The ruling party NRM Secretary General Kasule Lumumba and her deputy Richard Todwong are currently engrossed in a bitter feud over who should be sent to China capital Beijing for a capacity-building workshop.
The China Communists Party wrote to NRM secretariat on May 18 to nominate 20 young leaders for the workshop.
NRM deputy Secretary General, Richard Todwong drew the list of those who will attend the Youth Conference due on the 3rd-13th June 2016 in Beijing, wholly sponsored and financed by the Chinese government.
Okot Boniface Henry will lead the team that has been bickering over “empty” secretariat coffers after the party Secretary General reportedly drained them during campaigns.
Clashes
According to inside information, Todwong filled the list of 20 youth with his own staff members, something that enraged Lumumba.
Most of the people on the list are not youth leaders, said a source within the secretariat.
“Most of them are relatives of Todwong.”
For example, Okot Boniface, the team leader, Alice Kobusinge, Stephen Odongo and Augustine Otuko are all Todwong’s staff.
Only Gadaffi Nassur and Ann Luyondo are the names outside Todwong’s staff that made it to the list.
Lumumba storms Chinese embassy
After perusing the list, Lumumba stormed the Chinese embassy and told the ambassador to remove the name of Robert Rutaro.
After elections, Rutaro led a crusade that saw secretariat staff petition the party chairman president Yoweri Museveni to get rid of Lumumba.
The secretariat staff sought Lumumba’s impeachment after missing salaries for months, among other grievances.
Rutaro speaks
Rutaro who had already prepared for the trip was on Monday morning called by the Chinese Embassy to go and pick up his visa.
On reaching the embassy around 11am, he met Lumumba driving out of the embassy.
“On reaching the counter to collect my visa, I was informed that my Secretary General left orders that my name should be put off the list of 20 man delegation, emphasising that she is not comfortable with my name on that list.”
She replaced him with a one Meddie Mulumba.
“The changes only affected me. The trip is on 2nd June 2016.”
Rutaro wondered by Lumumba did not inform him of her decision early enough so he that he would waste his time and fuel running around.
“The secretary general’s directive was communicated to the visa counter by none other than the Chinese Ambassador himself with instructions to cancel and withdraw my visa, after holding lengthy discussion with my SG which lasted over two hours. So I was turned away with the bad news, assured that I will not travel on that delegation as per the directive of my Powerful SG,” Rutaro cried out.
Youth bitter, want Todwong to resign
NRM youths themselves have expressed dissatisfaction after Todwong left out Morris Muhindo.
The youth called for the immediate resignation of Todwong for allegedly involving himself in youth issues.
“He was supposed to give this assignment to the youth office who would choose amongst themselves who would go for the workshop in China but not putting his personal assistant and girlfriends,” a bitter youth said.
