Objectives and Targets of the 2012/13 Budget



  1. Madam Speaker, the focus of 2012/2013 budget is to achieve the following:



  1. To increase real GDP growth rate to 6.8 per cent in 2012 from 6.4 percent of 2011;
  2. To improve economic infrastructure, including electricity, roads, railways and ports;
  3. To increase access to financial services;
  4. To increase domestic revenues to 18 percent of GDP in 2012/2013 compared to the likely outturn of 16.9 percent in 2011/2012;
  5. To continue with efforts to curb inflation to a single digit;
  6. To maintain a stable and market determined exchange rate;
  7. To increase credit to private sector to 20 percent of GDP by end June 2013 in line with measures to curb inflation;
  8. To maintain foreign exchange reserves to cover 4.5 months of imports of goods and services.
  9. To strengthen Public and Private Partnership (PPP) arrangement with a view to widen opportunities for implementing development projects;
  10. To improve business environment for Small and Medium Enterprises;
  11. To safeguard and sustain achievements realized in the social sectors;
  12. To strengthen good governance and accountability; and
  13. To develop the country’s capability to endure economic and financial crisis and effective participation in regional and international arrangement.

Mfano ni Ujenzi wa Daraja la kigamboni ambapo itakuwa kuvuka ni kwa KULIPIA.
Ujenzi wa barabara ya Dar Moro/Chalinze kwa Njia Nane, Pia kwa kupita kwa kulipia, Kumbuka hii sizani kama kuna alternative road walau daraja Kigamboni unaweza Ukapiga mbizi au kupanda Kivuko au kupita KOngowe/Mbagala.

Mbona imeanza siku nyingi sana, uko wapi ndio kwanza sasa uijuwe? Sasa hivi inataka iongezewe kasi tu kwani mafanikio yameonekana.

PPP kwa nchi zingine inasaidia kuleta maendeleo ya haraka. Wenye mapesa yao wanajenga miundombinu wananchi mnalipia wakati wa kuitumia.

mradi wa mlimani city ni mfano wa PPP. mara nyingi huitwa BOT (build, own & transfer)au BOOT (build, own, operate & transfer) au BOOTT (build, own, operate, train & transfer)

ni kweli PPPs zimeanza siku nyingi sana hapa TZ, miradi kama swisport, IPTL, internationa container terminal, upanuzi wa jengo la maktaba complex, mlimani city, samora towers nk zote ni PPPs. pia msisahau miradi kama ya taasisi za dini inayoendeshwa kwa mikataba maalum kati ya tasisi hizo na serikali mfano mahospitali kama bugando, KCMC, kolandoto, CCBRT, mashule kama ndanda iliyoleta chokochoko za kidini majuzi nk yote hiyo ni mifano ya PPPs. kwa hiyo si kweli kuwa PPP ni utaratibu mgeni hapa kwetu.

tatizo kubwa la mikataba ya PPP ni "quality' ya serikali ya nchi husika. mikataba hii isipofikiwa kwa umakini, hugeuka kuwa ghali sana na isiyo na manufaa, mfano mradi wa IPTL. hii hutokana na rushwa na ukosefu watu wenye uwezo wa kushiriki majadiliano na makampuni binafsi yanayowekeza kwa mfumo huu. yaani badala ya majadiliano kuongozwa na wataalam wakifuata sheria na kanuni za kibiashara, hutokea yakaongozwa na wanasiasa. matokeo yake ni majadiliano kuchukua muda mrefu na kuongezwa gharama zisizo za lazima na rushwa.

hivyo kuna haja ya kuamua kwa dhati kuwa wanasiasa wakae kando wakati wa majadiliano na kila mradi ukubaliwe kulingana na viashiria vya kitaalam na sio mashinikizo ya kisiasa.

