The US Centers for Disease Control & Prevention (CDC) is seeking an individual for the position of HIV Care and Support Public Health Specialist.

BASIC FUNCTIONS OF THE POSITION:

The HIV Care and Support Public Health Specialist works under the supervision of the Sr. Public Health Specialist and Opportunistic Infection (OI’s) to provide technical assistance and oversight to the Ministry of Health and Social Welfare (MOHSW), the National AIDS Control Program (NACP), Zanzibar AIDS Control Program (ZACP), ART partners and NGOs in the implementation and expansion of home based care, facility-based care, and OVC to HIV infected persons both who are on anti-retroviral therapy and those who have not meet the treatment criteria in Tanzania. The incumbent serves as the primary CDC contact for implementing partners for all issues related to CDC-supported Care and Support program activities.

MAJOR DUTIES AND RESPONSIBILITIES:

Technical Responsibilities
60%
Provide technical support, coordination, supervision and monitoring of National HIV Care and Support activities implemented by MOHSW/NACP and other partners implementating HIV/TB activities, including treatment protocols, protocols for screening of HIV patients for TB, screening of TB patients for HIV, and infection control measures for patients. Oversees cooperative agreement activities and collaborates with funding recipients providing substantial USG involvement to ensure that grantees are meeting stated objectives under the cooperative agreement. Ensures that supported activities at multiple delivery sites conform to national standards, guidelines, and CDC technical strategies. Identifies and corrects problems, barriers, and issues impeding the effective implementation of HIV/TB program activities. Serves as an expert technical resource in the specialized programmatic area to government, NGO, and other collaborating partners.

Develops and maintains effective liaisons with program officer staff in implementing partner organizations to ensure that timelines and quality standards for implementation of program activities are met. Identifies staff training needs in implementing partner organizations and facilitates and participates in the planning and development of training programs, teaching modules, manuals, and educational materials to address identified needs. Builds staff capacity through mentoring. Keeps up to date with scientific developments, innovations, best practices and new approaches in area of expertise.

Participates in the design and development of program guidelines and activities, including protocols for HIV/TB activities, strategies for expanding and improving the quality of HIV/TB services and strategies for expanding the coverage and acceptance of USG-supported HIV/TB services. Provides expert advice and technical assistance to MOHSW and other in-country partners in the development of policy, guidelines and protocols for HIV/TB projects.

Conducts site visits to provide technical assistance and oversight to partners in program implementation. Ensures adherence to established work plans and CDC and PEPFAR guidelines, policies and priorities.

Provides technical assistance to the MOHSW and other partners in the design and implementation of tools, reporting instruments, and systems to effectively monitor and evaluate HIV/TB program activities. Serves as a programmatic resource in the design and development of information systems and databases to monitor and evaluate the effectiveness of HIV/TB programs.

Maintains effective liaisons with program officer partner staff to ensure that partners meet monitoring requirements for supported cooperative agreement activities (e.g., quarterly reports, continuation applications, and supplemental applications). Reviews cooperative agreement narrative and financial reports to assess progress in meeting stated objectives and the status of expenditures in relation to planned budgets.

Conducts site visits to assess progress of partner organizations in meeting program objectives. Analyzes and evaluates program activities and writes reports on findings for presentation at national and international conferences and meetings. Provides guidance and technical assistance to partners in analyzing and evaluating program activities and developing reports and presentations for conferences and meetings.
Strategic Planning and Guidance

Job holder serves as a primary advisor in the planning and development of HIV/TB program activities included in the annual COP for Tanzania. In collaboration with other USG partners, compiles and edits program activities for the COP. Participates in reviews of the plan and recommends revisions as needed. Develops funding announcements for cooperative agreements to provide assistance to external partners in developing and implementing programs to support HIV/TB program activities. Provide technical assistance to MOHSW in developing strategic plans that will improve the ability of the government of Tanzania to implement HIV Care and Support programs that will achieve overall PEPFAR goals. Drafts technical requirements and statements of work (SOW) for cooperative agreement program announcements. Conducts technical reviews of cooperative agreement applications and makes funding recommendations based on technical merit of the proposals and consistency of budget requests with the intended use of funds. Participates with external partners in the development of work plans for implementation of activities following cooperative agreement awards. Reviews requests for supplemental financial assistance and reprogramming of funds and makes recommendations based on technical merit.

