Chinese Companies Agree on $4 Billion Congo Venture (Update3)

April 22 (Bloomberg) -- China Railway Group Ltd., Asia's biggest construction company, and Sinohydro Corp. agreed on a $4 billion venture to build a mine, roads and power plants in the Democratic Republic of Congo.

China Railway will own 43 percent of the venture and Sinohydro 25 percent, China Railway said in a statement to the Hong Kong stock exchange today. Congo Mining and Congolese national Gilbert Kalamba Banika will hold 32 percent, it added.

China is looking increasingly to Africa to meet its growing need for basic metals and minerals. The Congo, which has the world's largest cobalt deposits and Africa's biggest copper reserves, is encouraging investment in its mining industry to help rebuild an economy shattered by a civil war that ended in 2003 leaving 4 million dead.

``This is part of a broader trend that we've seen for several years now,'' said Philippe de Pontet, an Africa analyst at the Eurasia Group, a political risk firm, in Washington. ``What is striking is the scale of this particular deal.''

Under the agreement, Congo Mining, which is owned by the African country, will transfer at least 10 million metric tons of copper and cobalt reserves to the new venture, while the Chinese companies will help build roads, hospitals and power plants.

China Railway and Sinohydro will provide loans and financing of about $2.9 billion for the construction of mining facilities, China Railway said. The two Chinese companies will pay a $350 million ``entry fee'' as part of the agreement, it said.

Presidential Decree
Congo is waiting for President Joseph Kabila to sign a decree before the venture is formed, Alexis Mikandji, chief of staff at the mines ministry, said today by phone from the capital, Kinshasa.

``Apart from that, all the conditions have been met and there is nothing in the way of it going ahead,'' Mikandji said.

Congo will provide ``attractive tax relief,'' China Railway said.

The Chinese companies will lend $32 million to the Congolese partners in the venture to facilitate their participation, China Railway said. The Chinese companies will also provide a $50 million interest-free loan to Congo Mining ``for the purchase of certain equipment and facilities.''

Victor Kasongo, Congo's deputy mines minister, and Deputy Finance Minister Cesar Lubamba didn't answer calls to their mobile phones. The phone of Infrastructure Minister Pierre Lumbi was switched off while the offices of Mines Minister Martin Kabwelulu and Information Minister Emile Bongeli said they weren't immediately available.

Copper Rises
The price of copper, used in wire and piping, has jumped fourfold in the past five years as demand has surged for metals to feed China's booming economy. Cobalt prices have surged almost sixfold in that period.

China's economy grew 12.2 percent in the first nine months of 2007, the government statistics bureau said last week.

``China clearly sees an opportunity in a country which has tremendous mineral wealth, but also clearly has tremendous basic infrastructure needs,'' said De Pontet.

Kongo inaonekana kuja juu sana katika uwekezaji. Nimesoma katika gazeti la guardian la jana 21st April, kuwa mabenki na mashirika ya fedha yamekutana jijini london ili kupata pauni 40bn (dola 80bn) kwa ajili ya mradi wa umeme wa Inga wenye uwezo wa kuzalisha MW 45000. Umeme huu utafika mpaka Ulaya na Mashariki ya Kati.

Huu ni uwekezaji mkubwa mno. GDP ya Tanzania ni takriban dola 13bn, sasa uwekezaji huu ni kama mara sita ya GDP ya Tanzania. Nakumbuka kuna kipindi Dkt. Salim Ahmed Salim alipokuwa Katibu Mkuu OAU alisema, Kongo ikitulia itakuwa ni moto wa kuotea mbali.

I agree the deals we have been making hatuoni faida yoyote ile. tatizo ni Ubadhilifu na Wizi wa viongozi. Hatuna viongozi kabisa wanaojali maslahi ya wananchi. I agree, whatdid we get from Barrick? Isnt our Gold mine one of the biggest, it looks like people have been selling our country for peanuts. We should be cautious with these chinese too

Congo inaweza kupata investment kubwa sana, lakini sitafurahi mpaka nitakapoona matunda ya investments hizo yanapokuja kubadilisha upatikanaji wa umeme Kinshasa, network ya usafiri Congo ya kati, kusini na mashariki pamoja na kupandisha mlo na elimu ya Mkongo wa kawaida.

Tusipoangalia ndiyo vile tutalishwa statistics za "Economic Hitmen" kama hizo za "The Guardian" watakaotupa projections za nini hizo 40bn pounds zitafanya, only to end up with a project that does not deliver, a 40bn pound debt, plus interest and annual servicing.

