arifu umeongea jambo la maana sana......kweli kabisa tz kama hapo NIDA walichukua jamaa wenye 1-3 na first class tena udsm tu.....wakiamini ndio wenye uwezo.....sasa uliza je hizo systems wana build hapo au wamenunua??

ndio maana sasa hivi utaona msururu wa watu wanagomban ia masters ya mzumbe.......hata hao wanaokuja ku build hiz systems zao hawana hizo masters.......

Elimu vyuo vikuu ni ya juma jumla tu, no specific studies. Majuu wanajali wanaochukua kozi fupi ambazo hujikita kwenye uwanja husika na kufanya utafiti na majaribio kabla ya kuhitimu. Bila kupasi majaribio kwa vitendo wawapo kwenye field basi hakuna kufaulu. Bongo tofauti kabisa na mtazamo huu.

Swali najiuliza hivi Tanzania wanahakiki elimu ya maconsultant wanaokuja ? au wanahakiki tuu vyeti vya watanzania ?, Maana Kampuni inapewa Projects wanawajua hao wanaowaleta ? , Maana wanapotafuta kampuni wanaangalia accomplishment ya hizo kampuni kutekeleza miradi , hawahakiki watu walionao, mara nyingi kampuni zinatuma tuu profile za wataalamu, wakitumia kigezo hicho kwa watu kuangalia mafanikio waliopata pia kama kigezo kimojawapo Miradi mingi itafanikiwa

Mimi wanaweza kunikataa lakini nikaja kwa mlango wa nyuma kama Consultant wa kampuni na wakanilipa mara 10 ya ambavyo wangenilipa, maana makampuni consultantancy huku yanapoajiri yanaangalia uwezo wako wa kufanya projects sio vinginevyo

Mkurugenzi mkuu wa Mamlaka ya VItambulisho vya Taifa- NIDA ,anatarajiwa kupigwaa chini wakati wowote kuanzia sasa....kwa kosa kubwa la kihaini la kuvunja sheria ya usalama wa Taifa,Taratibu za usalama wa Taifa zinakataza mtu ,taaisis au jumuia yeyote kutoa utambuzi wa Afisa au maafisa au watumishi wa idara za usalama ,na vyombo vyao...,Aidha ni marufuku kutoa taarifa yeyote itakayoonesha uwezo wa taasisi au chombo cha usalama .....ikiwemo majeshi.

Taarifa zilizotolewa na NIDA zimeonesha udhaifu mkubwa wa kiuweledi .....,wa kutoa taarifa za undani juu ya uwezo wa maafisa na askari wa majeshi yetu,katika Hali ya kawaida ....NDugu Mwaimu ...alikuwa na uwezo kabisa wa kuandika barua ya Siri kwenda kwa Amiri jeshi mkuu au mkuu wa majeshi kueleza juu ya kile alichokibaini.......ili aweze kujibiwa....na Kushauriwa cha kufanya......,Kiukweli hakuna anayekataa kazi Yake ila ni utaratibu mbovu alioutumia kutokea taarifa..hizo nyeti kana kwamba alikuwa amekagua .....sekta ya umma ...ie walimu, madaktari ,etc...

Katika Hali ya kawaida ya usalama inaelezwa kuwa Askari 250 wa jeshi la wananchi waliogundulika kuwa na majina mawili mawili...au yanayotofautiana na vyeti ....wengi wao wanatoka kitengo Nyeti cha Millitary Intelligence .....ambao karibu wote huwa na ...majina feki,,passport na VItambulisho zaidi ya kimoja...au hata passport za mataifa mengine....kadiri ya mikakati ya kijeshi.......Ni kosa la kihaini kutambua maaskari wa aina hii maana unaweza kuwasababishia Maafa na kuvuruga mipango Yao...,Pia imebainika kuwa ni maaskari wa kitengo hichi ambao wengine kwa sababu maalum ...wana VItambulisho vya idara Nyingine za kiraia ie ..TAnapa,wizara...na hata mashirika ya umma....au wizara ya nje.

Pia ndani ya jeshi la Polisi...Kati ya Hao askari polisi 700 ....wapo wa kitengo cha DCI...plain clothed police....,kitengo cha madawa ya kulevya...,Iterpol etc...ambao nao inaelezwa sio ajabu kukutana wanatumia majina tofauti na ya kwenye vyeti....kutokana na unyeti wa kazi Zao....

Haya ndio yanayofikia watu wa usalama kuona kuwa Ndugu Mwaim,hata Kama alikuwa na nia njema ....Kama Afisa wa serikali ...anayejuwa undani wake tayari amevunja sheria za usalama wa Taifa....kwa kushindwa kuwasiliana na vyombo husika katika Hali ya Usiri........stahili.

