    Baada ya Mzee Jaffer Sabodo kusoma habari iliyochapishwa katika Daily News la jana Tar.29.03.2010 mwandishi akiwa Finnigan wa Simbeye alikuwa na haya ya kusema...



    "Mheshimiwa Rais,kwa ziara hii nitakuenzi daima kwa vile umekuwa Rais wa kwanza kutembelea KITUNDA huko TABORA" Jaffer Sabodo...

    Mzee Jaffer Sabodo anaendelea...

    Natumaini katika miaka mitano ijayo utakuwa umeisafisha nchi na kuwa bila rushwa,na wale wachafu-wala rushwa -utakuwa umewachukulia hatua kali za sheria.
    Naamini Azimio la Arusha la Mwl.Nyerere bado halijafa,lakini libadilishwe ili liendane na wakati tulionao. Ningependa Watanzania wakukumbuke kama wanavyokumbukwa George Washington na Abraham Licoln wa USA,na Mahatma Gandhi na Jawaharlal Nerhu wa India.
    Hakuna kitakachodumu milele isipokuwa jina zuri.NB.
    1. Usiogope upinzani lakini ogopa watu fulani ndani ya chama tawala CCM. Na wale MAFISADI wawe waangalifu hasa kwa vile ulivyotia saini sheria mpya ya kudhibiti pesa chafu za uchaguzi.

    Sabodo hana kitu. Alianza kupingana na akina Butiku wa MNF - kumbe ilikuwa ni njia ya kuingia kwa JK. Nasikia kafilisika kipesa hivyo ananyemelea kuingia katika michoto inayoandaliwa na CCM wakati huu wa uchaguzi.

    Ni bora ungetueleza nini chanzo cha ugomvi wa M.J. Sabodo na akija Butiku na MNF kabla hujaanza kumponda mtu...Sabodo alitoa Pesa Tshs.800,000,000/= kwa ajili ya Bahati Nasibu ambayo ingeendeshwa na MNF kwa lengo la kuuchangia mfuko huu(Sabodo ni mmojawapo wa waumini/wafuasi wazuri tu wa Hayati Mwalimu Nyerere(R.I.P)...)...Sasa ilifikia kipindi muda unaenda Bahati nasibu haichezeki(hela sijui zililiwa?)...Sabodo kufuatilia akaonekana mkorofi..

    Kuhusu kufilisika si kweli,huyu mzee ana vitegauchumi(mali nyingi sana) so sidhani kama anaweza kujihusisha na tuhuma za kuchota fedha kama unavyodai(sijawahi kusikia akijihusisha na michezo michafu kama hii)...I stand to be corrected

    MKURUGENZI Mtendaji wa Taasisi ya Mwalimu Nyerere (MNF), Joseph Butiku amesema hataki malumbano na mfanyabiashara Mustafa Jaffer Sabodo wa Dar es Salaam.

    Amesema madai ya mfanyabiashara huyo kuwa hajui matumizi ya kile alichoita “fedha nilizochangia MNF,” kinahitaji kujibiwa kwa usahihi ili kuondoa ukungu ambao Sabodo amenyunyizia.

    “Sijui madai haya yanatoka wapi. Sijui chanzo chake. Bali, ni kweli kwamba tulishirikiana na Sabodo kuendesha mchezo wa Bahati Nasibu,” anasema Butiku.

    Huku akionyesha kuwa na huzuni, Butiku anasema, “Ni mimi niliyekwenda kwake kuzungumza naye jinsi ya kupata fedha za kuendesha baadhi ya kazi za taasisi yetu. Tulipofika na kumueleza hilo, yeye akapendekeza tuanzishe bahati nasibu na ifunguliwe na rais. Tukafanya hivyo.”

    Anasema ni Sabodo aliyependekeza iundwe kamati kuendesha bahati nasibu na kwamba kamati iliundwa na majina ya wajumbe yakatolewa na Sabodo mwenyewe.

    Desemba mwaka jana, Sabodo alitoa matangazo katika baadhi ya magazeti kueleza kile alichoita, “matumizi katika taasisi ya Mwalimu Nyerere” na kutaka taasisi hiyo itoe mchanganuo wa matumizi ya Sh.1 bilioni alizoichangia.

    Katika tangazo lake aliloandika kutetea Kikwete na kutuhumu taasisi, Sabodo alisema, “Nilichangia Sh. 1 bilioni katika mchezo wa bahati nasibu iliyokuwa inaendeshwa na taasisi ya Mwalimu Nyerere. Mbali na mimi, watu wengi pia wamechangia katika mfuko huo. Fedha zote walizochangiwa zipo wapi? Waseme walichofanya, waseme walichopoteza," alieleza katika taarifa yake.