Hivi sisi kama waafrika, tulishindwa kuweka nguvu za pamoja kutumia SADC, EAC, ADB, ECOWAS au PTA (is it still in existance) even mkopo kutoka Libya na SA kuanza massive investiment projects kwenye mambo ya miundombinu (umeme, simu, maji, barabara, reli) na hivyo tutakachopata kutoka kwa wageni ni pesa tuu?

How hard is it for us to undertake the same project and using same efforts without exporting anything to the Wawekezaji countries?

Sometime I wonder what are the objectives of having such pacts as SADC or EAC!

I also wonder, to me these organizations seem like clubs to me whereby our leaders just go to enjoy the dinners and pomp. We need strong economic frameworks similar to the EU where by the focus is economic advancement. All these Yrs, SADC imetusaidia nini kiuchumi (Zaidi ya wasomi wetu kukimbilia botswana and the rest)

We have all the natural resources, labor and even the intelligent minds. However we are so stubbon to seek capital and utilise our own resources, labor and creative minds to build a stable continent that can sustain itself economically!

I have no vague or faint idea why we dwell on foreigners to come and bail us out on everything including mosquito nets, water pumps and toilets!

And one of the main thing you wonder why investors stay away from us...they say its simple...its RISK! why on earth would anyone logical invest in Tanzania zaidi ya wezi tu? There is no accountability, without "connections" its almost impossible to export or import. And the saddest thing of all with us, is the rule of law seems to focus on petty theft than dealing with all aspects. People are forgetting that the Judicial is a significant branch of government, and if they are ineffective how do we enforce accountability?.....Our leaders are not serious, and that is dangerous to the health of the nation.

Interviewer akapiga mahesabu yake akamwambia this deal is not fair, jamaa akasema umekosea. There are somethings you havent calculated well. Look, we believe we are doing the right thing, would you rather have this place undeveloped as it is? Or do you want jobs created and bla blaa.....

It just made the impression that Africans cant do stuff without foreigners!!!

Tatizo la Africa siyo uwekezaji. The problem is to see the benefits za huo uwekezaji. Congo ni sanaa tuu hapo..nchi imeshakuwa shamba la bibi..kila mtu mwenye njaa anajichumia...maana bibi alishapofuka macho. Just like Tanzania et al. Africa HATUWEZI and I MEAN IT, HATUWEZI kuendelea bila kubadilisha mfumo wa kujitawala. Simply we cant. Hata leo Congo wangepump $$10 Billion, wananchi wataendelea kuwa maskini, wataendelea kupigana, wanasiasa wataendelea kununua manyumba Paris na Brussels basi. Unless sikumskiliza mwalimu vizuri, lakini foreign investment inahitaji utawala wa sheria kwa mwekezaji kujua kwamba yuko safe na mali yake na kama akinyangwanya ana pa kwenda! Not in Africa my friend.

We angalia Tanzania we are spending millions eti kuattract tourists, forgeting kwamba, ungetumia hizo $$$ ukajenga barabara, ukaempower police wakaweza ku-contain crimes rate, ukajenga hospitali nzuri, mtalii aking`atwa na nyoka apate pa kwenda, ukaweka huduma nzuri za maji na usafiri wa uhakika..watalii will always come, we have what it takes for them to come! Sana sana tunachokifanya tunawakaribisha harafu wakirudi wanaambiana kwamba Tanzania hakufai..ni kuchafu nk. Sijui viongozi wetu wanafikiria kwa kutumia sehemu zipi za mwili! I dont know!

Hii regional corporation tunayoililia hata kutaka kuletwa kwa Shirikisho la Afrika Mashariki does not make sense if our focus is on political development (democracy) and not for the region to be self sufficient.

Take a look at the map, and ask yourself why aren't we having a unified comminiation system that will link all our countries? This is good and efficient rail system, road systems, power and electrical network, water, telecomunication and oil piplines?

Hivi vimikutano ni vya kutunishiana misuli, kugombana kuhusu tarrifs na kuonyeshana nane mwenye ndege nzuri na suti bomba?

On EAC, do we even have good road system kutuunganisha? what about railway system? are they linked? can we move goods and people from Mwanza to Arua on railway?

Sisi tunazungukwa na maziwa matatu makubwa duniani, how efficient are we using these for our development au tumebakia kuimba na kusifia tumezungukwa na maziwa matatu?