Key success of the project is to be delived on time within the planned costs even better "under budget and ahead of schedule", but for unseen issues (duplicate certificates of education in NIDA case) can hinder the success , Maimu was open to stakeholders on the issue to point out the risks, we are supposed to recommend him for that not to ask for his CV, without even knowing the status of the current project , has he accomplished that before "Yes" according to one of the thread , For me if he has PHD or certificate its irrevant - I could have asked has Maimu ever lead any sucessful project before ? , the a lot of people with Great resume but if you look at project accomplishment they leave a lot to be desired, they just elaborate they worked here there as so and so but if you investigate further they was no success in any of the projects - Accomplishement is the key

Kufafanua Elimu ni muhimu sana hata Degree ni muhimu sana, graduate wanaajiriwa pia tena sana , ila sio kigezo pekee cha kumfanya mtu aongoze shirika au sehemu kwa ufanisi, Mimi nilikuwa mkuu wa Idara hapa na Elimu yangu na niliiajiri magraduate wengi tuu na sio kwamba hawakuwepo wengine wenye Masters kwenye idara yangu waliagalia mafanikio yangu wakanipa mimi ukuu wa idara, hata nilipoanzisha kampuni yangu wakawa wananipa kazi nyingi tuu na wakijua Elimu yangu ni kihiyo

Academic qualifications na perfomance achievement ni vitu viwili tofauti na mara nyingi hutokana na msingi wa awali.kama alivyochangia member mmoja mtu anaweza kuwa awarded kulingana na msukumo wa kiu yake lakini asijipime uwezo wake kurudi nyuma kwa elimu aliyonayo.siku za nyuma kwa mfano wanafunzi waliofaulu vema sayansi na hesabu walipelekwa shule za ufundi kama moshi tech au ifunda tech then akifaulu form four vizuri anajiunga tech college for full technician certificate miaka 3.. Baada ya ajira anaweza kurudi for advanced diploma ambayo waliiconsider equivalent na first degree lakini kiajira ni tatizo ukicompare na mtu aliyesoma secondary a level siyo ya ufundi akajoin universty kwa degree ya engineering.hawa watu wawili ukiwaweka katika mizania ya utendaji utawatambua tu..yupi ana msingi na yupi amehitimu.

FYI Maimu ndiye aliyeifufua vizazi na vifo ambayo ilikuwa imekufa, haieleweki inafanya kazi gani. Baada ya kupewa nafasi alioenesha uchapakazi wake, akabadirisha na jina kuwa RITA. Sasa hivi karibu kila mtanzania ana cheti cha kuzaliwa ndani ya siku mbili (unless wewe mwenyewe usione umuhimu wa kuwa nacho) wakati kabla ya yeye kuanzisha RITA kuwa na cheti cha kuzaliwa ilikuwa ndoto. Maimu ni miongoni mwa wataalam wachache serikalini walio engeneer integration ya payroll ya serikali. Maimu ndiye aliyekuwa kinara wa kuanzisha e-government japo kabla haijakamilika akawa amepelekwa RITA. CV gani unayotaka wewe? Watanzania na Waafrika tuachane na kasumba ya kufikiri vyeti vingi vya kubandika ukutani ndivyo vinavyofanya kazi bila kuangaliwa uwezo wa mtu. Si kila aliyesoma ameelimika, na si kila aliyeelimika ana uwezo wa kuongoza. Kuongoza ni bongo la mtu. Mababu zetu walikuwa machifu wakubwa ambao hawakujua kusoma na kuandika, lakini waliweza kufanya organization nzuri na hata kupigana na wakoloni na kuwashinda, CV zao na bongo lao na uwezo wao.

Kasumba hii ndiyo inayoturudisha nyuma kimaendelea kwa kufikira kusoma ndiko kuendelea. Wenye kujua zaidi siku hizi wanasomelea kile anachotaka kufanyia kazi kwani wengi wanasoma bila malengo ili mradi awe na sifa ya kwamba amemaliza chuo kikuu au phd na kuishia kutangatanga bila kazi, nini tatizo kusoma bila malengo.

Nimeshuhudia nchi za ulaya na Marekani wengine huchukua mafunzo ya muda mfupi (short course) na baada ya hapa huajiriwa moja kwa moja kwa vile wamechukulia mafunzo katika taaluma inayohotajika kazini na mara wanaanza kutia pesa mfukoni mwao. Lakini wale wanaohitimu vyo vikuu wengi wanahangaika kupata kazi kwani elimu yao ni ya jumla jumla ambayo makampuni yakiwaajiri inabidi yaanze kuwafunza kazi tofauti na aliyechukua kozi mfupi maalum kwa ajili ya kazi hiyo. Ingawa kuna baadhi ya kazi zinahitaji kiwango fulani cha degree, lakini si hoja ya kuashiria uwezo wa kuongoza katika madara.

Tuachane na ukiritimba wa kufikira CV ndizo zinafanya kazi kumbe ni kasumba tu ya Watanzania na Waafrika.

Hicho unachosema ndio CV... fikiria akiajiriwa ambaye hana hata hicho cheti na kuachwa aliyesoma... Hata ww unaamini aliyesoma regardless of long course or short ndiye mwenye uwezo wa hiyo kazi kwa kiwango chake... Siwezi kabisa kuitafuta hiyo degree unayosema wala siitaki I am doing very fine without it , I build systems and I have proved I am good in fortunme 100 companies hakuna mtu ameshawahi kuniuliza degree hakuna they look at my resume wananigombania , I have lead big projects kuliko hiyo vitambulisho and it went well, sio kwamba watu wasipate degree ila sio kigezo pekee, Facebook, Microsoft wamelead companies very sucessful sasa niambie degree zao ziko wapi and we are taking about Billion dollar companies sio vitambulisho sidhani kama inafika $200 million
