Africa united in rejecting US request for military HQ

The Pentagon's plan to create a US military command based in Africa have hit a wall of hostility from governments in the region reluctant to associate themselves with the Bush administration's "war on terror" and fearful of American intervention.

A US delegation led by Ryan Henry, principal deputy under-secretary of defence for policy, returned to Washington last week with little to show for consultations with defence and foreign ministry officials in Algeria, Morocco, Libya, Egypt, Djibouti and with the African Union (AU). An earlier round of consultations with sub-Saharan countries on providing secure facilities and local back-up for the new command, to be known as Africom and due to be operational by September next year, was similarly inconclusive.

The Libyan and Algerian governments reportedly told Mr Henry that they would play no part in hosting Africom. Despite recently improved relations with the US, both said they would urge their neighbours not to do so, either. Even Morocco, considered Washington's closest north African ally, indicated it did not welcome a permanent military presence on its soil.

"We've got a big image problem down there," a state department official admitted. "Public opinion is really against getting into bed with the US. They just don't trust the US."

Another African worry was that any US facilities could become targets for terrorists, the official said. Economic incentives, including the prospect of hundreds of local jobs, had not proved persuasive.

Mr Henry said African officials had agreed that counter-terrorism was "a top security concern". But he added: "The countries were committed to the AU as the continent's common security structure. They advised us that Africom should be established in harmony with the AU."

The US talks with Libya appear to have been frank. "In the area of security, they are looking for Africa-only solutions," Mr Henry said. "I wouldn't say we see eye to eye on every issue."

Mr Henry emphasised that the US was not seeking to supplant or supersede African leadership but rather to reinforce it. He said the creation of Africom would not entail the permanent stationing of large numbers of US troops in Africa, as in Asia and Europe. Its overall aim was to integrate and expand US security, diplomatic, developmental and humanitarian assistance in collaboration with regional allies, not increased interventionism, he said.

Unveiling the plan in February, President George Bush said Africom would advance "our common goals of peace, security, development, health, education, democracy and economic growth". But African opposition appears to have modified Washington's approach. Mr Henry said the latest plans envisaged "a distributed command" that would be "networked" across several countries.

No American soldiers within SADC

South Africa Defence minister Mosiuoa Lekota has told the ‘Business Day’ that no more US soldiers are welcome in Africa. The US Strategic command in Africa (Africom) is dead and buried.

The commander of Africom’s Gen. Kip Ward effortlessly tried to meet the defence minister last month. The minister further elaborated the position undertaken by SADCC members that no any member will accommodate the Americans.

More armed US soldiers are not welcome in Africa, said Defence Minister Mosiuoa Lekota yesterday. Any country that allowed itself to be a base for the US strategic command in Africa (Africom) would have to live with the consequences, Lekota said.
Africom's recent creation has been interpreted as the US suddenly recognising the strategic importance of Africa to the US.

Last month it was reported that Lekota was not responding to US requests for him to meet the first Africom commander, Gen Kip Ward. Briefing the media yesterday, Lekota said the Southern African Development Community (SADC) defence ministers had, at the summit in Lusaka this month, decided that no member states would host Africom and more armed US soldiers. He said this was also the "continental position" of the African Union.

However, Liberian President Ellen Johnson-Sirleaf has evidently already offered her country as a base for Africom. Lekota said as far as he knew most African countries supported the view that the Americans should keep their distance. He said there might be a minority that felt Africom was welcome but, as was the case in democracy, the will of the majority prevailed. He warned strongly that any country that did not abide by the view that US soldiers should not have an enlarged presence in Africa as part of Africom would have to consider the consequences. These could amount to neighbouring African countries refusing to co-operate with them.

"Africa has to avoid the presence of foreign forces on its soil, particularly if any influx of soldiers might affect relations between sister African countries," Lekota said. The idea of a renewed US focus on Africa was not new, he said.

"Nevertheless, the SADC has adopted the position that it would be better if the US did it from a distance", and did not cause instability in Africa. R-Adm Robert Moeller of the US was reported last month as arguing that the goal of the US with Africom was to help build the capacity of African organisations such as the African Standby Force to promote peace and security and respond to crises on the continent. Simon Tisdale wrote in the London-based Guardian: "Africom marks the official arrival of America's 'global war on terror' on the African continent."

Tell the senate armed services committee to reject military command on the continent of africa

on the morning of thursday, september 27 2007 the u.s. Senate committee on armed services will convene confirmation hearings that will include the nomination of army general william e. Ward as chief officer of the united states africa command (africom).

Transafrica forum, the nation’s premier african-american foreign policy organization, states its opposition to the formation of africom, and thus the confirmation of general ward. Africom is the bush administration’s latest effort to militarize foreign policy and aid. Africom is the proposed permanent command structure that will be located on the african continent to launch global military campaigns and “oversee” the distribution of aid.

Promoting human rights, fair trade, and self-determination of african peoples must be the cornerstone of u.s. Policy towards africa, not the building of yet another military authority. Africom will prove detrimental to african sovereignty and the development african solutions for african problems. Africom is an example of military expansion in the name of the war on terrorism, when it is in fact designed to secure africa’s resources and ensure american interests on the continent. Africom represents a policy of u.s. Military-driven expansionism that will only enhance political instability, conflict, and the deterioration of state security.

African leaders are opposed to a u.s. Permanent command on african soil. This month the southern african development community (sadc) defense ministers determined that no member states would host africom. Other countries including ghana and nigeria have made statements against africom. Many countries have stated their preference to develop their own institutions for security, political, and economic independence.


Transafrica forum calls on the members of the u.s. Senate committee on armed services to not only reject general ward as commander of africom but reject the notion of africom altogether. We urge you to call the members of the senate armed services committee and tell them to reject the nomination of general ward and to oppose africom.

President Bush Demonstrates U.S. Commitment to Africa with Trip to Tanzania
To demonstrate the commitment of the United States of America to the African continent, U.S. President George W. Bush will travel to Benin, Ghana, Liberia, Rwanda, and Tanzania during a six-day trip from February 15-21. During his trip, President Bush will highlight his Presidential initiatives, including the President's Emergency Plan for HIV/AIDS Relief (PEPFAR) and President's Malaria Initiative (PMI).

The United States of America is the largest bilateral donor to Tanzania, providing over $648 million in 2008 alone. Since 2003, the United States has provided $818.4 million to combat HIV/AIDS in Tanzania. To combat malaria, the United States has provided $76.5 million. Discussing U.S. assistance to Tanzania, President Bush said, "Our compassion should be manifested in helping people who suffer from disease... We have a strategy that's working. It is to support a strategy that has made a difference in over a million people's lives in a relatively quick period of time."

The U.S. President's historic trip to Tanzania will further strengthen the ties between the people of the United States of America and the people of the United Republic of Tanzania.

Hata hivyo naamini kutakuwepo na ki hadhi fulani hivi kwa Tanzania yetu kwa marais wawili mfululizo wa 'taifa kubwa' kututembelea kabla ya ngwe ya madaraka yao kumalizika. Na tule tubaraka twa 'kimatumizi' wakiwa hapa Bongo kutokana na msafara wake ukiachilia mbali kuwa, hii pia itakuwa ishara kubwa kimaelewano katika nyanja za kidiplomasia.
