    Shirika la Kimataifa la Usafiri wa Anga(Interantional Civil Aviation Organization-ICAO) ambaye ndio mratibu na muongozaji wa ubora na sheria (standards and regulations) za usafiri wa anga duniani,ambapo Tanzania ni mwanachama,siku kadhaa zilizopita limeushusha viwango (downgraded) uwanja wa ndege wa Kimataifa wa Julius Nyerere baada ya kushindwa kukidhi vigezo vya ubora (standards) vinavyohitajika kimataifa.

    ICAO imeushusha uwanja wa JNIA kwa "Category" mbili chini,yaani kutoka kiwango cha kimataifa cha "Category 9" mpaka kuwa "Category 7".Hii ni aibu kwa serikali na wale waliopewa kusimamia dhamana ya kusimamia ubora wa viwanja Tanzania ambao ni Tanzania Airports Authority.

    Hii "Category" ni nini?

    Kwa mujibu wa ICAO,viwanja vya ndege vyote vimewekwa katika " Aerodrome category" kulingana na ubora wake.Kuna "category 1" mpaka "Category 10".Category 10 ni kiwango cha juu kabisa cha ubora wa kiwanja,hivyo ndege zote kubwa,za kati na zile ndege ndogo, zinaweza kutua kwenye uwanja wenye hadhi hiyo.

    Kwa muda mrefu uwanja wa Dsm,licha ya changamoto zake,ulidumu katika "Category 9" hivyo kuwa nafasi moja kufikia "Category 10" ambayo ndio ubora wa juu wa viwanja duniani.Uzembe,urafi na uwajibikaji mbovu umesababisha kwa siku kadhaa uwanja kuwa "downgraded" hadi kufikia "category 7".

    ICAO hutoa category hizi kulingana na ubora wa uwanja katika mambo mengi,ikiwa ni pamoja na uwezo wa uwanja kuwa na miundombinu ya kupokea ndege za aina tofautitofauti,kuanzia ndege ndogo aina ya ATR-72 mpaka ile Airbus 380 iliyo kubwa zaidi.


    Pia ICAO,hutoa ubora huu kulingana na ugumu wa mazingira ya uwanja kwa ndege kutua.Kuna viwanja vilivyojengwa sehemu yenye tambarare,runway nzuri,hali ya hewa salama na vifaa vya kisasa vya kuongozea ndege,wakati vingine vimejengwa mazingira mabovu,runway fupi,eneo lenye ukungu kila mara,mvua mwaka mzima,barafu na milima na mabonde.

    Kipimo kingine KIKUBWA (kwa umuhimu wa pekee) ni uwezo wa idara ya zima moto yaani Rescue and Fire Fighting Services (RFFS).Zimamoto ndio "roho" ya kiwanja popote duniani.Uwanja usio na zimamoto ya uhakika,basi ndege nyingi na mashirika mengi huondoa safari za ndege zao kwa kuogopa kuwa na usalama mdogo wa ndege zao na abiria wao.Hii ni sababu katika nchi nyingi,mamlaka za viwanja vya ndege huwekeza kwa kiasi kikubwa sana katika idara ya zimamoto.Hapo JNIA,hili limekuwa ni tatizo na hivyo kulazimu ICAO kuushusha viwango uwanja wetu kwa kukosa magari ya zimamoto yenye viwango vya kukidhi hadhi ya "category 9"

    ICAO kupitia Annex 14,Volume 1 (Aerodrome Design and Operations) inahitaji uwanja wa ndege wenye "category 9" uwe na magari ya kisasa ya zimamoto (Fire Tender) walau yapatayo matatu (3) au zaidi,yenye "performance level A" ya lita 36,400 za maji na lita 13,500 za foam.Kitu ambacho wakati wa ukaguzi wa ICAO (ambao hawahongeki),Uwanja wa JNIA umeshindwa kutimiza na hivyo "dunia kutangaziwa" kwa muda kuwa uwanja wa JNIA si bora tena kwa kiwango cha "Category 9".

    Unapoushusha uwanja wa JNIA toka Category 9 mpaka Category 7,na taarifa kuwekwa katika mfumo wa NOTAM (Notice to Airmen),ina maana NOTAM hiyo inasomwa dunia nzima,na hususani kwa mashirika yote makubwa kama KLM,Swiss International,Emirates,Turkish,Oman,Qatar,South Africa,Egypt nk ambayo ndege zake hutua uwanja wa Dsm.

    Hasara ya "downgrading" hiyo kutoka CAT9 to CAT7 ,ni kuwa baadhi ya mashirika ya ndege yanaweza kuanza kusita na kukosa imani ya kuleta aina fulani ya ndege kwa kuhofia kuwa na usalama mdogo wa ndege zao katika uwanja huu.Iwe kwa kuja na kuondoka(Quick Turn) au kwa kulala (Night Stop).Uwanja ukiwa Category 7 maana yake hauwezi kupokea ndege kubwa kama Boeing 787(Dreamliner),B777-200/300,B767,B747(Kama ile Airforce One ya US),Airbus340-500/600,A350 na A333-300.

    Na kwa hapo JNIA,mashirika makubwa kama Emirates huleta B777-200/300,Swiss International A333-300,KLM huleta B777-300 au A333-300.Hivyo jambo hili lina "impacts" kubwa tu katika uso wa usafiri wa anga kimataifa.Jambo hili lisiachwe juujuu tu,serikali ichukue hatua,Waziri husika achukue hatua juu ya management ya TAA bila kuweka aibu na upendeleo.Mwisho wa siku ataondoka yeye kwa kuwabeba watu na huruma zake za kipemba.

