Special Seats member of Parliament Josephine Chagula (CCM) has advised the government to use the National Housing (NHC) to construct hostels in secondary schools.

She told the House that one of the Millennium Development goals is to ensure that girl children access education.
“But current reports indicate that many of the children fail to finish their secondary education due to various reasons, including pregnancy,” she said, calling on the government to explain when will it will allocate funds for the construction of dormitories for girl students.
Chagula said currently the situation where girl students had to rent houses in some villages and towns was posing a danger to their lives and continued schooling.
She said the trend of pregnancies in schools was making girl students risk getting various diseases, including HIV/Aids, because of living far from school.
Chafula told the House that it was the right time for the ministry of education to collaborate with otherstakeholders, including NHC, to rescue the children by building hostels.
Reacting to the question, the deputy minister for education and vocational training PhilipMulugo said it was the aim of the government to construct 20 hostels in the country every year.
“The government is willing to construct hostels countrywide but we are tied by the small budget that we have. That is why we have decided to build at least 20 hostels every year,” said Mulugo.
Earlier, when reacting to the basic question, Mulugo said apart form the 20 hostels, the ministry was providing various life skills and counselling in schools in order to face the many challenges that students and their teachers face.
He advised communities, parents and relatives to take care of their students to enable them realize their dreams.
