World Bank-Tanzania loan: The generation of negative externalities for good ones

For the past week, the Tanzania socio-political platform has been on the edge of struggle between the greedy sect of the opposition leaders and the people. The struggle is a clear indication of a total blackmail to the achievements made so far by the 5th government of Tanzania.

According to the recent updates from the World Bank (WB), it is now clear that the World Bank (WB) has delayed lending Tanzania an amount equivalent to $500m as a result of a meeting held between the WB executives and the activists operating in Tanzania.

Besides the meeting, the decision might have been fuelled by a letter from Kigoma North Member of Parliament Mr. Zitto Zuberi Kabwe (ZZK), the Party leader of a religious-oriented party, the ACT-Wazalendo.

Well, I don't see any problem with the WB turning down the loan if and only if their source of information was credible. For some reason, the two sources might have delusions, are questionable, lack merit, and cannot be trusted in their drive against the loan to support the Free Primary & Secondary School Education (FPSSE) in Tanzania.

Unlike other educational projects that have been implemented in Tanzania, the current Free Education and Secondary School Education Project has been implemented with success, benefiting millions of both boys and girls in primary and secondary schools.

To date, no case has been recorded related to the misuse of the FPSSE funds that could be a political agenda to taint President Magufuli’s leadership. So far, with the program reaching four years of its implementation, there have been nothing to question about the management of the funds, and this is driving the opposition mad.

As a parent whose kids are benefiting directly from the program, three questions rings up my mind when I think of the motives behind the stoppage. Many Tanzanians are troubled by the hypocrisy of ZZK. Maybe the frontiers can help us answer these questions:
  • What is ZZK losing by the World Bank stopping the $500m FPSSE loan?
  • What political gain will his party ACT Wazalendo get once this cash is withheld?
  • How many pregnant school girls have been stopped from resuming their studies? And of course, what is their fraction with respect to both boys and girls benefiting from the program?
  • Have frontiers read the Tanzania Education Policies since independence?
  • What percentage of the members of parliament supports ZZK’s move to block the loan?
A quick answer to the first question is that ZZK has nothing to lose out of this saga since he is not a direct beneficiary of the Free Primary Education. I am told he now has two kids, Josina Machel Kabwe (5yrs) and Ummulkulthum Kabwe named after Zito’s Aunt. Zitto and Anna’s (wife) lifestyle is luxurious, and far above the lives of millions of Tanzanians benefiting from the Free Primary Educations. In an article published by the citizen newspaper titled The Zittos’ naming fascination, the vocal politician affirms a luxurious lifestyle with his wife Anna.

At the age of five (5) Josina (daughter) has travelled to several countries in the world as part of an excursion, out of his father's sponsorship something that many Tanzanians cannot afford. (The Zittos’ naming fascination). Reports indicate that Josina is studying at a private school whose fee is about 11 million per year. This is equivalent to educating 50 primary school pupils through the Free Education. As a matter of factor, whether the FPSSE program fails, Josina and Umkuluthum will still enjoy the highly paid schools within or outside the country.

The Tanzanian dark writer to the WB, ZZK, is well known for his greed for leadership, corruption, religious driven politics, and malicious fabrication of data as well as lack of institutional political mind-set in issues of national interest. Allow me to justify these observations in the next few paragraphs.

ZZK has been serving the opposition for over two decades acting under the leadership of the former Presidents Benjamin William Mkapa (the 3rd president) and Kakaya Mrisho Kikwete (4th president). With zero tolerance to corruption under the leadership of President John Joseph Magufuli (5th President), he has turned to be a man of zero reasoning.

Although his political ambitions started over the last two decades, his greatest political achievement was recorded during the 4th president, a period characterized by high tolerance to corruption, shroud deals, and the emergence of elements of religious extremism to which ZZK is a beneficiary.

As a member of “Chama Cha Demokrasia na Maendeleo” (CHADEMA), he headed a number of parliamentary committees such as the Public Accounts Committee (PAC), POAC, etc, a position that enabled him to meet, intimidate and make corruption deals with private and government parastatals between 2005-2015.

Being a senior corruption cartel, and under the umbrella of the committee’s chairmanship, ZZK, through his several hidden companies like leka-dutigite-ltd, ripped government parastatals by threatening them to support his companies else they face poor recommendation from his committee. Having collected enough from these parastatals, he ended up playing the politics of the “Sitting Allowances” by opting not to take the meagre parliamentary allowances provided by the parliament of Tanzania.

