Joseph Kony considers himself quite a good Christian, and he wants Uganda to be a Christian nation. So in 1987 he formed a resistance group called the Lord's Resistance Army (LRA), and the LRA has been at civil war against the Ugandan government ever since. If the LRA wins, Kony has promised that Uganda will become a theocracy, with laws based on the Biblical Ten Commandments.

Kony's LRA has kidnapped an estimated 20,000 children for use as fighters or sex slaves. As part of their initiation, these children are often required to kill their own parents, so they'll have no homes to return to. (It's not clear which of the Ten Commandments Kony's strategy is based on.) Once kidnapped, children are used as pack mules, carrying LRA supplies until they are too weak to walk, at which time they're killed or simply left to die. Kidnapped boys also serve as targets and decoys, sent to the front lines -- unarmed -- whenever the Ugandan Army engages the LRA. Kidnapped girls that Kony or his senior commanders find attractive become their "wives" (Kony is reputed to have 60). Troublesome captives have their noses, lips, and/or ears cut off, and are then made to eat their own flesh.

Kony and the Ugandan government occasionally issue public statements suggesting that peace negotiations would be welcome, but this seems unlikely. When asked about peace talks recently, Ugandan President Yoweri Museveni said Kony and the LRA's senior commanders must die. "The wages of sin is death", he added. And that's Biblical, too.

As a youngster, Kony was a Catholic altar boy. Now he says he gets strategic advice from angels. There are eight of these angels, he says -- three American, two Sudanese, two Chinese, and one Congolese.

Kony is reported to enjoy wearing women's dresses. The Ugandan Army has offered an $11,000 reward for information leading to Kony's capture. That's right: eleven thousand dollars.

Kony, an ethnic Acholi, was born into a peasant family in Odek village, Gulu district in the early 1960s.

His contemporaries describe him as a quiet boy who loved dancing.
After leaving primary school, he became a traditional healer.

In 1986 Yoweri Museveni seized power, many Acholis revolted. The most dramatic rebellion was led by Kony's relative, spirit-medium Alice Lakwena, who said she was fighting to purify the Acholi people.
Her hymn-singing troops reached within 100km of the capital, Kampala, before they were defeated by the government army.

Kony, who had no military experience, joined a unit of another rebel group, the UPDA. This soon evolved into the Lord's Resistance Army, with Kony at its head.

The LRA was initially popular, but as support waned, the rebels turned against the local population.


The violence escalated after 1994, when the Sudanese government backed the LRA in retaliation for Ugandan support for Sudanese rebels.

The fighting has devastated the region. Civilians have been maimed, killed and displaced into squalid camps.

More than 20,000 children have been abducted since the war began, and forced to become soldiers and rebel wives.

Those who escape, and are captured, are killed. Kony has "married" at least 50 girls. He is said to prefer them educated. Many have borne him children.


It is not clear why Kony is fighting. Much of the north is anti-government. But while this explains the LRA's emergence, the group rarely articulates the region's grievances, beyond opposition to President Museveni.

Kony calls himself a "freedom fighter". But it is difficult to square this with his methods. Perhaps he enjoys the status?


Kony also says he wants to restore the Biblical Ten Commandants, and create a "new generation" of Acholis.

He speaks the language of both traditional religion and Christian belief, and uses the Bible to justify LRA atrocities, including abduction.
Kony is said to be visited by 13 spirits. Some are Ugandan, others Sudanese, Chinese, American, Italian and Korean.

Former abductees speak of Kony with respect. He has the authority and mystique of a cult leader, and a majority believe that he can see the future.
They describe him as a teacher, and talk of his herbal remedies for Aids, malaria and infertility.

They mention his sociable nature, but also his unpredictable moods, particularly when he is seized by spirits.

They say he is kind to women and children, and that he never kills - only gives the order.
Mr Museveni dismisses Kony as a "bandit". But he has kept the Ugandan army on the defensive for two decades, and dented the president's international image.
Kony's decision to grant an interview to a foreign journalist is strategic.

The Sudanese government no longer gives him support. His force has been weakened.
And the International Criminal Court want him prosecuted for crimes against humanity.
Now, Kony says, he is ready to talk peace.

It is a significant move, but it is not decisive - not least because the Ugandan government is obliged to send him to The Hague for trial if they catch him.

The self-styled prophet has made his own predictions about the end of the war.
Kony told his senior commanders he is like Moses, and will never see the promised land. And he prophesised that in 2006, a 12-year-old boy will emerge to lead the region into peace.

This has not happened...

The indictment of Sudan President Omar el-Bashir and LRA chief Joseph Kony is a stumbling block to peace in Africa, according to China.