    Maelezo ya Sabado yaliibuka siku chache baada ya taasisi ya Mwalimu Nyerere kuendesha kongamano ambapo washiriki waliibuka na hoja ya kutaka Rais Jakaya Kikwete atende kazi zake kwa mujibu wa katiba kwa kuchukulia hatua za kisheria watuhumiwa wa ufisadi nchini.

    Akijibu madai hayo, Butiku anasema, “Kwanza, ni vema ukafahamu kuwa hakuna fedha ambayo Sabodo ametupa. Tulichokubaliana ni kuendesha mchezo wa bahati na nasibu.”

    Lakini pili, Butiku anasema, “Hata katika kuendesha mchezo, Sabodo alitoa Sh. 774,670,905 na siyo Sh. 1.bilioni kama anavyoeleza. Sisi katika fedha hizo hatukuhusika na lolote.

    “Bahati nasibu ilikuwa na bodi yake. Mwenyekiti alikuwa Cleopa Msuya. Alikuwapo Jaji Joseph Warioba, Philemon Luhanjo, Bob Makani na Nimrod Mkono. Mratibu wa mradi alikuwa Christopher Mramba. Mimi nilikuwa mjumbe tu,” anaeleza.

    Anasema baada ya uteuzi huo wa bodi, waliteuliwa watiasaini kwenye hundi. Anaeleza, “Signatory (mtia saini) A walikuwa Msuya na Sabodo. Signatory (mtia saini) B alikuwa Luhanjo na Warioba. Sisi kama taasisi hatukuhusika na lolote hapo. Sekretarieti ilikuwa haina uwezo wa kutumia hata senti tano bila kuomba kwenye kamati.”

    Akiongea kwa kuonyesha uchungu, Butiku anasema, “Hawa wote waliteuliwa na Sabodo mwenyewe. Yeye alikuwa kila kitu. Alikuwa na hata veto (uwezo) ya kuamua nini kifanyike na nini kisifanyike. Hakuna malipo ambayo yalifanyika bila kupatikana idhini yake; fedha nyingi zilichukuliwa na Sabodo mwenyewe.”

    Mchanganuo wa fedha unaonyesha kwamba Sh. 30 milioni zilitengwa kwa ajili ya kuchapishia tiketi, Sh. 600 milioni kwa ajili ya zawadi, Sh. 36 milioni kwa vipepurushi, Sh. 29 milioni kwa mabango ya matangazo, Sh. 6.3 milioni kwa simu aina ya Nokia na Sh. 23.1 milioni ndizo zilizotengwa kwa ajili ya kutunisha mfuko wa taasisi. Jumla ya fedha zote ni Sh. 774, 670, 905 tu.

    Kuhusu taasisi yake ilivyoendesha mradi huo, Butiku anasema baada ya kukubaliana na wazo la Sabodo, walikaa na kujadili nani aendeshe mradi huo.

    Anasema, “Makampuni mawili yakajitokeza. Naye ndiye aliyependekeza kampuni ya kuchukua na moja akakataa hata kuilipa. Kampuni ya pili, ilikuwa ya kihindi. Nayo akaifukuza.”

    Anasema, “Kisha ndiyo wakajitokeza hawa Posta (Shirika la Posta), wakaleta mpango wa kuendesha. Mkataba ukafungwa. Utaratibu wa zawadi ukawekwa. Kulikuwa na zawadi nyingi tu. Kulikuwa na jembe la kukukotwa na ng’ombe, kulikuwa na friji, simu, baiskeli na vingine vingi.”

    Anasema mara baada ya mkataba kufungwa, ukaibuka mgogoro wa chini kwa chini juu ya zawadi zitakazotolewa. Wakati taasisi ilipendekeza zawadi zinunuliwe mikoani ambako washindi watapatikana, Sabodo alitaka zinunuliwe Dar es Salaam na kupelekwa kule ambako washindi watapatikana.

    “Sisi tuliona kwamba gharama za kusafirisha zawadi, zitakuwa kubwa. Tukasema zawadi zitanunuliwa pale ambapo mshindi atapatikana. Hii ingesaidia kupunguza gharama za kusafirisha zawadi na kuzihifadhi,” analeza Butiku.

    Anasema, “Lakini mwenzetu akakataa. Akampa kazi hiyo mwanawe na zawadi zote zikanunuliwa Dar es Salaam. Utaratibu wa zawadi ukawa mgumu na matokeo yake watu wengi hawakuchukua zawadi zao.”

