World Bank data shows that Tanzania has more poor people who are living on less than the international poverty line($1.90 a day) in the region as compared to Kenya and Uganda. For a long time, the Tanzanian poverty line started at $0.69 a day compared to Kenya`s which starts at 1.90 dollars per day. The reason why the Tanzanian poverty line was that low was because they were still classified as one of the Least Developed Countries in the world same as Uganda.
Recent data from the World Bank shows that the Tanzanian poverty rate at $1.90 is 49% as of 2017 (most recent), Ugandan poverty rate at $1.90 is 41% as of 2016 (most recent) while that of Kenya is 36% at $1.90 as of 2015(most recent). Here is a quote I retrieved from World Bank concerning Tanzania " ... Today, Tanzania records 14 million poor people, up from 13 million in 2007 ($0.69 per person per day) Moreover, the report notes that a significant proportion of the population remains vulnerable to falling into poverty and about half of the population continues to live below the international poverty line of $1.90 per person per day. Here is another quote from the World Bank about Kenya "...The new country economic update shows that the proportion of Kenyans living on less than the international poverty line (US$1.90 per day in 2011 PPP) has declined from 43.6% in 2005/06 to 35.6% in 2015/16"
