katika hatua ya kuhitimisha ufisadi , baada yakurejeshewa wizara nyeti ya miundombinu jana nimesikia john akisema wakati wa kusaini mkataba wa ujenzi wa daraja la kigamboni ya kwamba rais jakaya mrisho kikwete ameridhia ujenzi wa barabara za kukodi na itaanza na barabara ya ubungo- chalinze ambayo itapanuliwa kuwa na njia nne.
Utaratibu wa kujenga barabara kwa mikataba ya bot( build operate and transfer) uliwahi kufanyika huko amerika ya kusini na umewaacha na matatizo lukuki. Maana yake ni kwamba anajitokeza mwekezaji na mara nyingi ni watu wenye pesa chafu. Anajenga barabara kwa gharama zake na kuingia mkataba na serikali ya kwamba atakusanya pesa kwa njia ya kuwatoza watumia barabara road toll na vinawekwa vituo vya kulipia (kama mnakumbuka serikali ya kipindi cha kwanza cha mzee ruksa walijaribu kukusanya road toll na sote tunjua walivyokwama mpaka marehemu kibona alipobuni kuondoa road toll posts na ikaingizwa kwenye mafuta) ili arejeshe gharama zake kwa kipindi cha mkataba.

Katika hali ya kawaida huo mkataba unakuwa wa miaka isiyopungua 20. Kinschojiri ni kwamba huyo mwekezaji/ tapeli anafanya kazi zote kuanzia usanifu hadi ujenzi ikiwa ni pamoja na usimmizi hapo ndipo penye kasheshe! Barabara huharibika kabla ya miaka kumi na ndipo tuaachia vizazi vijavyo madeni?
Kwa kifupi magufuli na tanroads yake wameshindwa kusimamia barabara ya kilwa fupi tu na ikabomoka baada ya miezi sita! Tena msaada wa japan na mfugale angeweza kwenda kwa miguu kusimamia. Sasa hiyo kilometa 100 itakuwaje. Najua atasema huko drc wanafanya kachunguze hiyo rate ya road toll ni laana tupu.:a s 465: Pia ujue ni ufisadi per se anaanza na barabara muhimu kweli ili wakamue kiulaini. Magfuli sio Mhandisi (Enginneer) kwa sababu zifuatazo:
  1. kuwa mhandisi ni lazima uwe umesomea fani yoyote ya uhandisi kwa kiwango cha shahada ya kwanza (tertiary education) au uwe elimu hiyo katika fani amabayo iko directry linked na Engineering Discipline kama BSc. in Electronics, computer science and ICT etc.
  2. Ni lazima uwe umeregister kama injinia/mhandisi (baada ya kuwa nasifa hizo juu) kwenye bodi ya wahandisi ERB yaani Engineers Registration Board amabayo mlezi wake ni rais wa JMT
Having said so: magufuli sio mhandisi kwani hana sifa hizo kwa uhakika zaidi fuatilia profile yake hapa chini;

Maamuzi mangapi ya cabinet yasiyo na maslahi kwa taifa huwa yanabaki katika mafaili tuu? Kashafa hii ya uuzwaji wa nyumba za serikali ni ya magufuli hata mfanyeje tena akajinufaisha yeye, ndugu zake na mahawara wasio kuwa watumishi wa serikali

Well, nakubaliana na wewe ila umesahau kuwa nchi za wenzetu wako makini sana na vitu vinaenda kama vilivyopangwa. Kuweka road toll bongo ni kuwa umemuongezea ulaji/mtaji somebody na usitegemee kuona any changes from there.

[h=3]Hackers[/h] Many hackers take offense at being lumped with crackers. Crackers are the evil hackers in the view of most hackers -- "black hats". "Good" hackers think of themselves as "white hats". To hack is to use your skill and knowledge to trespass in other computers. Even hackers are uninvited, no matter how pure their motives are. This controversy is just a typical argument on the Internet, which you can read more about here.
Hackers use tools that are available in the underground, heuristic methods and "social engineering" to insinuate their way into computers and computer networks. Social engineering is the skill of getting passwords or other information about systems from people who should know better. The hacker poses as someone with a legitimate purpose for getting in and many people fall for it.
[h=4]The most common attacks[/h] "The majority of the successful operating system attacks come from only a few software vulnerabilities. This can be attributed to the fact that attackers are opportunistic, take the easiest and most convenient route, and exploit the best-known flaws with the most effective and widely available attack tools." -- quote from SANS Institute You're exposed to crackers every time you're on the Internet. When you're online you computer has an Internet address assigned. Crackers can easily find it and break in. They do that while you're busy surfing, or reading your e-mail. You wouldn't know they're trying and probably won't know if they succeed until maybe later. For example, they might make off with your bank account number and PIN. You wouldn't know until the money was gone. Your bank would be dubious about your protest.
Most hackers aren't out to get you personally. They want to use your computer for their own nefarious purposes, but they'll usually go away if yours is well protected. Some of the things they want your computer for:

