    Bunge katika kikao chao cha sasa limekataa kujadili hotuba tata ya Kikwete aliyoitoa bungeni kikao cha bunge kilichopita kwa kile ofisi ya spika ilichosema kuwa muda ni mfupi na hautoshi.

    Muda usingetosha kweli kwani wabunge walikuwa wajadili si hotuba yake tu bali pia walipania kumjadili yeye na utendaji wake usioridhisha ikiwemo kitendo chake cha kuvunja katiba kwa kuingiza mambo ya kidini kama kadhi na OIC na kuwagawa watanzania kwa mipasuko mikubwa na kutaka hatua zichukuliwe dhidi yake.

    Ofisi ya spika baada ya kuona kuwa kuna jambo la kihistoria linakuja ambalo lingetikisa vyombo vya habari duniani na kutoa hatima ya Raisi Kikwete madarakani ofisi ya spika ikaamua kuichomoa hoja ili kumnusuru Raisi Kikwete.

    Ofisi ya spika kukataa kuingiza hoja kumjadili Rais ni kuahirisha tu tatizo.TIME IS RUNNING OUT.Ni vizuri bunge limjadili na lichukue hatua kuliko kuachia wananchi wamjadili Raisi na kumchukulia hatua zikiwemo za kumrushia mawe kama ilivyofanyika Mbeya.

    Bunge kuahirisha kumjadili na kumchukulia hatua kwa sababu ya kisingizio cha muda,kujikomba au chochote hiyo ni “PANADOL APPROACH” ambayo inasaidia tu kupunguza maumivu ya Raisi kwa muda na baadaye yatamlipukia tena kama habadiliki katika utendaji wake ukiwemo uvunjaji katiba kwa ukumbatiaji hoja za kidini.

    Kushindwa kumjadili bungeni ni kituko kinachoweza zalisha vituko mitaani.Bunge ndiyo mahali sahihi pa kumvalia njuga Raisi na penye heri kuliko wananchi kumvalia njuga.

    Worries as Bunge set to debate mining reports

    Mining companies were in limbo yesterday as Parliament formally cleared the way for the tabling of the Mining Sector Review Committee's report that recommends drastic changes in the way the sector is managed.

    MPs will now have an opportunity to discuss the report and adopt it as a binding legal document that will require the enactment of a new law to implement some of its recommendations.

    However, as Parliament listed the report among business in the 13th seating that opens in Dodoma today, a top executive of a leading mining company told The Citizen the decision had left them even more confused.

    Barrick Gold Tanzania Limited�s executive general manager, Mr Deo Mwanyika, said tabling the report in Parliament would heighten anxiety in the sector.

    "As stakeholders, no one has formally given the report to us. We have asked for it, but our efforts have been fruitless. Thus for Bunge to discuss it only serves to create more uncertainty," he said.

    He added that mining firms were initially informed that it was the President who would decided on what had been recommended in the report after going through it.

    "It is now becoming more confusing. We were told that the Government is already implementing the report's recommendations, and now we hear that Parliament is to debate it."

    "One of the recommendations, we are told, is to involve us in the formulation of a new mining policy. It is this kind of uncertainty that has seen the number of exploration projects decline," Mr Mwanyika said in a telephone interview.

    He said many mining companies had slashed their exploration budgets because of the way the matter was being handled.

    Mining companies have been jittery after the committee led by Judge Mark Bomani called for an overhaul of the mining sector and establishment of a minerals authority to oversee all mining ventures.

    Other recommendations include reviewing of taxes and royalties paid by multinational companies and joint shareholding between the Government and investors in new mining projects.

    The report did not feature in the 2008/9 budget proposals that Energy and Minerals minister William Ngeleja tabled in Parliament last July.

    Mtera MP John Malecela, a former prime minister and vice-chairman of the ruling CCM, called for the tabling of the report in the last parliamentary session, saying it had raised pertinent issues that the august House needed to discuss and make recommendations.

    Many MPs denounced what they said were "suspect mining contracts" and called for a thorough review or cancellation of some of the agreements.