Job holder represents CDC Tanzania for HIV/TB issues at technical, policy and strategic planning meetings with collaborators. Acts as an expert national resource on matters pertaining to HIV and TB co-infection.

Incumbent serves as a member and advisor on the USG technical working group for coordination of HIV/TB activities on a national level. The working group assesses program needs and issues at the local level and communicates these needs/issues to the national level and ensures consistency in the implementation of best practices for HIV/TB on a national level and recommends revisions to policies and guidelines.

The Program Officer will deliver reports, summaries, papers, oral and written presentations, as requested by the Director, CDC Tanzania.
The Program Officer will conform to operational practices and procedures implemented by CDC Tanzania.

Education: Graduation from an accredited university with a Medical degree and advanced degree in public health and/or other Social Sciences and additional internship and residency training to qualify the incumbent for a license to practice medicine.

Prior experience: A minimum of three to five years of working experience in clinical services or public health which includes management and treatment of patients with HIV/AIDS and/or experience in HIV/AIDS public health programs and Experience in planning, developing, implementing and evaluating HIV/AIDS programs is required.

Language proficiency: Level IV English and Kiswahili (writing reading and speaking) are required. Incumbent must be able to compose complex written documents.

Knowledge: The job holder must have a broad and in-depth knowledge of the etiology, diagnosis and treatment of HIV infection, TB infection, and management of co-infected patients, including infection control principles. The position requires an in-depth understanding of the structure and functions of CDC-Tanzania, including a detailed knowledge of CDC’s role and function in support of the President’s Emergency Plan for Aids Relief (PEPFAR); CDC and USG policies, guidelines and procedures for administration of cooperative agreements; and intra-agency procedures for coordination with CDC Atlanta and the American Mission in Tanzania. The job holder must also have a detailed knowledge of the host country operational environment, including a detailed knowledge of the structure and operations of the MOHSW and the environment for health care delivery issues commonly encountered in the implementation of HIV care, treatment, and prevention activities at the national, regional, district and community levels in Tanzania.

Skills and Abilities: The position requires excellent judgment and strong analytical skills for making independent and sound decisions regarding the planning and implementation of HIV care and treatment programs and activities. The position requires excellent demonstrated interpersonal and leadership skills as well as skills in developing and maintaining effective contacts in the Government of Tanzania, the US Government, NGOs and other partners. BASIC FUNCTIONS OF THE POSITION:

The incumbent of this position is the key public health advisor on Opportunistic Infections, Care and Support (Facility Based and Home Based Care) activities to the Care and Treatment Team Lead and the CDC Global AIDS Program (GAP) Tanzania. The incumbent focuses on activities with collaborating partners providing facility-based care and home based care to HIV infected persons, including those who are on anti-retroviral therapy and those who have not met the treatment criteria.

MAJOR DUTIES AND RESPONSIBILITIES:

Management and Oversight

Provides technical assistance and oversight to CDC and other partners in the implementation of HIV Care and Support programs, including preparing directives, memoranda, policy statements and proposals to introduce new initiatives and to recommend effective operations consistent with overall program objectives in support of the PEPFAR care and support programs in Tanzania. Serves as technical advisor to MOHSW in furthering of services provided by USG agencies, cooperative partners and contractors. Works closely with host government Ministry of Health, international organizations and non-governmental organizations to influence other collaborative organizations engaged in HIV care and support programs to adopt appropriate strategies for their program activities.