This report gives Zitto’s dark accounts and transactions used for money loundering and managing his corrupt deals.

An excerpt from an article published by the Citizen in 2013 title “The billionaire who ‘fixed’ Zitto Kabwe” (The billionaire who ‘fixed’ Zitto Kabwe) documented some of Zitto’s greed both nationally and internationally.

As President is increasing efforts in thrashing down corruption and so is the bitterness of ZZK against President John Pombe Magufuli. He has shown his true colors, a person of greed, and an advocator of religious driven politics. As politician who enjoyed a free ride during the 5th president’s error, he is thrilled to do anything as long as the sitting president is not a man of his dominion. A quick observation of this claim can be shown in his support for the once emerging militia group in KIBITI, the southern part of Tanzania.

The group’s modus operandi was characterized by killing the local and the ruling party leaders in a manner that was signified by well-trained extremist religious group. It is until when the government under the leadership of John Pombe Magufuli started to thrash the militia is when we came to learn about their sponsors.

Their sponsors came to limelight in different fashions, as vocal political leaders, as silent government officials, as clerical religious leaders and of course well-coordinated media personnel. The Kibiti’s case was a timed bomb, a hatching militia group that later could have busted out to other parts of the country.

Thanks to the strong leadership of the current president, they are now hanging-out as falling ambassadors calling him a dictator. Well, yes, he is a dictator to the looters, corrupt politicians whose aim is nothing but meeting their greed.

Malicious fabrication of data has been his means of a political approach to brainwashing those who don’t take the trouble of questioning the merits of his data.

His recent political career is intertwined between religion and a circle of the suffocating corruption cartels. He has turned to be a mouthpiece of those who looted the country’s reserves in the past.

I feel very sorry to the parents and students from Kigoma North constituency and congratulations to Josina and Umkuluthum.

That would have given you a dent of credibility. But through this letter one can easily see that you are one of those half baked spin masters we have in our beloved country, trying to justify all the stupid things going on in our country in the name of patriotism. We have been there.

JPM has killed all insitutions of accountability. As a matter of fact, why should international lenders provide money, if as we all know, there wont be any sense of accountability along the way? JPM ni kiongozi ambaye alijipambanua tangu mwanzo kwamba anataka kutuvusha from point A to B na wengi tulimwamini. But I can guarantee you, huyu mzee wetu (full disclosure: nilimpigia kura), akiondoka, Tanzania inaweza kurudi nyuma kuliko alipoikuta.

Hakuna nchi yoyote iliwahi kuendelea bila dialogue ndani ya watu wake. Huwezi kuwa one man show. Tanzania kwa sasa hatuna hata institutions za kuuliza hiki vipi..kile vipi. Maisha siyo vitu. Ni Zaidi ya hilo. We need to dialogue. we need to hold to account wale tunaowapa dhamana. Leo hii tunafanya uchaguzi kwa formality-just to tick the box. Ila wote tunajua ni hopeless exercise.

Again, WB watatupa hizo hela, lakini, mimi mpaka leo naamini kwa dhati kabisa, approach ya JPM kwenye kututawala, haitatufikisha tunapotaka kama taifa. Peaceful, united and prosperous for the good of everyone.

Mimi siyo fun wa Zitto. But I can understand his frustrations! Hana pa kusemea! Ndo maana kaamua kwenda Washington. wale wana uwezo wa kuuliza na wakajibiwa.

Zitto anaiweza vita na JPM? Sina uhakika anafanya kwa uzalendo au hasira baada ya kushindwa kunufaika na Serikali ya sasa kama alivyokuwa akinufaika na Serikali zilizopita.

Kuhusu ishu ya loan. Faida zake ni kubwa kuliko hoja zake. Umecheleweshwa tu lakini WB lazima wataipatia Serikali huu mkopo bila kubadilisha chochote.

For the past week, the Tanzania socio-political platform has been on the edge of struggle between the greedy sect of the opposition leaders and the people. The struggle is a clear indication of a total blackmail to the achievements made so far by the 5th government of Tanzania.

According to the recent updates from the World Bank (WB), it is now clear that the World Bank (WB) has delayed lending Tanzania an amount equivalent to $500m as a result of a meeting held between the WB executives and the activists operating in Tanzania.

