Alipata elimu yake ya msingi katika shule ya Swedish Free Mission Primary School, Ilolanguru kati ya mwaka 1959 na 1962, na baadaye katika shule ya L.A Upper Primary School, Sikonge kati ya mwaka 1962 na 1966.

ELIMU YA SEKONDARI
Kati ya mwaka 1967 na 1970 alipata elimu ya sekondari katika shule ya Tabora Boys Secondary School, na baada ya hapo alijiunga na shule ya sekondari ya Pugu ambako alisoma kidato cha tano na cha sita kati ya mwaka 1971 na mwaka 1972.

ELIMU YA CHUO KIKUU
Profesa Lipumba alisoma katika chuo kikuu cha Dar es Salaam kati ya mwaka 1973 na mwaka 1977. Mwaka 1978 alijiunga na chuo kikuu cha Stanford nchini Marekani ambako alisoma hadi mwaka 1983 alipohitimu shahada ya uzamivu katika uchumi.

Alipata elimu yake ya msingi katika shule ya Swedish Free Mission Primary School, Ilolanguru kati ya mwaka 1959 na 1962, na baadaye katika shule ya L.A Upper Primary School, Sikonge kati ya mwaka 1962 na 1966.

ELIMU YA SEKONDARI
Kati ya mwaka 1967 na 1970 alipata elimu ya sekondari katika shule ya Tabora Boys Secondary School, na baada ya hapo alijiunga na shule ya sekondari ya Pugu ambako alisoma kidato cha tano na cha sita kati ya mwaka 1971 na mwaka 1972.

ELIMU YA CHUO KIKUU
Profesa Lipumba alisoma katika chuo kikuu cha Dar es Salaam kati ya mwaka 1973 na mwaka 1977. Mwaka 1978 alijiunga na chuo kikuu cha Stanford nchini Marekani ambako alisoma hadi mwaka 1983 alipohitimu shahada ya uzamivu katika uchumi.