Addressing journalists at the Chinese embassy in Kampala, Ambassador Liu Guijin, who also in charge of African affairs, said the warrants of arrest had only complicated matters.

Liu Guijin, who is also China’s special representative on Darfur, is scheduled to meet Vice-President Dr. Gilbert Bukenya and foreign affairs minister Sam Kutesa today.

China, he said, fully supports the stand taken by the AU on both the Bashir indictments and the Darfur crisis, which call for a political resolution to the problems.

Both Bashir and Kony are wanted by the International Criminal Court (ICC) for war crimes and crimes against humanity.

Liu Guijin said the indictments had become counter-productive to the attainment of peace in the Sudan, the volatile Darfur region inclusive.

“But the involvement of the ICC indictments at a moment when there is need for a greater push for more political solutions is not solving the purpose,” Liu Guijin said.

The indictments had presented Kony with a pretext not to sign the comprehensive peace agreement, which was worked out in Juba last year. “Kony wanted the indictments lifted before he could sign but because ICC indictments were not cancelled, Kony also used it as a pretext not to sign the peace agreement,” he said.

He said only a political option would resolve the conflicts.

“There is no way a military option can resolve the LRA and Darfur conflicts. A political option has to be given a chance,” he said.

Although China supports local initiatives to resolve conflicts, it believes in the policy of non-interference in the matters of sovereign states. Dismissing media allegations that China has been aloof as the Darfur atrocities raged on, Liu Guijin said China had played a central role in attaining the present situation in the volatile region.

He instead urged Western states to pressure leaders of rebel groups in Darfur to talk.

“What we need is a holistic approach to ensure no outbreak of war in Southern Sudan again,” he said.

He defended his country’s increasing presence in Africa, saying the relationship was based on equality, transparency and mutual respect.

He dismissed allegations, especially by the western media that China’s interests in Africa are driven by the desire to secure oil.

But he added that there was nothing wrong for any country to purchase oil from Africa.

 
Washington (CNN) -- President Barack Obama is sending about 100 U.S. troops to Africa to help hunt down the leaders of the notoriously violent Lord's Resistance Army.

"I have authorized a small number of combat-equipped U.S. forces to deploy to central Africa to provide assistance to regional forces that are working toward the removal of Joseph Kony from the battlefield," Obama said in letter to the House Speaker John Boehner and Daniel Inouye, the president pro tempore of the Senate. He was making a reference to the head of the LRA.

"I believe that deploying these U.S. Armed Forces furthers U.S. national security interests and foreign policy and will be a significant contribution toward counter-LRA efforts in central Africa."

Obama notes that the LRA "has murdered, raped, and kidnapped tens of thousands of men, women, and children in central Africa" and "continues to commit atrocities across the Central African Republic, the Democratic Republic of the Congo, and South Sudan that have a disproportionate impact on regional security."

He said the United States has backed regional military efforts since 2008 to go after the LRA, but they have been unsuccessful. U.S. military personnel will advise regional forces working to target Kony and other senior leaders. The president said the troops will not engage LRA forces "unless necessary for self-defense."

Obama cites the Lord's Resistance Army Disarmament and Northern Uganda Recovery Act of 2009. In that, Congress "expressed support for increased, comprehensive U.S. efforts to help mitigate and eliminate the threat posed by the LRA to civilians and regional stability."

"I have directed this deployment, which is in the national security and foreign policy interests of the United States, pursuant to my constitutional authority to conduct U.S. foreign relations and as Commander in Chief and Chief Executive. I am making this report as part of my efforts to keep the Congress fully informed, consistent with the War Powers Resolution," he said. "I appreciate the support of the Congress in this action."

Obama said the initial team of U.S. military personnel with appropriate combat equipment deployed to Uganda" on Wednesday. Other forces deploying include "a second combat-equipped team and associated headquarters, communications, and logistics personnel."

"Our forces will provide information, advice, and assistance to select partner nation forces. Subject to the approval of each respective host nation, elements of these U.S. forces will deploy into Uganda, South Sudan, the Central African Republic, and the Democratic Republic of the Congo. The support provided by U.S. forces will enhance regional efforts against the LRA. "

One member of Congress, Sen. Jim Inhofe, R-Oklahoma, weighed in to support the effort.

"I applaud our nation's military for making this a priority and taking the steps outlined in our legislation that will eventually protect the children and people from Joseph Kony's reign of terror," said Inhofe.

"I have witnessed firsthand the devastation caused by the LRA, and this will help end Kony's heinous acts that have created a human rights crisis in Africa. We must work to bring justice to the children and victims in Uganda devastated by Kony and the LRA. I have been fervently involved in trying to prevent further abductions and murders of Ugandan children, and today's action offers hope that the end of the LRA is in sight."
