Katika hali ambayo tunashindwa kuelewa ni kuwa Hawa viongozi wa Zanzibar , wakisimama majukwaani mfano katika sherehe za muungano na mambo mengine mnaonekana kusema kuwa muungano mwaupenda, ni mzuri, lakini ushauri mnaoutoa nje ya majukwaa mnasononeka na kusema muungano unawaumiza, ukiangalia mitandao mingi ya kijamii na blog mbalimbali zinaonesha kabisa kuwa wazanzibari wanataka yatumiwe mapendekezo ya Nyalali ya kuwa na serikali tatu ili na Zanzibar iwe na maamuzi kama nchi inayojitegemea.

Kwa hali hii hata sisi huku Tanganyika mnatuchanganya kauli inatoka kama ya wazanzibari au watu wachache tu?. Kubalianeni kwanza hukohuko zanzibar wote muwe na kauli moja kisha mdai mnachokitafuta kwa pamoja, maana sasa tunaona kama unafiki vile. Hebu oneni kauli hizi:-


"Moja ya mapendekezo ya wananachi katika tume ya Jaji Nyalali iliyoklusanya maoni ya wananchi wa Tanzania nzima ni kuundwa kwa mfumo wa serikali tatu ambao unaonekana utaimarisha muungano na kila serikali kuainisha majukumu yake.
Maoni hayo ya watanzania yalikusanywa mwaka 1990-91 lakini mapendekezo ya tume hiyo yalitupiliwa mbali na serikali ya jamhuri ya muungano wa Tanzania ambapo hadi leo hayajafanyiwa kazi.
Wanaotaka mfumo wa serikali tatu wanasema utaondosha malalamiko ya kila upande na pia yataimarisha muungano zaidi kuliko ilivyo sasa.
Waziri wa kwanza wa sheria wa jamhuri ya muungano wa Tanzania , Hassan Nassoro Moyo aliwaambia waandishi wa habari kwamba sio dhambi kuwepo mfumo wa serikali tatu kwani maoni hayo hata katika tume zilizokusanya maoni ya watanzania yalibainisha kutakiwa jambo hilo .
Watanzania wanapaswa kusoma alama za nyakati na pia kutizama nyuma katika kufahamu suala zima la mtikisiko uliotokea juu ya muungano katika kipindi cha utawala wa Mzee Aboud Jumbe Mwinyi ambapo alilazimika kujiuzulu wadhifa wake.
"Suala la kutaka serikali tatua zaidi ya miaka 20 iliyopita liliwahi kuibuka na kuondoka na baadaye kurudi tena…..serikali tatu linazungumzika kwa nini watu wasilifanyie kazi na hata katika tume mbali mbali limesemwa sana na wananchi" alisema Mzee Moyo"



Othman ambaye aliwahi kuwa makamu mwenyekiti wa tume ya jaji nyalali na tume ya jaji kisanga amesema kuna haja ya katiba kubadilishwa kwa kutakiwa maoni ya wananchi waseme wanataka mungano wa aina gani katika nchi yao huku akisisitiza tabia ya kuogopatana iondoke.
Alisema kunahitajika mabadiliko makubwa na sio ule mfumo wa 1993 ulioleta uhuru wa Zanzibar wala mapinduzi ya 64 bali hivi sasa kuna wimbi kubwa la kuwepo mabadiliko ambapo alisema hii ni nchi mpya yenye vijana wenye kutaka mabadiliko makubwa ya nchi.

"Hii ni KARNE MPYA NA NCHI MPYA. yale mambo ya zamani hayatakiwi tena hivi sasa, watu wamechoka kubaguana watu wamechoka kuchagulwia wanataka kuchagua wenyewe sasa" alisema waziri huyo wa zamani aliyewahi kushika nyadhifa mbali mbali serikalini na katika chama cha mapinduzi.

In 1983/84 and 1990/92 extensive political and constitutional debates took place in the country that deeply probed the question of the Union. The debates of 1983/84 resulted in major amendments to the 1977 Union Constitution and the formulation of a new Zanzibar Constitution in 1984. But they also resulted in the forced resignation of Aboud Jumbe from all his state and party positions, the sacking of a Zanzibar Chief Minister and the serious warning given by the ruling party to a number of prominent Zanzibar figures. The debates of the 1990/92 period resulted in the Nyalali Commission making major recommendations on the structure of the Union. In between the two periods also another Zanzibar Chief Minister was sacked, and several leading Zanzibar politicians were dismissed form the ruling party.

