ODM and the Government coalition have yet again failed to compromise on the nature and size of the Cabinet.
According to ODM, the contentious issues are the size of the cabinet, portfolio balance and ODM's participation in all political appointments in the civil service including permanent secretaries and diplomats.
ODM leader Raila Odinga, in a press conference on Friday afternoon said his meeting earlier in the day with President Kibaki failed to resolve the issues and they agreed to consult further....EAY

ODM wants donor funds halted

The Orange Democratic Movement wants the World Bank to postpone reviewing of funding contracts until a new Cabinet is in place.
ODM Secretary-General, Prof Anyang' Nyong'o, urged the World Bank to put on hold its missions to Kenya and halt funding of programmes until the grand coalition Cabinet is appointed.
The move would put into jeopardy a funding programme worth over Sh56 billion (US$ 1003 million) for several sectors, including free primary education, water and sanitation.
By January 2008, the World Bank's portfolio in Kenya consisted of 16 active operations, including a grant from the Global Environment Facility, with a commitment of Sh65 billion.
"We are aware a World Bank mission is due and a delegation to Washington is afoot. We will not accept such partisan deals," said Nyong'o in an interview.
He said the planned Kenyan delegation to Washington should be cancelled until the grand coalition Cabinet settles on who will represent Kenya as head of mission.
"We only have a partial government in place. The Constitution recognises the coalition government, so the two parties must harmonise their manifestos to be in tandem with lending and grant projects," he said.
"It is not appropriate to negotiate with half a government and any attempt to rush the mission to Kenya or receive a delegation from Nairobi would be opposed by ODM," said Nyong'o, who is also the MP for Kisumu Rural.
ODM and PNU have been embroiled in a dispute over the sharing of Cabinet positions after ODM rejected the slots offered to it, saying they did not reflect the spirit of power-sharing.
Said Nyong'o: "The Bank reiterated its commitment to help ensure a quick return to full economic activity and significantly greater attention to equity and governance. This is the time to do so."

The World Bank supports initiatives in governance, transparency, public sector management reform, and national statistics.
Nyong'o said he did not expect the Bank to classify Kenya with countries like Somalia and rush emergency programmes that would amount to "an emotional response to a structural problem".
Kenya is expected to benefit from a regional Southwest Indian Ocean Fisheries Global Environmental Facility (GEF) grant.
Since January 2006, the Executive Board of Directors at the Bank has approved ten projects.

But America didn't start off their democracy in the same way Kenya has. George Washington willingly gave up power, and so did all of his immediate successors. There has been no civil unrest after any American presidential election as far as I know. So what is the difference between Kenyans and Americans?

Well the population voted for him (Kibaki) the first time, no? Also what makes you think the new elected leader (Odinga) is any better? If he turns out to be just another African despot (as the odds suggest) what would you say then? Ultimately we have to blame the population.

works...a system that is free of manipulation as is the case right now.

You are right that people voted Kibaki in 02 lakini jamaa
hakudeliver and this time around wakataka a different individual...Raila Odinga.
Kama Raila hatoweza, atapigiwa kura mtu mwengine.Thats what its about.

The population(read majority) did not vote for Kibaki na kwa hivyo they cannot
be blamed.The guy eho manipulated the system for whatever reasons,
bears the responsibility of whatever the
outcome of this debacle.

Chukua mfano wa Zimbabwe.If Mugabe claims victory by saying he won in a free and a fair election itakuaje?Are we going to blame the people therein?Ndugu yangu in Africa the political systems dont work as they are supposed to and even if they do, they are open to blatant manipulation.Hii biashara ya kusema..."aah bwana sisi wabongo/waafrika ndivyo tulivyo" needs to be looked at again.Thats my word.

It's interesting you mention Mugabe. Didn't the population support him initially when he started land re-distribution? Didn't the population see that would be disastrous in the end? Why do Africans keep electing bad leaders over and over again? Why are Africans so easily manipulated by these bad leaders?

The answers to the above questions lie in the fundamental truth that Africans have a low average IQ that make all the above possible. There is simply no other explanation anyone can come up with.

Ohh!!,Its Perfectly Simple!:
Kenya,and in many African Countries We have RULERS and not LEADERS,and once in POWER, they only think of WHAT THEIR COUNTRIES WOULD DO FOR THEM and not WHAT THEY WOULD DO FOR THEIR NATIONS!!
You talk of the 1st US president(Washington)willingly Giving up power,just look at what is happening in Zim.at the moment Mugabe by clinging onto power for so long he ended-up Destroying even what he Built,what consistency would you expect out of a place like that?
**THE TRUTH:presidency in Africa is an opportunity to Economicaly Enrich Individuals and the chosen few who surround Them.!!

It is more than that otherwise the same pattern we see in Africa would have been seen across all democracies in the world. See my previous post about America for example. There must be something about Africans that facilitate this mess....what is it? Low average IQ is the only explanation.