Provides technical evaluation of cooperative agreement proposals for care and support programs. Works with the CDC Procurement and Grants Office (PGO) and partner representatives to ensure that most current care and support protocols are included in the signed agreement. Provides guidance and direction to grantees, program collaborators and contractors on management and implementation of cooperative agreement activities to ensure consistency with PEPFAR policies and guidance. Participates with partners in the development of work plans for implementation of activities following cooperative agreement awards.

Working closely with MOHSW staff and other implementing partners, incumbent is required to monitor all programs under his/her purview to assure that the specific objectives for the program are achieved and/or appropriate remedial activities are instituted. In liaison with the Strategic Information (SI) unit, the position develops program evaluation strategies, methodologies and indicators for monitoring medical services, care and support programs in accordance with standard guidelines and protocols. Position makes sure that appropriate data management systems to monitor health objectives and indicators for care and support programs are in place and takes responsibility for the management of these systems within the Care and Treatment Team.

Provides updated technical information to partners as it becomes available. Recommends practical training courses for various target audiences on how to implement, monitor and evaluate care and support programs, use monitoring and evaluation (M&E) data and report progress to key stakeholders. Reviews and evaluates training sessions to ensure partner staff is up-to-date with care and support protocols.

Monitors activities and collaborates with each relevant partner organization on a regular basis to make sure program results are achieved and all care and support programmatic activities and study protocols meet human subject requirements and pass through ethical review with the appropriate agency authority. This involves regular site visits and meetings with representatives of each organization to review progress. Draws attention to organizational needs such as inadequate medical supplies, equipment, facilities and staffing.

Responds to requests from NGOs, health care organizations and medical professionals for information and technical assistance on care and support programs and strategies. Leads site assessments of PEPFAR care and support programs carried out by implementing partners of the USG. Collects data and prepares the technical assistance requests to be sent to the US Embassy PEPFAR managing body and/or CDC senior management and develops scopes of work as needed for the requests. Prepares oral and written reports on the progress of program activities. Readers of these reports include agency and post management, other agency PEPFAR officials, U.S. headquarters offices and are ultimately used in reports to the U.S. Congress. Reporting responsibilities are monthly, quarterly and annually.

As the Activity Manager for 10 care and support cooperative agreements and contracts in Tanzania, job holder oversees the public health technical aspects in development of the Scope of Work (SOW), Funding Opportunity Announcement, review of applications, supplemental awards, and requests for extensions. In this capacity, the incumbent liaises with the agency grants and cooperative agreements technical specialists at post and in the U.S. on technical reviews and funding awards for 10 cooperative agreements annually, estimated at $10-11 million per year. Once the cooperative agreement is in place, oversees performance of cooperating partners/contractors, carries out technical reviews, reviews progress, identifies potential issues and informs supervisor, recommending actions for amelioration.

Briefs agency officials on the results of such meetings and prepares written reports for submission to other interested parties. Represents the agency in discussing and developing financial commitment proposals for HIV care and support programs at administrative and strategic planning meetings. This includes all USG agencies (Departments of State, Defense, and Health and Human Services, USAID and Peace Corps).

Serves as chair or rotating chair on inter-agency technical working groups to ensure effective coordination of work plan development, implementation strategies, and evaluation plans for all USG agency care and support activities in Tanzania.

May be required to serve as a member and advisor on national committees for HIV care and support. The purpose of these committees is to assess program needs and issues at the local level and communicate these needs/issues to the national level. The committees help to ensure consistency in the implementation of best practices for care and support activities on a national level. Based on information received in the national committees, job holder may recommend revisions to the Care and Treatment program policies and guidelines for HIV care and support activities and programs.

Serves on intra- and inter-branch PEPFAR projects, frequently taking the project lead role. These projects are generally short-term in nature and most often have to do with special requirements for VIP visits, special PEPFAR tasking, etc. There tend to be 3-4 projects per year where position would take a lead role.

Supervision & Administrative Management

Directly supervises and provides program officers guidance in planning, developing, and implementing care activities and working with partner agencies and groups.

