Interpretation of rule 90(5) of Tanzania court of appeal (amendment) rules 2019

I kindly request for the interpretation on application of Rule 90(5)CAT Rules of 2019 that read as;
..."Subject to the provisions of subrule (1), the Registrar shall ensure a copy of the proceedings is ready for delivery within ninety (90) days from the date the appellant requested for such copy and the appellant shall take steps to collect copy upon being informed by the Registrar to do so, or within fourteen (14) days after the expiry of the ninety (90) days."

Emphasis:
whether the Rule is applicable to all type of cases ?

Suala la niko mwaka wa ngapi nafikiri halina uhusiano na nilichouliza

kama ni law student, ukiwa mwaka wa kwanza unaweza haya usiyajue, lkn kama mwaka say wa tatu...then it is a problem!

Nimeajiriwa,tatizo nilihitaji kupata fikra tofauti maana Niko na kesi mbele sasa kuna mtu anaisimamia hiyo kesi nikawa namfahamisha kuwa sheria imebadilika na kuna case laws zimeshatoka, asisubiri(stay home& dry) baada ya 90 days badala yake aendelee na taratibu zingine za kukumbushia kwa Register copy of proceedings lakini kidogo naona ana msimamo tofauti .

Nimeajiriwa,tatizo nilihitaji kupata fikra tofauti maana Niko na kesi mbele sasa kuna mtu anaisimamia hiyo kesi nikawa namfahamisha kuwa sheria imebadilika na kuna case laws zimeshatoka, asisubiri(stay home& dry) baada ya 90 days badala yake aendelee na taratibu zingine za kukumbushia kwa Register copy of proceedings lakini kidogo naona ana msimamo tofauti .
