Take also into account that it can be a government formed by many parties (like in UK currently) and in this case they have to agree on their priorities which may not be 100% of their manifestos. I think we need to learn from what is happening in the USA, Obama and his party have got ideas which need to be endorses in the house of representatives and senate before implementation. in most cases they are adjusted to suit country needs.
