Kampala, Uganda - The Chief of Defence Forces, Gen. Aronda Nyakairima, has said the Congolese rebel group, M23 have agreed to withdraw from the city of Goma within 48 hours.

Gen. Nyakairima yesterday told journalists in Kampala that the agreement was reached in a meeting he had with the commander of the rebels, Col. Sultani Makenga in Kampala on Monday night. “By Mid-day November 27 (yesterday), the M23 begins withdrawal from Goma to a selected ground of tactical importance, while leaving a company of 100 (fighters) at the airport. This withdrawal is to be completed within 48 hours,” he said.

The proposed international neutral force and the Congolese force will also each deploy 100 troops to make a force of 300 to be stationed at the airport for the initial three months. The withdrawal will see Congolese government forces regain control of Goma, which they had fled as the M23 fighters advanced towards the city.

President Museveni is the chairperson of a regional body, International Conference on Great Lakes Region, that has been mediating talks between DR Congo and M23 since July. Goma is the provincial capital of North Kivu, in the eastern DR Congo, a region that has experienced wars for the last decade.

Two military observers from each ICGLR member country will be deployed at the airport as part of the observers to monitor the process. The rebels are also expected to pullout of the town of Sake as negotiations with Kinshasa government to solve their concerns continue.

The United Nations Mission Stabilisation Mission of Congo (MONUSCO), will secure a buffer zone by means of “inter-position” between the new position of M23 and the Congolese forces. Gen. Nyakairima, who is also coordinating the withdrawal, also said the Congolese police which had surrendered its guns to the M23 rebels, were expected by mid-day yesterday to get their guns back and start policing the city.

A ICGLR meeting in Kampala on Saturday told the government of the Democratic Republic of Congo (DRC) to “listen and resolve the grievances of the rebels”. This was one of the 10 resolutions agreed upon by president’s Yoweri Museveni of Uganda, Mwai Kibaki of Kenya, Jakaya Kikwete of Tanzania and DRC’s Joseph Kabila.

Congo: March 23 Movement (M23)

The March 23 Movement (French: Mouvement du 23-Mars), often abbreviated as M23, is a rebel military group based in eastern areas of the Democratic Republic of the Congo (DRC), mainly operating in the province of North Kivu. The group is currently involved in an armed conflict with the DRC government which has led to the displacement of large numbers of people. On 20 November 2012, M23 took control of Goma, a provincial capital with a population of one million people

On 23 March 2009, the National Congress for the Defence of the People (CNDP) signed a peace treaty with the DRC government, where it became a political party, and the M23 soldiers integrated into the Armed Forces of the Democratic Republic of the Congo (FARDC). M23 takes its name from the date of these peace accords (March 23). The army wing of the group is led by General Makenga Sultani; and the president of the group is Bishop Jean-Marie Runiga Lugerero, a former CNDP member.

The M23 was formed on 4 April 2012 when nearly 300 soldiers, a majority of them former members of the National Congress for the Defence of the People (CNDP), turned against the DRC government, citing poor conditions in the army and the government's unwillingness to implement the 23 March 2009 peace deal. General Bosco Ntaganda, also known as "The Terminator", was accused of leading the group, and President Kabila called for his arrest on 11 April 2012. The government had threatened to redeploy former CNDP soldiers away from North Kivu before the full implementation of the peace agreement, which prompted many of them to defect from the army and create the M23.

The M23 is made up primarily of Tutsis and opposes the Hutu Power militia Democratic Forces for the Liberation of Rwanda (FDLR) as well as area Mai-Mai (community militias).

Following military successes, M23 rebels have made additional demands, citing issues of human rights, democracy, as well as good governance, and have accused president Kabila of cheating in the November 2011 elections. The rebels have also threatened to march on Kinshasa and depose the president.

The US role in the DR Congo conflict

Rebels in the eastern DR Congo say they have begun withdrawing from territory they captured from government troops. About 500,000 people have fled their homes during seven months of fighting. The violence has been particularly disturbing, coming less than ten years after the end of the Congo War that killed some 5.4 million people. The US dispatched a state department official to the region but has been careful to spare its allies anything beyond symbolic sanction, even after a UN report concluded that Rwanda and Uganda are backing the M23 rebels.
 
Drastic as it may seem, probably secession of East Congo is the only solution to Congo woes, a country perenially in conflict with itself.