The incumbent will provide supervision, leadership and guidance to HIV/TB, care and support program officers in the development, refinement, revision, implementation and overall management of HIV prevention activities. The incumbent develops work plans, monitors performance, and oversees training, mentoring and professional development of team members.

Incumbent is responsible for providing oversight and monitoring the budgets allocated to care and support implementing/cooperative agreement partners within the job holder’s portfolio. This includes reviewing budget requests for appropriateness, monitoring use of funds for adherence to proposed activities, quarterly budget status reports, following up on irregular findings, providing advice for realignments of budgets and accruals.

Job holder maintains files and records in the CDC office data collection system specific to the activities and programs for which the incumbent is responsible. Job holder is responsible for data integrity and security of information in the reporting databases related to HIV/AIDS care and support (particularly any information on named individuals). Other program files include reports, meeting summaries and minutes, copies of all cooperative agreements, research determinations, panels, and awards. Prepares and presents briefings for VIP visitors, participates in making arrangements for visits and serves as spokesman as required on matters within technical expertise. In coordination with the PEPFAR Country Coordinator, serves as control officer for site visits to care and support program activities by agency and inter-agency PEPFAR officials.

Monitors and reviews the results achieved by 15-18 care and support contractors and partners.

Prior experience: A minimum of 5 years of progressively responsible work experience in a public health setting, including experience in HIV treatment, care and support is required.

Knowledge: Comprehensive knowledge and experience in HIV/AIDS issues, including care and support, opportunistic infections, counselling and interventions, testing, and treatment is required. An in-depth knowledge of the range of care and support programs, policies, regulations and precedents applicable to development and administration of national/international public health programs is required. Detailed knowledge of the host government health care system and structures, including familiarity with MOHSW policies, program priorities and regulations is required. In-depth specialist knowledge of U.S. government HIV/AIDS public health programs and strategies, methods, processes and techniques used to plan, develop, implement and evaluate results of care and support programs is required. Good working knowledge of team management techniques to plan, organize and direct multi-disciplinary project teams and activities is required. Good working knowledge of overall administrative requirements, budgeting and fiscal management in support of contracts/cooperative agreements/grants/purchase requisitions is required.

Skills and Abilities: Excellent oral and written communications skills to develop and maintain effective, sustainable working relationships with national and international health partners are required. The ability to lead results-driven project teams and workgroups is required. Ability to analyze, understand and discuss new program design, management and implementation approaches is required. This includes the development of evaluation designs, use of reliable and valid instruments, and methods for data collection, analysis and reports. The incumbent will be expected to exercise considerable ingenuity and tact in applying guidelines to unique and different settings, as the work is highly complex and can be threatening to stakeholders. The United States Peace Corps is seeking an individual for the position of Chief Accountant.

BASIC FUNCTIONS OF THE POSITION:

The Chief Accountant serves as Deputy Administrative Officer. As such, the Incumbent is prepared to assume responsibility for directing all operations of the Administrative Unit. The Incumbent assumes the full range of duties and responsibilities of the AO in his/her absence, exercising delegated authority. The Incumbent is the principal FSN financial advisor on all aspects of the post’s administrative operations. As Chief Accountant, the Incumbent is responsible for providing advice to the post, vendors and others within the US Mission on all financial aspects of PC operations and program/project activities.

MAJOR DUTIES AND RESPONSIBILITIES:

a. Finance Team Lead

Serve as the Chief Accountant and de-facto Administrative Officer, and, in the AO’s absence, as the principal advisor to Post Management on all aspects of financial management—including budgeting, accounting, disbursement and collection of funds, cash management, financial analyses and reviews, internal control, and financial reporting. Ensure integrity and accuracy of financial operations; compliance with prescribed fiscal policies, regulations and procedures as well as systems of internal controls; and maintenance of professional standards in the performance of administration functions. Provide substantive advice and assistance to the AO and post management on matters relating to interpretation and applicability of PC fiscal policies and procedures on administrative operations and program implementation. These responsibilities cover all the funds available to post from all sources currently approximately $3.0 Million. Serve as the Acting AO whenever the AO is away on leave or official travel and independently perform the full range of AO duties and responsibilities included in the delegation of authority at that time

