed four times per year and the laundry cost is Sh450m which brings a total of Sh1.2bn. We felt this was very big amount. Also, we are bitter over Sh44.3bn reserved for preparation of CCM manifesto. There are no elections at the moment, so why the money be allocated for the party's manifesto?

Q: Has the budget been fairly distributed in various wards of the districts?

A: This was another area of disagreement between us and the councilors from the ruling party. The municipality has wards. We expected the distribution of budget for various projects would be fair but in actual fact it was not. We realised that where the ruling party was dominant the wards had many more projects than in the opposition areas. A good example is Msasani ward led by CCM and Ubungo ward which is under CHADEMA.

In this budget, there are 27 roads to be built or renovated at Msasani, while there are no such projects for Ubungo roads, simply because it is an opposition area. Who doesn't know Msasani is better off in terms of roads compared to Ubungo? These and many other contentious issues in the budget prompted us to refuse passing the budget although CCM councilors passed it forcefully.

Q: So, what's your next move?

A: Because CCM has used its majority to pass the budget, the opposition camp is planning totell the truth to the people in public rallies across the country. We want to make sure that people at the grassroots level know what is happening when they choose leaders. We are also planning to sue the municipality executives to the people for defending a luxury budget which has always delayed development projects and teachers salaries.

Q: What lessons have you learnt?

A: It is important for Tanzanians to realise that all the municipalities get councilors from different parties. Because, if this (trend) prevails in Kinondoni, the situation could be worse other areas where there are no opposition councilors. I am sure Tanzanians can have good roads, health services and education if we work on our budgets properly.

Madiwani wa upinzani - Geita, Kinondoni, Arusha wanaleta matumaini makubwa kwa kufurumua rushwa na ufujaji katika ngazi ya halmashauri. Nawapongeza, ni mfano wa kuigwa kwenye majimbo yote!