    The Bomani committee report raised eyebrows when one of the panelists declined to sign the final recommendations, arguing that they would create problems if implemented.

    Other members were MPs Zitto Kabwe (Kigoma North, Chadema), Harrison Mwakyembe (Kyela, CCM), Ezekiel Maige (Msalala, CCM) and John Cheyo (Bariadi East, UDP) and Mr Peter Machunde of the Dar es Salaam Stock Exchange and Mr David Tarimo of PricewaterhouseCoopers.

    Others were director of civil and international law in the Ministry of Justice and Constitutional Affairs Maria Kejo, chief legal officer at the Ministry of Energy and Minerals Salome Makange, commissioner for policy in the Ministry of Finance Mugisha Kamugisha and assistant director for human settlements in the Ministry of Lands, Housing and Human Settlements Edward Kihundwa.

    The session due to end on November 7 will see the swearing in of the newly elected Tarime MP, Mr Charles Mwera of Chadema.

    It will also ratify three declarations, including the European Union Parliament's declaration against albino killings in Tanzania.

    The other two are South African parliament's declaration on xenophobic killings and the Tanzanian parliament's declaration on the expansion of Lake Manyara National Park.

    The Government will also table its statements on the Tanzania International Container Terminal (TICTS) contract extension saga and Tanzania Railways Limited (TRL).

    Twelve bills are also expected to be tabled and 195 questions answered.

    The bills which are for the first reading are the Standards Bill, 2008, The Tanzania Trade Development Authority Bill, 2008 and The Written Laws (Miscellaneous Amendment) Bill, 2008 while The Unit Title Bill, 2008 and The Mortgage Financing (Special Provisions) Bill, 2008 would be tabled right after the first reading.

    About five bills will be tabled for discussion right after the second reading. They include the Hides, Skins and Leather Trade Bill, 2008, the Workers Compensation Bill, 2008, the Wildlife Bill, 2008, the Contractors Registration (Amendment) Bill, 2008, and the Political Parties (Amendment) Bill, 2008.

    If time allows three additional bills, namely the Animal Welfare Bill, 2008, the Mental Health Bill, 2008, the Public Health Bill, 2008. About 195 main questions will be asked.

    The parliament would also conduct elections for members of Open University of Tanzania and the Muhimbili University of Health and Allied Science Council.

    After the end of the Parliamentary session on November 7 MPs would participate at a seminar organised by the Bank of Tanzania and the Treasury on the international financial crisis.

    MBUNGE wa Karatu, Dk. Willibrod Slaa (CHADEMA), ameeleza kushtushwa na taarifa ya kutokuwapo kwa mjadala wa hotuba ya Rais Jakaya Kikwete, katika kikao cha 13 cha Bunge, kinachoanza mjini Dodoma leo.

    Dk. Slaa ambaye pia ni Katibu Mkuu wa CHADEMA, alisema kutokuwapo kwa mjadala wa hotuba ya rais kama ilivyoahidiwa na Bunge katika mkutano wa 12, ni ishara ya wazi kuwa, kuna ajenda ya siri na Bunge limeamua kuwazunguka wabunge wake katika suala hilo.

    Akizungumza na Tanzania Daima kwa njia ya simu jana, Dk. Slaa alisema kuahirishwa kwa mjadala huo, kunaondoa maana halisi ya kuijadili, kwani kila jambo linatakiwa lifanyike kwa wakati, na wakati ujao mjadala wa hotuba hiyo hautakuwa na mvuto.

    Alisema inaelekea kuna siri nzito katika hotuba hiyo, kwani hakuna mtu ambaye mpaka sasa ameiona hotuba hiyo, kwani haipo katika kumbukumbu za Bunge (Hansard) na amejaribu kwenda Ikulu kuiomba bila mafanikio.

    “Taarifa ya kuahirishwa kujadiliwa kwa hotuba ya rais kumenishtua sana. Kuna siri gani inayofichwa, kila kitu kinafanyika kwa wakati, sasa kama wanataka tuijadili wakati ujao itakuwa imepitwa na wakati,” alisema Dk. Slaa.