Besides the meeting, the decision might have been fuelled by a letter from Kigoma North Member of Parliament Mr. Zitto Zuberi Kabwe (ZZK), the Party leader of a religious-oriented party, the ACT-Wazalendo.

Well, I don't see any problem with the WB turning down the loan if and only if their source of information was credible. For some reason, the two sources might have delusions, are questionable, lack merit, and cannot be trusted in their drive against the loan to support the Free Primary & Secondary School Education (FPSSE) in Tanzania.

Unlike other educational projects that have been implemented in Tanzania, the current Free Education and Secondary School Education Project has been implemented with success, benefiting millions of both boys and girls in primary and secondary schools.

To date, no case has been recorded related to the misuse of the FPSSE funds that could be a political agenda to taint President Magufuli’s leadership. So far, with the program reaching four years of its implementation, there have been nothing to question about the management of the funds, and this is driving the opposition mad.

As a parent whose kids are benefiting directly from the program, three questions rings up my mind when I think of the motives behind the stoppage. Many Tanzanians are troubled by the hypocrisy of ZZK. Maybe the frontiers can help us answer these questions:
  • What is ZZK losing by the World Bank stopping the $500m FPSSE loan?
  • What political gain will his party ACT Wazalendo get once this cash is withheld?
  • How many pregnant school girls have been stopped from resuming their studies? And of course, what is their fraction with respect to both boys and girls benefiting from the program?
  • Have frontiers read the Tanzania Education Policies since independence?
  • What percentage of the members of parliament supports ZZK’s move to block the loan?
A quick answer to the first question is that ZZK has nothing to lose out of this saga since he is not a direct beneficiary of the Free Primary Education. I am told he now has two kids, Josina Machel Kabwe (5yrs) and Ummulkulthum Kabwe named after Zito’s Aunt. Zitto and Anna’s (wife) lifestyle is luxurious, and far above the lives of millions of Tanzanians benefiting from the Free Primary Educations. In an article published by the citizen newspaper titled The Zittos’ naming fascination, the vocal politician affirms a luxurious lifestyle with his wife Anna.

At the age of five (5) Josina (daughter) has travelled to several countries in the world as part of an excursion, out of his father's sponsorship something that many Tanzanians cannot afford. (The Zittos’ naming fascination). Reports indicate that Josina is studying at a private school whose fee is about 11 million per year. This is equivalent to educating 50 primary school pupils through the Free Education. As a matter of factor, whether the FPSSE program fails, Josina and Umkuluthum will still enjoy the highly paid schools within or outside the country.

The Tanzanian dark writer to the WB, ZZK, is well known for his greed for leadership, corruption, religious driven politics, and malicious fabrication of data as well as lack of institutional political mind-set in issues of national interest. Allow me to justify these observations in the next few paragraphs.

ZZK has been serving the opposition for over two decades acting under the leadership of the former Presidents Benjamin William Mkapa (the 3rd president) and Kakaya Mrisho Kikwete (4th president). With zero tolerance to corruption under the leadership of President John Joseph Magufuli (5th President), he has turned to be a man of zero reasoning.

Although his political ambitions started over the last two decades, his greatest political achievement was recorded during the 4th president, a period characterized by high tolerance to corruption, shroud deals, and the emergence of elements of religious extremism to which ZZK is a beneficiary.

As a member of “Chama Cha Demokrasia na Maendeleo” (CHADEMA), he headed a number of parliamentary committees such as the Public Accounts Committee (PAC), POAC, etc, a position that enabled him to meet, intimidate and make corruption deals with private and government parastatals between 2005-2015.

Being a senior corruption cartel, and under the umbrella of the committee’s chairmanship, ZZK, through his several hidden companies like leka-dutigite-ltd, ripped government parastatals by threatening them to support his companies else they face poor recommendation from his committee. Having collected enough from these parastatals, he ended up playing the politics of the “Sitting Allowances” by opting not to take the meagre parliamentary allowances provided by the parliament of Tanzania.

This report gives Zitto’s dark accounts and transactions used for money loundering and managing his corrupt deals.

An excerpt from an article published by the Citizen in 2013 title “The billionaire who ‘fixed’ Zitto Kabwe” (The billionaire who ‘fixed’ Zitto Kabwe) documented some of Zitto’s greed both nationally and internationally.