Ms Judith unaonekana umeifanyia research hii kitu bila shaka yoyote! Ni kweli kuna mingine inafanya vyema na mingine hovyo kutokana na jinsi watu walivyopatana na kukubaliana. Naona mlimani city itakuja kuwa kimeo eti miaka 50! Mradi ambao niliona ulikuwa na tija ni ule wa maktaba complex. Huu mradi ulikuwa ni BOOT baada ya miaka kumi Tanganyika Library imejipatia orofa mbili pale nzuri tu.

moja ya vitu muhimu klabisa vya kuwa navyo kabla ya kujiingiza katika PPP yoyote ni kitu kinaitwa "public sector comparator (PSC)" hiyo ni "reference project" ambayo huwa ndio benchmark katika maamuzi ya kuukubali mradi au kuukataa. kama mradi utaonekana nafuu na wenye tija zaidi kuliko viashiria vya PSC hukubaliwa na kinyume chake hukataliwa. miradi kama IPTL ilifikiwa wakati tukiwa hatuna hiyo PSC na kwa kweli hata sasa sijui kama tumeishakuwa nayo.

wakati waziri wa fedha kasema yameanzishwa madawati ya PPP katika kila wizara tunapaswa tuanze kujiulizahao walio kwenye hayo madawati na wana uelewa gani juu ya PPPs, tusipokuwa na watu sahihi kwenye hayo madawati, kwa kweli tujiandae tu kuendelea kulizwa na wabia binafsi

Yaani ubarikiwe tena na tena. Ni furaha iliyoje kukutana na mweledi wa PPP ndani ya JF?

Hivi karibuni nimekuwa nikijitahidi kuanzisha mijadala juu ya PPP hapa jamvini bila mafanikio. Miongoni mwa mijadala hiyo inapatikana:

  2. PPP-Handing over Public Services to the Banks!
Hii mijadala haikupata wachangiaji. Tatizo kubwa nililobaini ni uhamasishaji mdogo sana unaofanywa na Serikali pamoja na vyombo vya habari juu ya suala hili. Lakini sababu kubwa zaidi kwa nini PPP siyo maarufu na haiangaliwi na wanasiasa wala wananchi kwa jicho pevu ni kutokana na upya wa dhana ambao kiukweli ni utofauti wa jina tu kati ya PPP na Privatization-Msitu mpya, nyani wale wale! Watu wangejua kwamba kuna mstari mwembamba sana kati ya dhana hizi mbili kiutekelezaji na hata hatma zake, hakika wangesaidia kuisukuma serikali kuwa makini sana katika kupembua miradi na kuingia mikataba ya PPP. Miradi hii kwa asili ni ya muda mrefu, inatumia mikopo mikubwa na vivyo hivyo ina majanga makubwa.

Nimependa sana pale ulipogusia PSC. Ninalojua Sheria ya PPP ya Mwaka 2010, Sehemu ya 6 inalianzisha dawati moja tu la kuratibu PPP ambalo liko TIC na lile lililoko Hazina ni kwa ajili tu ya kujiridhisha kuhusiana na rasilimali za umma zitakazotumika katika kutekeleza PPP husika. Ofisi ya kuratibu PPP iliyoko TIC ndiyo yenye wajibu wa kutengeneza miongozo ambayo inapaswa kuwa na hizo PSC models au Public Costs Comparator (PCC) models. Kuna Guidelines ilitoka Oct, 2012 inaelekeza juu ya PSC lakini yako mambo bado ya kufanyia kazi ili iweze kuliongoza vema zoezi la upembuzi yakinifu, likamilike kwa ufanisi na kwa ufasaha.

Upatikanaji wa elements muhimu za PSC kama inflation rates, discount rates zilizokadiliwa na mamlaka na zilizo za kuaminika bado ni changamoto. Pia, huu muongozo kupatikana umechelewa inamaanisha ile miradi yote uliyotaja hapo juu haikupita katika usahili wa kipimo hiki na hivyo ni vigumu kusema kama hiyo miradi ilikuwa economically viable na pia hatuwezi kuamini kuwa Sekta ya umma ilipata fair deal Katika mikataba. Lakini ukichungulia jinamizi la IPTL na kigugumizi chetu kushindwa kujinasua, unaweza kupata jibu. Hapo lazima kama mwendo wetu wa PPP ni huo, tuanze mapema kuunda contingent liabilities fund.