    Alisema hotuba hiyo iligusa sehemu ndogo tu ya ufisadi ambao umekuwa ukipigiwa kelele na wapinzani kila kukicha, huku sehemu kubwa ikishindwa kuchukuliwa hatua na rais.

    Alisema walitaja ufisadi wa Deep Green, Tan Power Resources, Mwananchi Gold, Meremeta na EPA, lakini Rais Kikwete akaamua kushughulikia eneo moja tu la EPA.

    Aliongeza kuwa, kutopatikana kwa ufumbuzi kwa masuala hayo kwa kiasi kikubwa, kunamfanya aamini Rais Kikwete ameelemewa katika uongozi wake na Watanzania wanapaswa kumsaidia kwa kutomchagua katika uchaguzi mkuu ujao.

    Aliongeza kuwa ni ukweli usioficha kuwa Rais Kikwete ameshindwa kuwashughulikia mafisadi walioneemeka kupitia mgongo wa rasilimali za wavuja jasho wenye moyo wa kuijenga nchi.

    Alibainisha kuwa, kuna masuala mengi mazito ambayo yanapaswa kupatiwa majibu lakini inavyoelekea hayataweza kupata majibu kwa muda unaotakiwa, na wananchi wataendelea kupata hali ngumu kwa sasa, kwa kukosekana viongozi makini.

    “Hakuna sababu ya kubembelezana katika mambo muhimu yanayolihusu taifa, rasilimali za taifa zinatumika vibaya na viongozi wetu wamekaa kimya. Kuna sababu gani ya kuendelea kuwa na viongozi wa aina hii?” alihoji Dk. Slaa.

    Alisema yeye ni mjumbe wa Kamati ya Uongozi ya Bunge, lakini hawezi kufungwa kwa kukosa kuzungumza jambo linalomkera, hasa kwa kutojadiliwa kwa hotuba ya Rais Kikwete.

    Alisema kwa hali ilivyo hivi sasa, Watanzania wanapaswa kukataa kuendelea kuburuzwa na viongozi wasiothamini rasilimali za taifa kwa kuwashughulikia watu wanaozitumia kwa masilahi binafsi.

    Alisema katika Operesheni Sangara iliyozinduliwa na CHADEMA, wamezunguka sehemu nyingi na kuona maisha ya wananchi yalivyo magumu kiasi cha wengine kushindwa kujua watakula nini.

    “Inasikitisha, sehemu nyingine watu wanakosa chakula cha siku moja lakini mafisadi waliotafuna mabilioni ya fedha wakiendelea kupata ‘huruma’ ya rais kwa kushindwa kuwajibishwa kwa ufisadi uliofanyika.

    Naibu Spika wa Bunge, Anne Makinda, juzi alikaririwa akisema kuwa, hotuba ya rais haitajadiliwa katika mkutano huu wa Bunge, kwa sababu suala la EPA ambalo lilikuwa sehemu ya hotuba ya rais, bado liko kwenye mchakato wa utekelezaji.

    Makinda alitaja sababu ya pili kuwa ni ufinyu wa ratiba ya Bunge, kwani kuna mambo mengi mazito yatakayojadiliwa na Bunge, ikiwemo ripoti ya kamati ya kupitia upya mapendekezo ya sekta ya madini ambayo ilikuwa ikiongozwa na Jaji Mark Bomani.

    Agosti mwaka huu, Rais Jakaya Kikwete, alihutubia Bunge na kueleza mambo mengi yaliyofanywa na yatakayofanywa na serikali yake, ikiwamo ya kuwashughulikia wale wote waliochota fedha katika Akaunti ya Malipo ya Madeni ya Nje (EPA).

    Katika hotuba hiyo, Rais Kikwete, alisema waliochota fedha za EPA wamerejesha sehemu ya fedha walizoiba na serikali imezikamata mali zao pamoja na kuzishikilia pasi zao za kusafiria, na wale walioshindwa kurejesha wamepewa muda mpaka Novemba mosi wawe wamezirejesha, la sivyo wataburuzwa mahakamani.