    Alipoulizwa kama kuna washindi wa bahati nasibu ambao hawakuchukua zawadi zao na ziko wapi zawadi hizo hivi sasa, Butiku haraka alijibu, “Nyingi amezichukua Sabodo mwenyewe. Amekataa kuzirudisha. Anasema zake.”

    Anasema kwamba gari lililonunuliwa kwa ajili ya kulitoa zawadi kwa msindi, nalo limezua mtafaruku baada ya mshindi kulalamika kwamba amepewa gari lililotumika.

    Anasema taasisi yake wala haijui kiasi gani kilipatikana. Haijui zilitumikaje; wala hakuna hata shilingi iliyokabidhiwa kwao. Hata Rais Jakaya Kikwete ambaye amezindua bahati nasibu hiyo hajapelekewa ripoti.

    Anasema, “bali tumeambiwa kwamba kuna Sh. 200 milioni zilizopatikana. Hizi zimehifadhiwa BOA Benki; lengo ni kuanzisha mfuko wa akiba.”

    Akizungumzia mustakabali wa kisiasa, Butiku anasema bado anaamini kwamba CCM kinahitaji mabadiliko makubwa ili kiweze kurudisha heshima yake ya awali.

    Anasema hadi pale CCM itakapoamua kufuata katiba yake ndipo atakaponyamaza; lakini kwa sasa hakuna mwenye uwezo wa kumyamazisha. “Ndani ya CCM, viongozi wameshindwa kusimamia katiba. Fedha ndizo zinazochagua viongozi,” anaeleza kwa masikitiko.

    Anasema, “Ushahidi wa hili ni viongozi wenyewe wa CCM baada ya kila uchaguzi hulalamika. Viongozi wetu wanalijua hili.”

    Alipong’ang’anizwa kueleza CCM imefikaje hapo ilipo, Butiku alicheka na kusema, “Nami nikuulize wewe, tumefikaje hapa? Nadhani kila mtu anajua tumefikaje hapa. Tumefikishwa na baadhi ya viongozi na wanachama wenzetu wa CCM; wale ambao waliamua kutumia fedha kupata madaraka.”

    Butiku aliwahi kunukuliwa akisema kwamba mwaka 1995 wakati wa kuchuja wagombea wa urais, ndipo CCM ilipoanza kujenga msingi mbaya kwa kuruhusu mwanachama mmoja kutumia fedha kuingia madarakani.

    Butiku anaamini kwamba kwa sasa ni Rais Kikwete pekee mwenye uwezo wa kuirudisha CCM katika mstari wake kutokana na madaraka aliyonayo.

    “CCM haifuati utaratibu, wanachama wake wanazomeana, wanatukanana. Katika mazingira haya, mtu anaweza kusema kwamba pale hakuna chama. Watu wenye kujiheshimu hawazomeani, mkizomeana mnakuwa kundi la wahuni. Viongozi wanajadili na kutafuta suluhu ya matatizo,” anasema.

    Anaongeza, “CCM hapo ndipo ilipofika. Ni Rais Kikwete pekee kwa sasa mwenye uwezo wa kuinasua.”

    IT was a tiny group of the ruling party’s elders from Tabora region attending a briefing session on state of affairs in the region done by Regional Commissioner, Abeid Mwinyimsa and Regional Party Secretary, Iddi Ali Ame to President Jakaya Mrisho Kikwete.

    Soon after Mwinyimsa and Ame’s presentations on state of government and ruling party affairs in the region to the president who is also Chama Cha Mapinduzi National Chairman, the elders’ representative was invited.

    Hussein Senyangwe almost started repeating what the RC and CCM Secretary had presented earlier when he cut short his speech on behalf of the elders to make an unexpected announcement.

    “We, ruling party elders from Tabora have contributed 1m/- to pay for your presidential nomination forms fee and urge our fellow members to allow you stand as a sole presidential candidate for CCM in this year's general elections,” Mzee Senyangwe said, greeted by a Nyamwezi praise song for the president by men and women adorning yellow and green regalia.

    Tabora elders who remember the days when Mr Kikwete started his political career by winning a National Executive Committee seat from the region in 1982, said they are convinced that the incumbent’s administration has delivered on the 2005 manifesto and deserves more time.

    “I did not want to say anything this evening, but these elders have provoked me,” said Kikwete soon after receiving the 1m/- cash and a pen from the elders.

    In his brief speech, the president paid tribute to the elders and other ruling party zealots in the region for endorsing his name to vie for the NEC position.