As President is increasing efforts in thrashing down corruption and so is the bitterness of ZZK against President John Pombe Magufuli. He has shown his true colors, a person of greed, and an advocator of religious driven politics. As politician who enjoyed a free ride during the 5th president’s error, he is thrilled to do anything as long as the sitting president is not a man of his dominion. A quick observation of this claim can be shown in his support for the once emerging militia group in KIBITI, the southern part of Tanzania.

The group’s modus operandi was characterized by killing the local and the ruling party leaders in a manner that was signified by well-trained extremist religious group. It is until when the government under the leadership of John Pombe Magufuli started to thrash the militia is when we came to learn about their sponsors.

Their sponsors came to limelight in different fashions, as vocal political leaders, as silent government officials, as clerical religious leaders and of course well-coordinated media personnel. The Kibiti’s case was a timed bomb, a hatching militia group that later could have busted out to other parts of the country.

Thanks to the strong leadership of the current president, they are now hanging-out as falling ambassadors calling him a dictator. Well, yes, he is a dictator to the looters, corrupt politicians whose aim is nothing but meeting their greed.

Malicious fabrication of data has been his means of a political approach to brainwashing those who don’t take the trouble of questioning the merits of his data.

His recent political career is intertwined between religion and a circle of the suffocating corruption cartels. He has turned to be a mouthpiece of those who looted the country’s reserves in the past.

I feel very sorry to the parents and students from Kigoma North constituency and congratulations to Josina and Umkuluthum.

Unfortunately, anayopambana nayo JPM ni uzao wa chama chake pendwa. Hana wa kumsingizia. Kikubwa atusaidie kutuondolea mfumo kandamizi usio na tija ambao utawajibika kwetu sisi wananchi. Unfortunately, anachofanya Mzee wetu ni kinyume. Na hilo halina maslahi kwa taifa letu leo wala kesho.

Kwa maoni yangu Zito Kabwe yuko overrated kama Tundu Lisu tu, hana huo uwezo mnaouongelea na sababu za WB kuzuia huo mkopo siyo Zito Kabwe kwani kwangu mimi hana hiyo power, sema anajua ninyi ni wajinga na anatumia hiyo nafasi kujinufaisha.

Zito Kabwe ananufaika na uelewa mdogo wa Watanzania wengi kwenye haya mambo kumbuka alivyowadaganya kwamba ana majina ya walioficha fedha Uswisi? Na mkaamuamini? Yaani nchi ya Uswisi yenye zaidi ya miaka 200 ya Banking secrecy ikamuamini Zito Kabwe na kukimbiza wateja wake ambao imetumia muda mwingi zaidi ya miaka 200 kujijengea uaminifu nao? Uchumi wa Uswisi unategemea Banking secrecy sasa ikaubomoe sababu ya Zito Kabwe?

Timing is everything na hapo ndipo Zito Kabwe anapowachezea.

Amini nawaambieni sababu za WB kuzuia huo mkopo ni nyingine kabisa na wala siyo mimba za mabinti, hiyo ni false flag kuna kitu kati ya Serikali na hao lenders ambacho wanashindwa kukubaliana, kwa maoni yangu, Zito Kabwe is just riding the wave, kwani kama ni kweli wangekuwa na hiyo power hao akina Zito Kabwe & Co. kwa nini wasingeitumia miaka yote hiyo? Why now?

Je ni mara ya kwanza WB wametoa mikopo TZ? Na je ni mara ya kwanza Binti kufukuzwa Shule baada ya kupata mimba hapa Tanzania? Jibu ni hapana, sasa why now?

Tusiwe punguani wa kuamini kuwa maendeleo yanaenda sambamba na dictatorship.

Nchi yetu ni lazima isimamie, ilinde na kuimarisha institutional leadership. Mleta mada, kwa bahati mbaya, ametumia muda mwingi kumshambulia Zitto, kitu ambacho kwa wenye uelewa, watadharau na kuuona ni upuuzi. Anazungumzia matokeo na hisia badala ya kuzungumzia chanzo cha haya matokeo, na namna ya kuondokana nayo.

Tuhimize watawala waongoze kwa kufuata katiba. Waviishi viapo vyao vya kulinda demokrasia, uhuru wa maoni ya watu na uhuru wa vyombo vya habari. Hayo yakiwepo, kila mwenye kulalamika, atalalamikia nchini. Watu watajadili, vyombo vya habari viatajadili, hoja ziatajulikana kama zina content au ni za kijinga.