    Baada ya hotuba hiyo, Mbunge wa Kigoma Kaskazini, Zitto Kabwe (CHADEMA), aliomba hotuba hiyo ijadiliwe bungeni, ombi ambalo lilikubaliwa na Spika wa Bunge, Samuel Sitta na kuahidi kwamba, ingejadiliwa katika mkutano wa Bunge unaoanza leo.

    Sitta alisema hotuba hiyo ilishindwa kujadiliwa katika mkutano wa bajeti, kwa sababu hotuba haikuwa katika mpangilio mzuri, hivyo ilirudishwa Ikulu kwa ajili ya kupangwa vizuri na wabunge wangepatiwa vitabu.

    Nadhani Spika anajua hotuba ile ililkuwa blah-blah tu na hakuna cha maana na ndo maana mara baada ya hotuba akamwambia Rais aongeze ukali kidogo! Hii ina maana Rais alikuwa akipiga siasa Bungeni, hata hivyo tutapima hotubaya JK hivi karibuni maana Oktoba 31 iko mlangoni.

    Naibu Spika ndugu Ana Makinda ametangaza kuwa kesho ripoti ya kamati ya Rais kuhusu sekta ya madini inajadiliwa.

    Tayari kamati ya Bunge ya Nishati na Madini chini ya Mzee shellukindo imeshaandika ripoti yake itakayosomwa kesho. Ninayo nakala. Ni 'radical' kwenye maeneo kuliko Ripoti ya Bomani.

    Hii ilikuwa ripoti ya Rais, vipi Bunge likaamua mapendekezo tofauti na Ngeleja? Na Kikwete ?

    Ya Ngeleja yaliishia wapi ?

    Halafu kesho mnajadili ya Shelukindo au ya Bomani ? Tofauti zake nini ?

    Kwa nini kuna mbili ?

    Hii ya Shelukindo ilifanyiwa uchunguzi lini relative to ya Rais?

    Na kwa nini ya Shelukindo ikawa "radical" kuliko ya kwako uliyoshiriki wewe mpinzani ?

    Tunataka kufuatilia vitu vilipoishia ili tujue vinaenda wapi.

    In get a feeling that there is a concern our draconian parliament with all it's rules and stipulations may send the young MP to bench for violation of some obsure preventative and Orwellian fashion of bureaucratism in the guise of stipulating the report be discussed in parliament before, if at all, being disclosed to the public.

    Is that not the case? If we are mature enough as a country to have "The people's Senate" here before the report is tabled in that august house then that shall provide a good platform to raise some important discussion and arm the good MP with some pointed positions come tabling time. We have done this before I believe.

    Zitto si kasema Naibu Spika ameshasema kuwa report itajadiliwa kesho?? Hapo kuna usiri gani tena?? Tutajua wote hiyo kesho.

    Zitto huna haja ya kuweka report hapa.

    Mh Zitto naomba sana usimamie suala la Dowans Generators, kama nchi inataka generators waambie wakaongee na GE au Wartisila ili tupate warranty kwa miaka kama 3 na tupate generator mpya na tupate na discount as a developing country.

    Kwanza kabisa naomba nieleweke kuwa sijashinikiza ripoti iwekwe hapa kabla ya wakati uliopangwa kujadiliwa bungeni.Ukisoma tundiko langu la kwanza katika mjadala huu utaona kuwa, ingawa napinga usiri unaofichwa katika kanuni za bunge ambao nitauelezea vizuri zaidi hapa chini, nimeelezea vizuri heshima yangu kwa miongozo iliyopo na utawala wa sheria, wakati huo huo nikiishambulia miongozo hii kwa umangimeza wake.

    Usiri unakujaje wakati ripoti inajadiliwa kesho? Usiri unakuja pale bunge linapohodhi mjadala wote. Tulishawahi kutoa maoni hapa JF, kabla ya suala la maadili ya viongozi kwenda kujadiliwa bungeni, na baadhi ya watu -wabunge wakiwamo- walinufaika sana na michango yetu kiasi cha kubadilisha kwa kiasi kama si mitazamo basi angalau ukali wa sauti zao bungeni.