As stated above, the question of Zanzibar being ‘sold' to the Mainland was an issue in pre-revolutionary Zanzibar. And if one remembers that the political parties were almost evenly divided, then one can assume that almost half of the Zanzibar population was already biased against the Mainland even before the Union. The post-revolution politics in the islands did not help matters much. Karume went into a Union to save himself from his Marxist and Left-wing colleagues; and since Jumbe was not considered to be the ‘heir apparent' before Karume's assassination in 1972, he was not thought of as the natural successor when he took over. It has been speculated that the Revolutionary Council had Col. Seif Bakari in mind, but Nyerere advised that since Karume was killed by an army officer, Seif Bakari taking over might be construed as a military coup. Jumbe, feeling that he had not much support within the Revolutionary Council, depended very much on Nyerere's and Mainland's support. It is no wonder then that it was during his presidency that much of the consolidation of the Union took place, with the most items added to the Union list. It is significant too that the merger of the parties took place then. But this dependency on the Mainland was costing him much popular support at home.

Kidogo naomba nizungumzie hii "mathematic skills" ya Julius Nyerere na viongozi wetu wa Kizanzibar. Mwandishi hapo juu ameandika 1+1 = 3. Nasikia Nyerere aliwakebehi saana viongozi wetu walipotoa falsafa yao kwa kusema "Kiongozi mzima anasema moja na moja ni tatu.. umeona wapi?" Lakushangaza hadi Nyerere anafariki hakutokea kijana wa Kizanzibar kujibu hoja hiyo. Nadhani leo hii nitajaribu kujibu kadri ya wasaa utakavyo niruhusu.
Unaposoma Mathematic kuna alama (signs) nyingi zinazotumika kupopotoa, miongoni mwao ni jumlisha, toa, zidisha, gawa, unganisha, correlation, intergration etc.

Tukiangalie kati ya alama mbili yaani jumlisha na unganisha, ni dhahiri kuwa moja ukijumlisha na moja utapa mbili. Kwa hivyo kauli ya Nyerere ni sahihi. Utakapotumia alama ya kuunganisha yaani moja unganisha na moja sinashaka jawabu yake itakuwa ni tatu, yaani moja kutoka upande mmoja, nyengine upande mwengine na ya tatu ambayo ni common (katikati). Hivyo viongozi wetu walikuwa ni sahihi.
Hapa inaonyesha dhahiri namna viongozi wetu na wale wa Tanganyika walikuwa na tafsiri tafauti juu ya mfumo wa Muungano. Wako waliokuwa na fikra (kimahesabu) kuwa wamejumlisha na wako waliokuwa na fikra kuwa wameungana. Tutakapo uangalia mwenendo na mfumo mzima wa Muungano jee ni tafsiri gani inayojitokeza? Ikiwa tafsri ni kujumlisha kati ya Zanzibar na Tanganyika ndio hapo wenzetu walipkuwa na hoja ya serikali mbili kuelekea moja. Pale itakapokuwa tafsiri ni kuunganisha hapana budi kuwepo Serikali ya Tanganyika, Zanzibar na Muungano.

Naomba wazanzibari mkubaliane muwe na kauli moja na viongozi wenu( wa CCM na CUF) wasimame hadharani waeleze sio mnasemea chinichini muone kama kuna tatizo.
 
Tangazeni hadharani kilichoko mioyoni mwenu


Viongozi wetu ni waoga au/na wanafaidika na huu "muungano" feki uliopo.

Ndio maana sisi wenyewe wananchi tunaanza kuchuku hatua ya kueleza kile kilicho moyoni mwetu.

Iko siku na sio mbali, watapanua tu.

Zanzibar for Zanzibaris, Tanganyika mtajua vya kufanya maana mliiua wenyewe.

Katika arithmetic, 1 na 1 ni 2 lakini katika Constitutional Law, 1 na 1 inaweza kuwa 1 au 3, sisi tunataka Zanzibar yetu kwanza, mengine tutajuana baadae