b. Financial Management

Ensure that payments are made to volunteers, trainees, staff and external vendors in a timely manner and are compliant with agency policy including proper documentation of but not limited to bona fide need and competition. Maintain complete vendor files and historical payments records in a manner that is compliant with agency regulation and USG regulations on record retention and destruction. Serve as the post billing officer following post level and agency level policies on collections and accounts receivable. Be the primary relationship owner for all banking activities and ensure that all bank account are reconciled on a monthly basis. Manage the post’s centrally billed credit card program. On behalf of the AO prepare short term and long term contracts for staff and vendors ensuring that these contracts are properly documented and compliant with USG, GOT and agency policy.

c. Periodic Reviews

Direct the financial reviews and analyses conducted by the Administrative staff—providing guidance on the appropriate methodology for such reviews/analyses and reviewing the related review/analytical reports. Provide advice and support to Post management, volunteers, trainees, as appropriate on financial requirements of project design and implementation, adequacy of project budgets and total estimated costs. Participate in the Post IPBS annual discussions and periodic strategic reviews with post management to provide input on the plans implications on the post’s control and funding environment.

d. Control Environment

On behalf of the AO, oversee the annual AMCS review process and ensure corrective actions, if required, are taken in a timely manner. On behalf of the AO review and incorporate Inspector General recommendations to other posts and PC HQ policy changes into posts standard operating procedures. In connection with periodic IG audits of post, the Chief Accountant will be responsible for coordinating/preparing post response to audit recommendations, identifying and recommending corrective actions to audit findings, and negotiating closure of outstanding audit recommendations.

e. Operating Plan

Manage the finance team of the post’s administrative unit. Implement the Agency’s accounting systems and procedures with respect to availability and application of funds for operating and program purposes. On behalf of the AO, oversee the preparation of the Operating Plan budget for the Post’s annual budget submission and the process for ensuring that (1) approved operating/program budgets are executed in accordance with Agency policy and required accounting practice; (2) obligations and disbursements do not exceed available funds, are in compliance with requisite authorization, and meet legitimate post needs; and (3) required financial reports are accurate and submitted in a timely manner.

f. In House finance expert

Advise post staff of PC fiscal requirements, financial management policies and procedures and best practices—including the financial implications of varying methods of implementation, financing and disbursement mechanisms, host country contracting requirements, host country contributions, and audit requirements. Provide guidance and formal orientation to American and Tanzanian employees on a periodic basis concerning agency and post level business procedures.

g. Staff Dev responsibilities

Take the lead, on behalf of the AO, in addressing a wide range of personnel and staff development issues, including the identification of individual training needs and mechanisms and programs available to satisfy these needs. Undertake other special tasks, as assigned by the AO and/or Post management. Be occasional money handler. Travel within Tanzania and internationally as business needs require.

Education: Bachelor’s degree in Accounting, Finance or Business Administration required.

Prior experience: Six to eight years of progressively responsible experience in professional accounting or auditing required. At least three years at a senior or responsible position as accountant or auditor in a public or private organization required.

Language proficiency: Level 4 (fluent) in English and Kiswahili (writing, reading and speaking) is required.

Knowledge: Thorough knowledge of generally accepted accounting and management reporting and analysis. General knowledge of Peace Corps business—its goals and objectives. Familiarity with Tanzanian business practices and commercial accounting systems.

Skills and Abilities: Sound supervisory and managerial skills. Good analytical skills coupled with sound practical sense. Excellent interpersonal skills to enable the Incumbent to interact effectively with senior officials within PC and the private sector. Must have excellent writing skills and be able to make formal presentations to post staff at all levels.