    Bunge linapokaa linamuwakilisha nani? Linamuwakilisha mbunge au mwananchi? Kama linamuwakilisha mwananchi kwa nini wabunge waende kujadili ripoti bila ya wananchi kujua chochote kilicho kwenye ripoti? Kwa nini wananchi wasipate nafasi ya kuchangia mawazo yao kutoka mwanzo? Kama tuna michango itakayoweza kumsaidia Muheshimiwa Zitto aweze kupata dira iliyo makini zaidi kwa nini asiweze kuipata? Kama bunge ni la wananchi kwa nini kunakuwa na umangimeza sana katika kuwaeleza wananchi kinachojiri bungeni?

    Narudia tena, kama kuna sheria na miongozo ya kuzuia upashaji habari ambazo hazijajadiliwa bungeni basi sawa, hatuna la kufanya maana hatutaki kumtia mashakani mbunge wetu.Ila wapenda uhuru wa habari hatutasita kusema huu ni umangimeza.

    Ilitakiwa bunge liwe na tovuti yake ambayo kwayo watu wangeweza kuisoma miswada na kuona ripoti hizi zote hata kabla hazijajadiliwa, halafu kungekuwa na bulletin board ya bunge kama hii ambapo watu wangeweza kukata issues na kuwafahamisha wabunge matatizo yao bila ukiritimba.

    Nashangaa kizazi kipya nacho kinaukumbatia ukiritimba.

    Wanasema "Old habits die hard" na kuku aliyezoea kufungwa kamba hata ukiikata kamba hawezi kukimbia, akifikiri kuwa kamba imemfunga bado.

    Wagiriki walioanzisha serikali ya uwakilishi, dhana iliyozaa demokrasia, uhuru wa habari na bunge kama tunavyolijua - mwanzo walikuwa wanakaa bunge la sokoni kama pale Kariakoo na kila mtu aliyekuwa na stahili katika "city-states" zao aliweza kutoa maoni yake. Leo hii kutokana na mambo ya logistics hatuwezi kufanya hivyo, kwa nini tusiitumie teknolojia kuhakikisha dhana hii haiishii kuwa ya kinadharia tu?

    Akizungumza na Tanzania Daima kwa njia ya simu jana, Dk. Slaa alisema kuahirishwa kwa mjadala huo, kunaondoa maana halisi ya kuijadili, kwani kila jambo linatakiwa lifanyike kwa wakati, na wakati ujao mjadala wa hotuba hiyo hautakuwa na mvuto.

    Alisema inaelekea kuna siri nzito katika hotuba hiyo, kwani hakuna mtu ambaye mpaka sasa ameiona hotuba hiyo, kwani haipo katika kumbukumbu za Bunge (Hansard) na amejaribu kwenda Ikulu kuiomba bila mafanikio.

    “Taarifa ya kuahirishwa kujadiliwa kwa hotuba ya rais kumenishtua sana. Kuna siri gani inayofichwa, kila kitu kinafanyika kwa wakati, sasa kama wanataka tuijadili wakati ujao itakuwa imepitwa na wakati,” alisema Dk. Slaa.

    Alisema hotuba hiyo iligusa sehemu ndogo tu ya ufisadi ambao umekuwa ukipigiwa kelele na wapinzani kila kukicha, huku sehemu kubwa ikishindwa kuchukuliwa hatua na rais.

    Alisema walitaja ufisadi wa Deep Green, Tan Power Resources, Mwananchi Gold, Meremeta na EPA, lakini Rais Kikwete akaamua kushughulikia eneo moja tu la EPA.

    Aliongeza kuwa, kutopatikana kwa ufumbuzi kwa masuala hayo kwa kiasi kikubwa, kunamfanya aamini Rais Kikwete ameelemewa katika uongozi wake na Watanzania wanapaswa kumsaidia kwa kutomchagua katika uchaguzi mkuu ujao.

