Call it Gombesugu or Kumkoma Nyani Kiladi!
In wake of political uncertainty of Tanzania Government future due to inefficiency, incompetence and severe allegations of corruption and pressure from donor country and political opposition parties, President Jakaya Mrisho Kikwete has dissolved his government cabinet that was being led by his friend and political ally Prime Minister Edward Lowassa.
After a thunderous win by the ruling party CCM in 2005 elections that were followed with possibly the largest appointment of cabinet members ever in history of URT, President Kikwete created a cabinet that was supposed to address the basic and urgent needs of Wananchi using CCM new slogan Ari, Kasi na Nguvu Mpya!
To his disappointment and especially the shaky trust that CCM leadership and URT government has recently received from Wananchi, President Kikwete has decided it is time that a change is necessary to salvage his party from political embarrassment in upcoming local elections and National elections in year 2010.
This is a bold move and it will be characterized as swiftest mover to take place in Tanzania political history. It is expected that that the 80% that elected Kikwete, will re-elect him again in 2010 as a result of this clean up.
Kikwete's greatest disappointment on his government inefficiency has been caused by his right hand man, Prime Minister Lowassa.
Lowassa being famously known as the other partner to Boyz2Men has failed to be effective leader to execute the mission of their friendship and vision for Tanzania and meet the expectations of Wananchi. Lowassa arrogance, heavy handedness and pompousness have created animosity within the party and government and this has been speculated by many political analysts as road to the down fall of CCM.
It is not a surprise that Lowassa failed to secure confidence with CCM party Chairman for Vice Chairman post that was recently awarded to former speaker Pius Msekwa.
It is understood that the failure of Lowassa as leader of government in parliament to handle appropriately the Buzwagi mining contract saga, led to Kikwete and his inner circle famously known as "Mtandao" to loose their faith on him.
When Kigoma member on parliament Hon. Zitto Kabwe submitted a motion to investigate the irregular signing of Buzwagi mining contract in London by Mining Minister Nazir Karamagi, Lowassa failed to seize the opportunity to silence Kabwe (by agreeing to create a probe committee) and ended up using CCM influence and majority in parliament to suspend Zitto Kabwe on allegations presenting false testimony.
That was a terrible gamble on Lowassa part and some of ministers who sided with Lowassa and Karamagi, under estimating the outcome of populist Zitto Kabwe.
As a result of power arrogance in Lowassa's part, Tanzanians became aware of complete details of Buzwagi contract and several lists of Mafisadi which caused the donor countries to demand full investigations on all scandals that have been circulated through internet, such as BOT, Richmond and Buzwagi.
In a move that was perceived as ridicule to the parliament unanimous decision to suspend Kabwe, recently Kikwete appointed Kabwe to be part of presidential committee to review mining sector and contracts, something many Tanzanian's with mixed emotions and have eroded their confidence with their parliament.
Lowassa, who is also listed in the Orodha of Mafisadi, is being regarded as a political liability to Kikwete's network "Mtandao" which is working hard to cement its legacy in Tanzania political structure after waning off internal opposition from camps of Dr. Salim, Prof. Mwandosya, Sumaye, Iddi Simba, Malecela and former President Mkapa.
To guarantee his re-election and party majority in 2010 and even 2015 elections, Kikwete has decided to rid off his friend as a way to gain confidence with Wananchi and have a new fresh start.
He has 14 days to create a new cabinet and speculations from political analysts are that he is likely to appoint Prof. Mwandosya as new Prime Minister. It is known that Kikwete and Mwandosya have had differences in the past when they worked together in Ministry of Energy and Mining and even in recent months when Kikwete's camp "Mtandao" was working hard to place Thomas Mwang'onda as CCM NEC representative from Mbeya against Mwandosya.
As for Lowassa, his political future has come to an end. It is expected that he will step away from his parliamentary seat for Monduli in 2010, paving way to Joseph Sokoine to be the future representative of Monduli.
Lowassa will be remembered as a hot headed politician who was too proud to learn from his previous mistakes. He is being associated with the Richmond power supply saga and his reluctance and hesitation to take action to allow the parliament to conduct thorough investigation on the whole Richmond issue led Kikwete to cut his ties with him.
As for "Mtandao" and it's architect Rostam Aziz, this clean up is expected to take over the headlines for the next 12 months burying away the opposition and wananchi cries over Radar, IPTL, Richmond, BOT and Buzwagi scandals.