  1. Hide their intrusion to sensitive computers by going through yours.
  2. Store and distribute spam, porn, pirated music, and warez (bogus software).
  3. Attack their enemies.
[h=4]More attacks[/h] Another thing crackers do is intercept sensitive data -- much like "wiretapping". There are many places and ways to tap your data. Some call it "fiber-tapping" because data travels on the Internet on glass fibers much of the time. However, "secure sites" have practically eliminated this risk. They use encryption and handshake techniques to provide security. (Secure sites start with https, not http.)
Crackers can hack into the servers that you use on the Internet. The 1999 Hotmail exploit was a classic example of server cracking. Software running on the Hotmail server could be *spoofed* with an unusual but simple command. That made it easy to get in and read anyone's e-mail account. A lot of people quickly found out how to do it themselves because crackers love to brag. Thousands of people were compromised before it was fixed.
What have you got to lose from cracking? Plenty. Having someone read your e-mail read might not be too bad. Having the book you're writing erased from your computer wouldn't be fun. If a cracker made your computer unable to start, that would be a bad joke. Getting your IRA stolen might ruin your entire day. Think it couldn't happen to you? Think nobody will notice you on the Internet? I used to hope so. I now know better. Even though I just have a dialup connection, my firewall shows regular attempts to break in. [zombie] [event]
[h=4]Heedless guests[/h] The easiest way to hack into a computer is when your're sitting at the keyboard. So when's a hacker going to be sitting at yours? It's not likely, unless you leave your laptop sitting around. But wait, have you ever considered what Heedless guest users might do? (Or have you already experienced it?)

Katika hali ya kawaida huo mkataba unakuwa wa miaka isiyopungua 20. Kinschojiri ni kwamba huyo mwekezaji/ tapeli anafanya kazi zote kuanzia usanifu hadi ujenzi ikiwa ni pamoja na usimmizi hapo ndipo penye kasheshe! Barabara huharibika kabla ya miaka kumi na ndipo tuaachia vizazi vijavyo madeni?

Watu wengine wanafikiri hata daraja watavuka bure ...ukweli ni kuwa patakuwa na toll road kubwa kuliko feri ......na wale ambao hawatakuwa na uwezo wa kulipa watakuwa na uamuzi wa aidha kupita kongowe bure .....au kama vipi "wapige mbizi"......

Mkienda nchi za wenzetu mkiona kuzuri mjuwe .....wanalipa kodi kwa sana tu ......kila hatua...kila barabara .....na hata ukipita public road watakupata kwenye fuel levy....

Tatizo wabongo mnashabikia bila ya kujua kuwa gharama zote atabebeshwa mwananchi alafu bahadae mnaanza kulalamika.

Hii imekaaje? huyu mheshimiwa ana PhD lakini hana publication hata moja kwenye eneo alilobobea la kemia. Au alisaidiwa na Mulokozi...
 
Amekuwa lini Engineer huyo bwana? Au mmeanza kupeana na U-Engineer wa heshima?
 
Mkuu kwa hili unahitaji kueleweshwa! nchi zote ulaya wanaishi kwa barabara na madaraja ya mtindo huo. Ukiwasifia kwa miundo mbinu mizuri hiyo ndiyo hali halisi. Badili fikra zako juu ya hili, huwezi kuendelea hata kidogo bila huu mtindo labda mianya ya rushwa izibwe yote ili mapato halali ya serikali yatumike kuimalisha huduma za jamii.

Hakuna typing errors hapo. Yuko sahihi. Enzi hizo mwaka wa masomo kwa shule za msingi ulianza mwezi Novemba. Hivyo ukihesabu miaka saba na ukalinganisha na ile ya kalenda unaweza kudhani kuwa ni miaka nane lakini sivyo. Baadaye mwaka wa masomo ulibadilishwa na kuanza Januari ambao ndio mfumo unaoendelea mpaka sasa.