    Aliongeza kuwa ni ukweli usioficha kuwa Rais Kikwete ameshindwa kuwashughulikia mafisadi walioneemeka kupitia mgongo wa rasilimali za wavuja jasho wenye moyo wa kuijenga nchi.

    Alibainisha kuwa, kuna masuala mengi mazito ambayo yanapaswa kupatiwa majibu lakini inavyoelekea hayataweza kupata majibu kwa muda unaotakiwa, na wananchi wataendelea kupata hali ngumu kwa sasa, kwa kukosekana viongozi makini.

    “Hakuna sababu ya kubembelezana katika mambo muhimu yanayolihusu taifa, rasilimali za taifa zinatumika vibaya na viongozi wetu wamekaa kimya. Kuna sababu gani ya kuendelea kuwa na viongozi wa aina hii?” alihoji Dk. Slaa.

    Alisema yeye ni mjumbe wa Kamati ya Uongozi ya Bunge, lakini hawezi kufungwa kwa kukosa kuzungumza jambo linalomkera, hasa kwa kutojadiliwa kwa hotuba ya Rais Kikwete.

    Alisema kwa hali ilivyo hivi sasa, Watanzania wanapaswa kukataa kuendelea kuburuzwa na viongozi wasiothamini rasilimali za taifa kwa kuwashughulikia watu wanaozitumia kwa masilahi binafsi.

    Alisema katika Operesheni Sangara iliyozinduliwa na CHADEMA, wamezunguka sehemu nyingi na kuona maisha ya wananchi yalivyo magumu kiasi cha wengine kushindwa kujua watakula nini.

    “Inasikitisha, sehemu nyingine watu wanakosa chakula cha siku moja lakini mafisadi waliotafuna mabilioni ya fedha wakiendelea kupata ‘huruma’ ya rais kwa kushindwa kuwajibishwa kwa ufisadi uliofanyika.

    Naibu Spika wa Bunge, Anne Makinda, juzi alikaririwa akisema kuwa, hotuba ya rais haitajadiliwa katika mkutano huu wa Bunge, kwa sababu suala la EPA ambalo lilikuwa sehemu ya hotuba ya rais, bado liko kwenye mchakato wa utekelezaji.

    Makinda alitaja sababu ya pili kuwa ni ufinyu wa ratiba ya Bunge, kwani kuna mambo mengi mazito yatakayojadiliwa na Bunge, ikiwemo ripoti ya kamati ya kupitia upya mapendekezo ya sekta ya madini ambayo ilikuwa ikiongozwa na Jaji Mark Bomani.

    Agosti mwaka huu, Rais Jakaya Kikwete, alihutubia Bunge na kueleza mambo mengi yaliyofanywa na yatakayofanywa na serikali yake, ikiwamo ya kuwashughulikia wale wote waliochota fedha katika Akaunti ya Malipo ya Madeni ya Nje (EPA).

    Katika hotuba hiyo, Rais Kikwete, alisema waliochota fedha za EPA wamerejesha sehemu ya fedha walizoiba na serikali imezikamata mali zao pamoja na kuzishikilia pasi zao za kusafiria, na wale walioshindwa kurejesha wamepewa muda mpaka Novemba mosi wawe wamezirejesha, la sivyo wataburuzwa mahakamani.

    Baada ya hotuba hiyo, Mbunge wa Kigoma Kaskazini, Zitto Kabwe (CHADEMA), aliomba hotuba hiyo ijadiliwe bungeni, ombi ambalo lilikubaliwa na Spika wa Bunge, Samuel Sitta na kuahidi kwamba, ingejadiliwa katika mkutano wa Bunge unaoanza leo.


    Sitta alisema hotuba hiyo ilishindwa kujadiliwa katika mkutano wa bajeti, kwa sababu hotuba haikuwa katika mpangilio mzuri, hivyo ilirudishwa Ikulu kwa ajili ya kupangwa vizuri na wabunge wangepatiwa vitabu.