    Kwa habari sizizo na majungu ni kuwa Mamalaka ya Viwanja vya ndege,waliposikia wakaguzi wanakuja na hawawezi kuhongeka ili kupika report,waliamua kwenda kuazima gari kutoka uwanja wa KIA na kulileta Dsm usiku kwa usiku,na mkaguzi alipofika akakuta idara ya zimamoto ina gari lenye kufanya kazi kwa ubora.

    Naambiwa hata sasa pale Zimamoto waziri ukienda mapema utakuta gari la Zimamoto limeandikwa "K'njaro International Airport-Rescue and Fire Fighting Service".

    Baada ya ukaguzi,gari lile likarudishwa tena KIA,na bila kutarajia mkaguzi wa nje toka ICAO akarudi kesho yake kwa kustukiza na kukuta gari lile halipo.Hivyo bila hiyana akaamua kuushusha uwanja(downgraded) toka CAT9 mpaka CAT7,sababu aligundua udanganyifu uliofanyika.Maana baada ya ukaguzi walirudisha KIA,baada ya kutupwa CAT7 wamerifuata tena ili wapate tena vigezo vya kurudishwa CAT9.

    Ndugu yangu Prof Makame,hawa watakuponza,tulishakushauri uisafishe management yote pale uanze na mwanzo,mbona unawalea hawa watu?Hujui ipo siku watakuponza?Unajisikiaje chini ya uwaziri wako kiwanja kushushwa hata kwa week moja tu kutoka CAT9 mpaka CAT7 na bado watu wapo ofisini kuanzia kwa DG mpaka Mkurugenzi wa Kiwanja!?Nasikia unataka kumleta yule jamaa aliyekuwa meneja wa Kigoma,hivi huko juu huwa hakuna watu wenye mafaili ya hawa jamaa mkajua madudu yao!?Kama ni huyo,unategemea lipi jipya?

    Uzuri au ubaya,wengine huwa hatuandika majungu hapa,hatuna chuki na watu.Tunaeleza kile tunachokifahamu kwa lengo la kusaidia.Prof Mbarawa utakuwa shahidi kuwa yale yote niliyoyaleta uwe hapa au ofisini kwako kwa njia rasmi ya kimaandishi,ulituma team yako kuchunguza na ukakuta hakuna majungu wala fitna,bali ni ukweli tupu.

    Tena ukakutana na hata mengine makubwa ambayo kwa sbb za kimaadili humu hatuyaweki.Naomba hili la "CAT7" likupe picha ya watu unaofanya nao kazi.Chukua hatua ngumu ili umsaidie Rais na Taifa kwa ujumla.Usionee mtu,tenda kwa haki...Sisi tunakusaidia pa kuanzia,wewe malizia.Tunakusaidia sababu tunakupenda.Kama watu walisafirisha gari la fire usiku kwa usiku toka KIA ili tu kuja "kumpiga changa la macho" mkaguzi wa ICAO,wewe utakua umepigwa "machanga ya macho mara ngapi?"

    Leo naishia hapa,ntakukusanyia taarifa nikuletee...lengo ni kujenga na si kubomoa.Chukua hatua Ami Prof Mbarawa,hawa unaowaendekeza,watakuponza.Naambatanisha "NOTAM" ilyowekwa na kutolewa baada ya kuazima gari tena KIA ili kuziba aibu,ilikua kwenye website ya TCAA iliyoonyesha kushushwa kwa kiwanja toka CAT9 mpaka CAT7 sababu ya ubovu wa idara ya zimamoto.Haya si majungu,dunia nzima imeona.

    Kuna kitu kimoja watu wanashindwa kukielewa kuhusu wakaguzi.

    Huyo mkaguzi si kwamba alikuja tu kwa mara ya kwanza na ya pili, bali amekuwa akija Tanzania mara kwa mara kuangalia hali ya uwanja hivyo alikuwa akitafuta namna ya kushusga daraja huo uwanja.

    Tatizo la ami yetu Profesa Mbarawa anapenda kuchekacheka sana na anawachekea hawa jamaa yaani Management lakini hachukui hatua.

    Mkaguzi anaweza akakuchekea leo mnazungumzia ujinga uloufanya kama huo wa kuazima gari ya RFFS lakini tayari alikwishfahamu jinsi gari hiyo ilivyotumika kutaka kumlaghai.

    Huu uwanja upo chini ya kiwango kwa maeneo yote ulogusia kuanzia eneo lake, RFFS, Vifaa vya uongozaji na tena hadi la usalama.

    Sifahamu kiwanja kitafikia lini ubora unaotakiwa lakini kwasasa ni bora kishushwe tu ili tujifunze namna ya kuendesha uwanja na kuuboresha ili kufikia daraja la 10.

    Serikali na TAA wanaweza kabisa kuamua kutumia kiwanja kipya kuwa uwanja rasmi na kutumia vigezo vya uwanja mpya kurekebisha huu wa sasa.

    Mkandarasi anaejenga Terminal 3 akimaliza huu mpya apewe huo mbovu ili aufanyie ukarabati taratibu.

    Ni aibu kubwa sana kwa kitendo walichokifanya cha kuazima "fire engine" kutoka KIA ili kutaka kumlaghai mzungu.

    Tusubiri kwa uwanja huo kuwa kuwa magofu bila ndege hasa za nje, wenzao wanawekea bima hizo ndege,ila kukiwa na uwezekano mkubwa wa kutokea ajali, wasishangae safari zikisitishwa. Kuna wakati tulitua Kilimanjaro usiku, nilijiuliza hawa wenzetu wanazileta ndege zao pale kwa nini? Giza totoro.
