Watanzania mnapenda kupewa maneno matamu ya kuwaambia "tutaanzisha mchakato" au "serikali iko mbioni". kwa upande wangu nadokeza tu kuwa kama watu ninaowaunga mkkono wataingia madarakani kuna vitu vya kwanza ambavyo vitatakiwa kufanya. Na kubwa ni kuwatia pingu na kuwafungulia mashtaka baadhi ya viongozi na wengine wenye kuenjoy sijui immunity watavuliwa. HIli lisiwe na utata. Sasa linaweza lisiwe zuri kujulikana lakini litawekwa kwenye sera mapema na kwenye ilani ya uchaguzi. Watanzania watatakiwa kuwachagua wagombea wetu kwa misingi hiyo.

Sasa kama mnataka kuendelea na kamati za uchunguzi na tume za Rais.. endeleeni na CCM.. au chama kingine cha upinzani. Tunajua kwanini wanaogopa kukipa CCJ usajili wa kudumu but the train has already left the station..

CCJ ikishaingia madarakani haiwezi kuwavua immunity? na kama inawezekana ningependekeza na hilo liwekwe kwenye sera mapema.

Wananchi kupitia wawakilishi wao. Kumbuka madaraka ya kutawala yanatoka na yanabakia kwa wananchi. Bunge likiamua kuwavua kinga linaweza.
CCJ ikishaingia madarakani haiwezi kuwavua immunity? na kama inawezekana ningependekeza na hilo liwekwe kwenye sera mapema.

Mbona nimeshasema litakuwepo. Watanzania watajua mapema tu nini CCJ itasimamia. Sasa hivi watu wanachogombana nacho ni jina tu na mystery behind CCJ.. zikianza kumwagwa sera the line of separation will be clearly drawn on the sand.

My Take: This is the forth year, the same bunch of failed leaders at HESLB, working the same way, giving the same excuses, protected by the same government and harming the same students! But, we are expecting different results! are we so incapable of solving even the most easier problems? Do you really the problem is money? Just like ATCL, just like Tanesco, just like UDOM, just like....

ABOUT 70,000 students are likely to miss examinations or expelled from universities as the Higher Education Students Loan Board (HESLB) has run out of funds to finance tuition fees and field allowances.

Sources told the 'Daily News' that the government in 2009/2010 was supposed to give the loans board 189bn/- but had so far disbured only half of the amount which covered food and accommodation, while funds for tuition and field allowances are yet to be released.

"The amount was disbursed when the universities opened last October and the funds used for food and accommodation. The balance has not been disbursed," the source said.

The sources expressed fear that delay in disbursement of the remaining amount might create crisis as some universities are about to start examinations. Information had it that already some universities have cautioned their students that they would not be allowed to sit for the examinations until the monies are paid.

"We have everything ready on paper in terms of written cheques, but cannot do anything with them because there is no money in our account," the board's Assistant Director for Information, Communication and Education, Mr Cosmas Mwaisobwa, confirmed to the 'Daily News' yesterday.

Mr Mwaisobwa said that the government usually provides the board with money in lumpsum but it had not yet done so, adding that however the board was ready to receive any amount this time.

He explained that the board depended wholly on the government to facilitate loans for tuition, accommodation, food and field allowances to students in higher learning institutions.

The Minister for Finance and Economic Affairs, Mr Mustafa Mkulo, said his ministry does not issue loans directly to the board and instead channels it through the Ministry of Education and Vocational Training (MEVT).

Efforts to reach the Minister for Education and Vocational Training, Professor Jumanne Maghembe and his deputy, Ms Gaudensia Kabaka by phone proved futile.

Last year 197.3bn/- was requested from the government to cater for only 65,000 students (continuing and new first years) in the next academic year.

During the academic year (2008/09), HESLB had requested 140.3bn/- but only 117bn/- was approved by the government forcing St Augustine University of Tanzania (SAUT) to admit only 950 from 6,000 students who had applied.

Dar es Salaam University admitted 5,380 instead of 6,500 who applied, while Bugando University College of Health Sciences admitted 60 students against more than 100 applicants. And only 350 students were sponsored at Muhimbili University of Health and Allied Sciences (MUHAS).

My Take:

money is not the problem at all......it is the whole system that is messed up,the whole belief that the government does it all........hey its high time ton stop believing this,the only truth is government has nothing to give us rather than they taking from us........its high time sisikama wananchi kuforce mabadiliko ya sera ili kuleta usawa kwenye kila sekta ili kila mzazi aweze kuafford kulipa ada ya mtoto wake.
It is unjust kuzaa watoto na kutegemea serikali ikusomeshee,vijana waleo tulete mabadiliko,we can have better schools,better education only if we empower ourselves........

Tatizo kubwa Tanzania ni uelewa duni wa waliopo madarakani, nadhani wanataka kitambulisho cha kujiandisha kupiga kura kama proof ya uraia wa Tanzania na hii ni sababu ya watu waliopo madarakani ni mechanical and dull minded. Sio lazima mtu awe na kadi ya kupiga kura ili uthibishe uraia wake. Kuna namna nyingi tu za kufanya hivyo eg cheti cha kuzaliwa, passport, affidavit regardnig birth etc.

Cha Msingi kujiuliza ni kwa nini mpaka sasa issue ya vitambulisho vya uraia havitolewi???? Sheria yake ilitungwa as far back 1986 toka wakati huo ipo kwenye vitabu na haifanyi kazi lets ask ourselves why. Kutokuwa na identity kwa watanzania ni mtaji mkubwa sana kwa chama tawala wanafanya makusudi hakuna kingine, ndo maana figures za tanzania will never match, they are all cooked left ,right and centre.

Yoyote anayejua mahakama za Tanzania atakuambia sio mahali pa kupata haki mapema. Halafu judicial activism imelala na au hakuna kabisa.

Permanent secretary (PS) Ramadhani Khijjah, who is also the treasurer, told reporters when responding to a question regarding the matter in Dar es Salaam yesterday.
He said the problem was a lack of communication between the board and responsible ministries.
Already over 70,000 students are worried of missing examinations because of lack of funds to finance their tuition fees and other allowances.
"We allocated the funds for the board in our budget and the money is there. May be the problem is due to a lack of proper communication between the Ministry of Education and Vocational Training, my ministry and the students themselves and the board. But we are sure that the money is there," Khijjah said.
However, reports said the government had not issued the required amount of loans and that it planned to give out 189bn /- in its 2009/10 financial budget but had issued only half of it.
It was learnt that half of the amount was disbursed when universities opened last October and the funds were used for food and accommodation.

Watawala wetu hawaoni umuhimu huo hata kidogo kwani watoto na wajomba zao wanasoma nje ya nchi.
Sikutegemea kusikia kuwa Mizengo Pinda anayejiita mtoto wa mkulima kwenda kutibiwa London - United Kingdom wakati mahospitali yetu hapa nyumbani yanaoza kwa ajili ya uzembe wao. CCJ ni tegemeo la kila mtanzania anayeipenda Tanzania.
 
With this situation yet president Kikwete is joking by promising that all secondary schools' students will have personal computers each. But may be it's possible.....what about the 50bn shs. for CCM's election campaign?
