Dar Officials Accused of
Abetting Arms Racket

Top Tanzania security officials have been accused of complicity in an
illicit trade involving arms smuggled in by Russian-made aircraft that fly
fresh Nile perch fish fillet from Mwanza to Europe.

Commenting on the allegation, the Mwanza Regional Commissioner, Stephen Mashishanga confirmed to The EastAfrican last week in Mwanza that in October 2001: "We received the information from our security officers at Mwanza airport about cargo planes being used to bring in arms in the country and we informed top-level security organs for action."

He said that during the same period, his officers detained a cargo plane
from Ukraine which was loaded with arms, but a day later "we received
instructions from top-level security organs instructing us to release the
plane."

He, however, declined to reveal the names of the officials who gave the
instructions to release the aircraft.

President Jakaya Kikwete has refuted allegations by a film maker that Mwanza Airport is the entry point of arms fueling conflicts in the Great Lakes region.

Addressing the nation from Mwanza in his monthly routine, the President said in May this year, he met film maker, Hubert Sauper, in Paris and asked him to substantiate his claims that arms entered the Great Lakes region through Mwanza airport. The film maker however, failed to do so and disappeared in thin air.

In the film named Darwin’s Nightmare that made its debut in Paris last October and shown in Germany and UK it is alleged that cargo planes landing at Mwanza Airport clandestinely deliver consignments of firearms for distribution to belligerents in the Great Lakes region.

But......

October 2nd, 2001 Security officers in Mwanza airport detained a cargo plane believed to be carrying arms on a flight supposedly originating from Israel to Angola.

The Antonov 12 plane, belonging to Ukraine Cargo Airways, with a capacity of 35 tonnes of cargo, was however released the next day.

A government source told The EastAfrican that the weapons enter the country through Mwanza airport, which has been described as the conduit for arms smuggled into countries affected by civil strife by arm dealers from Europe, Asia and the Middle East.

Government sources also told The EastAfrican that security at Mwanza airport was poor, making it a popular route through which arm dealers smuggle their wares into the Great Lakes region.

Miliband faces MPs' questions over knowledge of rendition

David Miliband, the foreign secretary, is to be questioned by senior MPs over what he and his officials knew about the ill-treatment and secret interrogation of Binyam Mohamed, the former UK resident recently released from Guantánamo Bay.

The move was announced yesterday by the Commons foreign affairs committee, which said it also intends to investigate other key issues where recent evidence has thrown up uncomfortable questions for ministers to answer.

They are allegations of British complicity in torture in Pakistan, in the US practice of rendering terror suspects to countries where they risked being tortured, and in the transfer of prisoners in Iraq and Afghanistan.

The cross-party Commons committee announced the move as the Foreign Office for the first time admitted it was investigating whether a criminal offence was committed when two CIA aircraft taking prisoners to unknown destinations landed on the British Indian Ocean Territory of Diego Garcia. Miliband and Jacqui Smith, the home secretary, have both refused to appear before parliament's human rights committee to answer questions about allegations of British collusion in the torture of British citizens, according to the Labour committee chairman Andrew Dismore.

The foreign secretary will not be able to refuse to testify before the Commons foreign affairs committee, which was set up to monitor the activities of his department.

Yesterday, the Foreign Office minister, Bill Rammell, admitted that the UK "considered the possibility that criminal offences may have been committed in relation to the two rendition flights through Diego Garcia". He was referring to the use of the US base by the CIA for transferring prisoners.

A year ago Miliband apologised to MPs, admitting that contrary to "earlier explicit assurances" two US flights had landed at Diego Garcia in 2002. Rammell said yesterday that the government had "very limited specific information about these flights". He added that "despite enquiry [officials] have not been able to establish further details that would be essential for purposes of further investigation".

Rammell was answering a parliamentary question from Andrew Tyrie, Conservative MP for Chichester and chairman of the all-party committee on extraordinary rendition.

Dear Mr Harris,

As one of your constituents, I am writing to ask for your clarification and intervention regarding the illegal use of Prestwick Airport for the shipment of armaments from the US to Israel.

There have, I believe, been a number of such shipments recently, including at least three Atlas Air cargo flights between San Antonio – Prestwick – Tel Aviv.

Any request to use Prestwick Airport for re-fuelling and accessory purposes must have involved the granting of government exemption certificates and landing authorisation from the Civil Aviation Authority.

I would be greatly obliged if you could tell me specifically what planes and military equipment have passed through this airport, who granted the exemption licences and why did the CAA give its consent.

In response to these contraventions, Professor Philippe Sands, QC, an eminent authority on international law, has also recently stated that there is a prima facie case for the UK or/and individuals within the UK government to be held as criminally liable:

Professor Sands notes that:

"If the United Kingdom is knowingly allowing the United States to re-fuel on shipments of weapons that are being used as part of disproportionate and excessive use of force in violation of international law, then, depending on what the facts are, that could give rise to an international responsibility."

Irish refused bombs sent to Prestwick airport

BOMBS destined to be used by Israel are being flown via Scotland only because the Irish government refused to allow them to land on its soil.
Scotland on Sunday can reveal that after the conflict in Lebanon began three weeks ago, Ireland turned down a United States request for planes carrying 600lb so-called bunker busters to refuel at Shannon airport in Co Clare.

As a result, cargo planes carrying the bombs, which the Israeli army is using in its offensive against the Hezbollah, are being flown via Prestwick airport in Ayrshire.

The use of Prestwick triggered a furious diplomatic row last week after it emerged that the US had broken aviation rules by failing to notify Britain about the flights.

That row is intensifying this weekend as two further American planes carrying 'hazardous' material to Tel Aviv land at the airport.
