It is called Reverse brain drain – the return of human capital from developed countries to home countries after gaining education and work experience, and therefore resulting in the transfer of knowledge.

From my perspective this creates a positive-feedback loop; the returnees bring a different work ethics and knowledge, contribute to the growth of the middle-class, harmonize with the local population’s contribution towards economical development, and thereby encouraging others who are still abroad to return home. Hence, the whole process repeats…


Now here is a question for you: How can you make a lasting contribution and transfer your "know-how" to the local population if you only come home for two weeks every year? Au unatusaidia kuomba misaada ya kujenga mashule?

US President Barack Obama named Vivek Kundra, a 34-year-old, as the federal chief information officer at the White House to advance the administration's technology agenda.

In a statement announcing Kundra's appointment, Obama said, "I have directed him to work to ensure that we are using the spirit of American innovation and the power of technology to improve performance and lower the cost of government operations."

In his new job, Kundra will direct policy and planning for federal IT investments, according to the White House. The CIO will also be responsible for the disbursal of $80 billion that US federal government agencies spend annually on technology, as well as ensuring information security and privacy across government.

Incidentally, the appointment of Kundra to the Federal post crowns a recent trend in the US, where CTOs in four states have been of Indian origin. Minnesota, Virginia, Alaska and the District of Columbia, all have had Indian Americans as CTOs.

New Delhi-born Kundra formerly served in Washington DC Mayor Adrian Fenty's cabinet as the chief technology officer (CTO) for the capital city, responsible for technology operations and strategy for 86 agencies.

Here, Kundra introduced several popular consumer tools to smoothen bureaucratic processes. He is credited of slashing the city's IT costs by shifting government mail and work applications to Google Apps and bringing in transparency by posting online the lists of jobs that government contractors have been hired to perform. His work earned him a place among the top 25 CTOs in the US and bagged him the title of IT Executive of the Year for 2008.

The 34-year-old has also won recognition for his leadership in public safety communications, cyber security and IT portfolio management. His plans include allowing drivers to pay parking tickets and renew driver's licenses on Facebook.

Kundra has also served as vice president of marketing for identity management specialist Evincible Software and as CEO of Creostar, where he advised clients in government and industry on IT governance and strategy.

Kundra spent large part of his childhood in Tanzania and considers Swahili as his first language. He moved to the US with is parents 23 years ago. He did his Master's of Science in information technology from the University of Maryland.

We've been wondering what happened with 'America's CIO' Vivek Kundra's 1997 misdemeanor theft conviction, the one the White House dismissed as "youthful indiscretion."

Now we know: Vivek shopflited four shirts, worth $134 combined. From J.C. Penney.

At an average of $33.50 a pop, they weren't even nice shirts, even in 1996 dollars. (The crime was 1996, the conviction 1997.)

And then, when Vivek got caught, he ran for it. He didn't get away.

A 1996 Montgomery County, Md., police report obtained by The Associated Press on Wednesday under a public records law shows Vivek Kundra was observed by a security guard putting the men's shirts into a shopping bag and leaving the store without paying. Sgt. Tom Stanton wrote that Kundra was arrested after a brief foot chase and the property was recovered.

At this point, we wish Vivek and his White House handlers would come forth with a full explanation. Was this a fraternity prank? Is there some backstory about how Vivek was dead broke and needed a dress shirt for a job interview? Because right now, we not only think Vivek is a petty thief, we think he's a petty thief with bad taste in clothes.

Is "America's CIO" Vivek Kundra being unfairly tarnished by the FBI investigation into bribery and money laundering at his old offices, the DC municipal government's tech dept?

At least one staffer who worked with Vivek (pronounced vi-VEK, emphasis on second syllable) tells SAI "yes."

I'm one of the 27 consultants whose contract was terminated at DC Gov't in the wake of the bribery scandal at DC Govt, and I've worked on projects that Vivek directly championed at OCTO. You ask in your article if you're treating Kundra fairly; i say no...

The people arrested in the past week were in DC Gov't employ before Vivek got there: he inherited them. You can't lay their actions at his feet. There were personnel in the office of the Chief Financial Officer's office who are charged/terminated or arrested, yet no news story says anything about whether or not the head of that office is in trouble; indeed his name has yet to appear anywhere.

One of Vivek's innovations in DC was to implement a double-blind bidding process on contracts, a system, we're told, that would have stopped the bribery in its place had it been there earlier.

The source -- who doesn't want their identity revealed, as they may re-apply for more tech work in DC -- chatted on the phone with me for a bit. They clearly are familiar with goings-on in the DC tech office, and were effusive in their praise for Vivek, describing their old boss as "young, energetic, political, a real nice guy." But our tipster said they only met Vivek two or three times, and doubted Vivek would even be able put a name to their face.

So maybe Vivek isn't such a bad guy after all. Let no one say this blog isn't willing to give Vivek a fair shake.

But with the FBI investigation continuing, and then that weird J.C. Penney shoplifting charge we just learned about, really the only one who can put to rest the doubts we have about Vivek is the man himself. We've submitted our request for interview to the White House, and we repeat our call publically now.

If Vivek really did get stuck with a bum rap, no one wants to move past it more than us, so we can tackle the dot-gov mess together going forwards. Meanwhile, we invite any of Vivek's co-workers, former classmates, or anyone who can tell us more about him to write in at ekrangel@businessinsider.com.
