This notice is not clear.

1. What does it mean when they say that at a right time the student will be given an opportunity to continue?, which right time?, what if a student is pregnant and can continue with studies at the same time, why take her away from the school waiting for a "right time" of which is not clearly stated?

2.Where is a student going to be allowed to continue with studies, is it her former school, new school or a totally new system?, The notification is still vague and ambigous on this matter. The ministry still needs to clarify further

3. We know that, pregnancies have most often been identified by experienced matrons and these are the ones who have been reporting to school authorities to expel students, the ministry needs to be clear on this issue as well

While there is no law forcing students pregnancy tests, there is no law barring it either. Yet the president has not abbrogated his statement that he is not to educate "mothers" implying that he is not to educate pregnant girls, The ministry has to tell the general public why should the people trust it while the president statement is still there?

NO, NOT AT ALL, THIS IS TRICKY, READ BETWEEN LINES.
1. That right time should be specified. Right time could be even after ten yrs!
2. Those systems in place should be specified for dropout due to pregnancy (for primary school girls)

Na the right time hua ni mwaka wa masomo unaofuata, yaani mtoto atarudia darasa.