    On the second day of the president’s visit in Tabora region, he officiated at an International Women’s Day celebration held at Ally Hassan Mwinyi stadium in Tabora municipality.

    In fact, Community Development, Gender and Children Minister, Margaret Sitta invited Kikwete to officiate at the national event which is held once in every five years.

    At the well attended national event which was also attended by Wanawake na Maendeleo Chairperson, First Lady Salma Kikwete, the president received a procession of women, men, school children and motor cyclists carrying placards denouncing traditions and customs discriminating against women in society.

    Addressing the gathering, Kikwete denounced archaic traditions which hinder women’s development, spoke about his government’s bold move to appoint more women in senior leadership positions including ministerial portfolios, lawmakers and judges.

    “My hope is that after the next elections, there will be a 50-50 representation in parliament,” he said attracting applause from the packed capacity stadium.

    He also spoke about health and education opportunities given to women by his administration saying maternal and child deaths have been targeted although progress to curb deaths during delivery is minimal.

    Ms Sitta and Penina Shani who delivered the official women’s speech to the head of state commended government for affirmative action but urged the administration to address archaic laws which encourage girls to be married off and widows denied access to inheritance of their husbands’ estates.

    Soon after the ceremony in the afternoon, a heavy downpour with strong winds blew across the municipality casting doubts on a road adventure by the president and his entourage to Sikonge district’s Kitunda ward.

    The president’s lieutenants advised him to visit Kitunda, an isolated ward lying south west of Tabora region at a distance of over 230 kilometres, by flying on a Tanzania People’s Defence Forces helicopter which was summoned from Mwanza.

    Kikwete who failed to visit the area in October 2008 because heavy rains had washed away a bridge, resisted the advice and chose to take a road trek adventure crossing wilderness, a partly paved earth road which was half way submerged in water at some points.

    Journey to Tanganyika As the presidential motorcade took position ready for Kitunda ward by road, former Tanzania Football Association Secretary General, Ismail Aden Rage told Presidential Assistant Press Secretary, Premy Kibanga that,”We are heading to Tanganyika…, that place is the real Tanganyika.”
    Mr Rage actually meant that the president’s destination on his second day visit in the country’s largest region, was to a remote underdeveloped area accessible by a bad road passable during one half of the year when it’s dry.

    As the lengthy presidential motorcade criss-crossed the farms and wilderness from Tabora Municipality and Sikonge district, the road was relatively paved with modest pools of water running across. At Sikonge district headquarters, Kikwete was welcomed by a colourful CCM kids parade, District Commissioner, Dr Charles Tizeba, party leaders, elders and ordinary.

    The entourage which was dominated with Japanese made Toyota Land Cruiser VXs and GXs, covered over 75 kilometres of friendly terrain compared to the remaining 160kms to Kitunda.

    As the real journey to Kitunda started from Sikonge district headquarters, the texture, quality and friendliness of the earth road to the four-wheel vehicles, worsened.

    The fleet of vehicles wallowed into muddy stretches, flooded sections of the road for a good part of the journey which took an unusual four hours till when the First Lady’s car, a state-of-the-art Toyota Land Cruiser VX, got stuck in a plunge pool.

    Half way submerged in a pond of water on the middle of the road at Miyombe abyss, over 30 kilometres away from Kitunda, Ms Kikwete’s car failed to find its way through the pool and took another similar car to be pulled off the water plus mud blockade.

    As riot police officers struggled to pull the vehicle from the pool and their Land Rover Discovery failed the feat, Kikwete standing on the side of dry land where most of his motorcade was blocked from passing, issued orders.

    “Bring the caterpillar to assist in pulling the vehicle out,” he said with his hands akimbo surrounded by his security detail and lieutenants. The caterpillar got stuck before rescuing the First Lady’s car.

    As a Toyota Land Cruiser readied to pull Mama Kikwete’s vehicle out of the pool, she was forced to drop on bare foot and swam the water to safe ground on the other end of the road. It was a historic scenery as Kikwete resisted aides' advice to fly to Kitunda and become the country’s first ever sitting president to visit the isolated area.

    MFANYABIASHARA maarufu nchini Jaffar Sabodo amehoji matumizi katika taasisi ya Mwalimu Nyerere na kuitaka itoe mchanganuo wa Sh1bilioni alizoichangia taasisi hiyo mwaka jana.

    Katika tangazo lake alilotoa jana kupitia vyombo vya habari, Sabodo alitaka kueleza namna ilivyotumia Sh 1bilioni aliyotoa wakati wa mchezo wa bahati nasibu ulioendeshwa na taasisi hiyo.

