Please note that it is not the duty of the minister to prepare budget.budget is prepared at lower level of every department,and thereafter consolidated at national level.the cordinator of the whole budget is the ministry of finance and planning,where there are commissioners of national budget.
Secondly it is not a sole duty of economists to prepare budgets.all professionals should be involved in this crucial assignment.
Deficity budget does not mean poor budeting.it is among acceptable method of budgeting.others are surplus budget and balaced budget.note that deficity budget in economics and financial management is a tool to control and combat inflation.while surlus budget stimulates more inlation.
