Mpango wa Umoja wa Mataifa wa kulinda amani nchini Jamhuri ya Afrika ya Kati (MINUSCA) chenye makao yake makuu mjini Bangui, kimetangaza uamuzi wa Sekretarieti, kuwarudisha nyumbani kikosi cha wanajeshi 60 wa Tanzania, waliokuwa wametumwa katika kambi ya muda ya operesheni katika eneo la magharibi mwa nchi hiyo kufuatia madai makubwa ya matendo ya unyanyasaji wa kingono yanayodaiwa kutekelezwa na walinda amani hao, msemaji wa Umoja wa Mataifa amewaeleza walinda waandishi wa Habari hii katika makao makuu ya Umoja wa Mataifa, jijini New York, Marekani.

Msemaji wa Katibu Mkuu wa UN, Stéphane Dujarric, amesema, "Uamuzi huo unakuja baada ya uchunguzi wa awali ambao ulipata ushahidi wa kuaminika kwamba walinda amani 11 wa kitengo hicho walidaiwa kujihusisha na unyanyasaji wa kingono kwa waathirika wanne.”

Akifafanua zaidi Dujarric amesema, “Waathiriwa waliotambuliwa wanapatiwa matunzo na usaidizi kutoka kwa wadau wa operesheni za kibinadamu. MINUSCA pia imetuma timu ili kuzungumza zaidi na jamii.

Tanzania imetuma wachunguzi

Kwa mujibu wa Dujarric, “Mamlaka za Tanzania zimearifiwa rasmi na zimetuma maafisa wa uchunguzi wa kitaifa katika Jamhuri ya Afrika ya Kati. Katika kuthibitisha dhamira yao ya kutovumilia kabisa unyanyasaji wa kijinsia na kingono, mamlaka za Tanzania zilibaini uzito wa tuhuma hizo na wamejitolea kuchukua hatua zinazohitajika kushughulikia masuala haya.”

Msemaji huyo amesema, “Kikosi kimehamishwa na kupelekwa katika kambi nyingine huku uchunguzi ukiendelea, na wahusika wa kitengo hicho wamezuiliwa kwenye kambi, hii ni kwa ajili ya kuwalinda waathirika na bila shaka uadilifu wa uchunguzi. Kikosi hicho kitarejeshwa nyumbani pindi ambapo uwepo wao hautahitajika tena kwa wachunguzi.”

Vilevile Dujarric ameeleza, “Uamuzi wa Sekretarieti kurudisha kikosi hiki ni kwa mujibu wa azimio namba 2272 la Baraza la Usalama, ambapo Baraza 'linaidhinisha uamuzi wa Katibu Mkuu wa kurudisha nyumbani kikosi fulani cha kijeshi au kuunda kitengo cha polisi cha kikosi wakati kuna ushahidi wa kuaminika wa unyanyasaji wa kingono ulioenea au wa kimfumo unaofanywa na kitengo hicho'.

Msemaji huyo wa Umoja wa Mataifa amesisitiza kuwa, "Umoja wa Mataifa unasalia na nia ya kutekeleza kwa dhati sera ya Katibu Mkuu ya kutovumilia kabisa unyonyaji na unyanyasaji wa kijinsia."

A preliminary investigation found “credible evidence” that eleven members of the unit were involved in sexual exploitation and abuse of four victims, UN spokesman Stephane Dujarric said.

Two of the alleged victims are children, according to UN figures.

Investigators also identified a breakdown in commanders’ authority and management of staff, according to a press release by the UN’s mission in the country.

The victims have received care from humanitarian groups working with the UN, according to their “medical, psychosocial and protection” needs, it said.

The UN has had a mission in the conflict-torn Central African Republic since 2014, where thousands of peacekeepers have been deployed.

The eleven suspects had been working at a temporary base in the west of the country. The Tanzanian unit has now been relocated to another base and its members confined to the barracks.

“The unit will be repatriated once their presence is no longer required by the investigation,” Dujarric said.

Tanzanian authorities have also dispatched investigation officers to the Central African Republic.

There have been allegations of sexual abuse or exploitation against Tanzanian peacekeepers – largely in the Democratic Republic of Congo – every year since at least 2015, UN figures show.