    Pia ameitaka ieleze mafanikio yake tangu ilipoanzishwa.

    Katika tangazo hilo alilotoa kuulezea utawala wa rais Jakaya Kikwete miaka minne tangu aingie madarakani, Sabodo ameitaka taasisi hiyo kueleza matumizi ya taasisi hiyo kwanza kabla ya kumshutumu rais Kikwete.

    “Kupitia mchezo wa bahati nasibu ulionzishwa na taasisi ya Mwalimu Nyerere nilichangia Sh1 bilioni lakini kutokana na mapungufu makubwa ya mfuko huo imeshindwa hata kufikisha Sh200 milioni kwa kuuza bidhaa mbalimbali katika bahati nasibu hiyo," alisema Sabodo katika taarifa hiyo na kuongeza:

    "Mbali na mimi, watu wengi pia wamechangia katika mfuko huo. Fedha zote walizochangiwa zipo wapi?, waseme walichofanya, waseme walichopoteza?".

    Maelezo ya Sabado yanafuatia kuwepo na ongezeko kubwa la watu kutoka ndani ya CCM ambao wamejitokeza hadharani na kumkosoa Rais Kikwete kuwa anashindwa kufanya maamuzi magumu, hasa dhidi ya mafisadi huku wengine wakikiona chama hicho kikipoteza mwelekeo na kuachana na wakulima na wafanyakazi.

    Miongoni mwa watu hao ni mawaziri wa zamani, Mussa Nkangaa na Matheo Qares ambaye alidiriki kusema kuwa iwapo Kikwete atashindwa kufanya maamuzi magumu ifikapo 2010, basi CCM isimteue kugombea urais. Kikwete alijibu kuwa hashangazwi na maneno ya watu hao, lakini akasema kuwa atakaa na wenzake, ambao hakuwataja, kuandaa majibu.

    Katika tangazo hilo Sabodo anaona kuwa sasa ni wakati wa taasisi hiyo kueleza imetoa mchango gani kwa watanzania.

    “Aidha, wao waeleze walichofanya wakati walipokuwa katika nafasi nyeti za utawala, na si kuulaumu utawala wa sasa”. Imesema taarifa hiyo

    Sabodo, mmoja wa watu muhimu katika historia ya nchin hii, anaona kwamba Rais Kikwete atakubukwa na taifa la Tanzania kama atafanya mapinduzi ya kweli katika kilimo. “Hivyo ninamshauri rais kuunda Shirikisho la Umoja kama walivyofanya nchini Sweden. Namuomba muheshimiwa Kikwete ainge mfano kama wa aliyekuwa rais wa Marekani Goerge Washington na Nehru wa India ambao walifanya mapinduzi ya kweli ya kilimo katika nchi zao.”

    Akizungumza na Mwananchi jana kwa njia ya simu, mkurungezi wa taasisi ya Mwalimu Nyerere, Joseph Butiku alisema; “ Nenda kwa huyo huyo Sabodo akupe Clarification (maelezo) zaidi ya hayo aliyosema. Mimi siwezi kujibu kitu ambacho sikijui, sina la zaidi akakata simu.”

    Pia kupitia tangazo hilo Sabodo anadai

    Edwin Mtei ambaye alikuwa ni gavana na pia Waziri wa Fedha ndiye aliyemshauri hayati Mwalimu Julius Nyerere kupunguza thamani ya fedha kwa asilimia 20 lakini Mwalimu alipingana na ushauri huo. Wakati huo thamani ya fedha ya Tanzania ilikuwa kati ya Sh 14 na 15 kwa dola moja ya kimarekani.

    “Na kuanzia hapo ndio thamani ya fedha ya Tanzania ilianza kushuka,”ilisema taarifa hiyo.

    “Ni bora nimpende mtu ambaye si mwaminifu lakini anatimiza wajibu wake kwa kufanya mambo mazuri na yenye manufaa kuliko kumpenda mwaminifu ambaye hawezi kutimiza wajibu,”

    Sabodo alisema mwalimu alikuwa ni mtu muelewa, mwenye kujali na aliyetumia maisha yake kwa ajili ya kuwatumikia watu na wala hakuwa mchumi.

    Kama rais Kikwete ataweka mpango madhubuti wa kuhakikisha thamani ya fedha ya Tanzania inakuwa, uchumi utakuwa kwa kasi. Mfano ni nchi za Mauritius, Singapore na Thailand.

    Kulinda na kukutza thamani ya fedha ndio inayohitajika sasa na si vinginevyo.
