Sultan Qaboos bin Said has announced a series of social reforms, as protesters demand democracy [GALLO/GETTY] A raft of minor reforms have been floated "in the public's interest" by the sultan of Oman, as protesters stopped traffic and broke street lights in the country's largest industrial city.
A crowd of 500 protesters, demanding democracy and jobs, gathered on Saturday outside a shopping mall in the city of Sohar, barricading vehicles and shoppers.
"It has been going on for hours now,' said resident Mohammed Sumri.
"They are at the Globe roundabout blocking traffic."
Though protests are rare in the country on the south-eastern tip of the Arabian peninsula, the police did not intervene, witnesses said.
Decree
Oman's ruler, Sultan Qaboos bin Said, issued a decree announcing a raise in stipends for university students - which will reportedly be boosted by between US$65 and US$234 a month - in order to "achieve further development and provide a decent living", said the state-run Oman News Agency.
A cabinet reshuffle has also seen the replacement of six ministers - though long-serving ministers were not affected.
In addition, Sultan Qaboos announced the creation of a consumer protection bureau and said he was looking into opening cooperatives in the 2.8million-strong country - an absolute monarchy where poltical parties are banned.
"We want democracy," shouted crowds in Sohar. "We want the Shura council to have legislative powers. We want corrupt ministers to go - we want jobs," they chanted.
Governance
The 84-member Shura council is elected by voters across 61 districts, but works in a purely advisory capacity and has no legislative powers.
The cabinet reshuffle saw Mohammed bin Nasser al-Khasibi named commerce and industry minister, Hamoud bin Faisal al-Bousaidi as civil service minister and Madiha bint Ahmed bin Nasser as education minister.
Sheikh Mohammed bin Abdullah al-Harthy, the outgoing civil service minister, was appointed to head the environment ministry, while Maqboul bin Ali bin Sultan will be the new transport minister and Mohsen bin Mohammed al-Sheikh becomes tourism minister.
Earlier this month, the sultanate increased the minimum salaries of private sector workers by 43 per cent - to US$520 a month, as popular uprisings which toppled autocratic leaders in Tunisia and Egypt spread to Libya, Yemen and Bahrain - one of Oman's partners in the six-nation Gulf Cooperation Council.

Omani rioters burn cars, shops in Sohar

MUSCAT, Feb 27 (KUNA) -- A group of rioters have been waging an arson campaign against shops and cars in Sohar city, about 200 kilometers north of Muscat, since early Sunday morning, Oman News Agency (ONA) reported.
The rioters targeted several private and public property including government and private vehicles and the house of the city major and the police station.
They blocked the main road to the city, thus hampering traffic to and out of the city and prevented workers from going to work, according to the report.

MUSCAT: At least 12 people were injured in Sohar yesterday as a group of violent demonstrators clashed through the day with the police.
"Some 12 protestors, who were injured when police fired tear gas shells and rubber bullets to disperse them, are undergoing treatment at the intensive care unit of New Sohar Hospital," a Royal Oman Police (ROP) source said.
A group of the protestors attacked a police station, which led to casualties in the police force. The police tried desperately to bring the situation under control. It forced the police force to defend itself which led to casualties among the protestors. The families of the victims expressed their anger at the crackdown by the security forces.
About 4,000 people gathered since Saturday morning in Sohar calling for political reforms, more employment opportunities, better salaries and measures to curb rampant corruption.
Vandalism
All the leading shopping malls and most eateries in the area were shut down as groups of vandals attacked several government buildings and private properties.
The protestors set fire to a truck carrying petrol, several private cars, a Civil Defence truck and some buildings belonging to the Sohar Police Station and the Sohar wali's office. A local office of the Ministry of Manpower was also set on fire.
The protestors also attacked some Majlis Al Shura members.
Traffic movement between Dubai and Muscat has come to a standstill and trucks carrying goods are stuck along the roads in and around the port city.
The main roads of the port city have been sealed off and only light vehicles are being allowed to ply on the service roads.
A senior official working with one of the leading banks in Sohar said most of the banks in the city are likely to remain closed today. The schools declared holiday early yesterday, fearing escalation of violence.
The Sohar Development Bureau remains will remain closed due to the burning of vehicles belonging to the bureau.
One of the protestors confirmed that the police had arrested a large number of demonstrators.
He added that the security forces in Sohar have received military logistics from Muscat to control the situation.
A Majlis Al Shura member confirmed that majority of the council members joined a sit-in at the council building in Sohar in solidarity with the protestors. He added that the government representatives took some of the members to the "protest area" to talk with the protestors in a bid to pacify the situation, but the protestors refused to talk to them.
Meanwhile, protest marches were reported from several other regions of the Sultanate. In Salalah, hundreds of people have gathered near the Governor's Office since last Friday demanding political and social reforms.