Leo hii hakuna chombo kinachoweza kukubali kurusha mjadala wowote wenye uelekeo wa kuikosoa serikali.au watawala kwa sababu ya hofu. Kama kumetengenezwa mazingira hayo, unategemea kutatokea nini? Mambo ya Tanzania yatajadiliwa BBC, CNN, Aljezira, n.k. kwa sababu Tanzania hakuna uwanja huru wa majadiliano.

Hata kama tutafanikiwa kumshambulia sana Zito, kama hatutalinda uhuru wa maoni ya watu, uhuru wa watu kukusanyika na kujadili, uhuru wa vyombo vya habari, misingi ya demokrasia na haki za binadamu, uhuru na mamlaka ya Bunge na mahakama, kamwe hatutaweza kuzuia mapungufu ya Tanzania kujadiliwa na vyombo vya kimataifa badala ya vyombo vya ndani ya nchi.

Binadamu ameumbwa huru, hata uwe na nguvu gani, utapunguza mmoja au wawili, hata 100 lakini watatokea zaidi ya 1000, kwa sababu unachokifanya kinaenda kinyume cha asili ya mwanadamu. Kwa asili yake mwanadamu ameumbwa tofauti na wanyama wengine kwa jambo moja tu - kuwa na akili, na akili kazi yake kubwa ni kuhoji. Mtu asiyehoji, kwa vyovyote ni yule mwenye akili ndogo.

Tujenge mazingira huru kabisa hapa nyumbani ili watu wahoji, wajadili, na wajibiwe lakini tusijenge mazingira ya watu kutokuhoji.
Hapo umetoa ufafanuzi mzuri na wenye kuelewa watakielewa.
Watawala hasa upande wa ccm walidhani wakibinya demokrasia chini basi upande wa Upinzani utakuwa ndiyo mwisho wake. Matokeo yake ndiyo haya.

Aibu hii ccm walioitia nchi yetu wabebe wenyewe na si kujaribu kumshambulia Mh ZZK huku wakiwataka wananchi tuwaunge mkono. Hilo halitawezekana. Mtu anaamua kwa makusudi kuvunja Katiba na Sheria za nchi na watu wenye akili wakiwemo wasomi wenye uwezo wa kuhoji lkn walikaa kimya na wengine kujaribu kutumia taaluma zao kitetea upuuzi ule.

Hebu fikiria wenzetu ni jinsi gani wanaheshimu maoni ya mtu mwingine. WB wameamua kuweka maombi ya Tnz pembeni kw muda ili tu kuipa nafasi maoni ya raia mmoja kufanyiwa kazi na kupatiwa majibu.

Hapa Mzee akiendeleza kejeli zake hasa kwa Mh ZZK hakika atakuja kuvuna makubwa zaidi ya haya ya sasa. Na sisi ndio tutakaoumizwa zaidi kwa kuwa wanafiki kwa kutomueleza ukweli. Walianza EU sasa WB sijui nani atafuata kutupiga pini.

Jamaa ana matatizo na ZZK na haonyeshi au anashindwa kujenga hoja against Zitto kwa sababu kichwani ni kamasi tupu, hayo ya Zitto kuingiziwa pesa watu wanajua toka siku nyingi tu na wala Zitto hilo hajawahi kanusha wala kukubali na leo sio issue tena bali issue ni Loan imezuiwa je tujinasuaje?
Ukitaka kumuelewa mtu mjinga basi utaelewa kuwa uyu mleta mada ni mjinga, kitambulisho bora kabisa cha ujinga wa mleta mada na ni wa kumuogopa uyu mtu anaye leta mjadala juu ya mtu na kujaribu kumchonganisha na umma baada ya kupambana na hoja zake anazokili kuwa ni za kwake.

Namuona uyu jamaa kama mwanaCCM akijaribu kumsema zitto kabwe kama mtu mbaya pia msaliti, na njia ya mnafiki ni fupi sana, akidhani anamchma kwa kupokea ela toka TISS enzi hizo hajui kuwa amesahau hii TISS anayoitaja kumuingizia ZZK ela kuwa ni chombo kinacholipwa pesa na walipa kodi wa Tanzania lakini kikifanya kazi kubwa kuyalinda maslai yote ya CCM.
