How former principal secretary Rugarabamu remembers Kawawa

Eighty-seven-year-old Gerald Rugarabamu, former permanent secretary in the ministries of Agriculture and Finance, says he was deeply saddened and shocked by the news that veteran politician and former prime minister Rashid Mfaume Kawawa had died.

He had heard on the radio on Wednesday that Mzee Kawawa had been admitted to Muhimbili National Hospital for medical check-up, but it never occurred to him that Kawawa would die anytime soon.

“It was a shock to me, really,” he says in soberness.

He says he first came into physical contact with Kawawa in 1962 after a white man named Forbes, who was then permanent secretary in the Ministry of Agriculture, went to see him in Kagera where he worked as general manager of the Bukoba Co-operative Union and told him that he wanted to leave the country but didn’t want to leave the ministry to people who didn’t know agriculture, and requested him to go back to the civil service.

Forbes wanted Rugarabamu to become the principal secretary, but when he was about to start work Prime Minister Kawawa rejected him, saying he had left the government and there was no reason to recall him.

“So, I was made director of agriculture in the ministry but President Nyerere called me shortly afterwards and told me I had looked after the cooperative money very well and appointed me as deputy secretary to the Treasury and I was subsequently sent to the Treasury in Nigeria and Bank of England to learn how they were doing it in their countries," he recalls.

When he came back, Rugarabamu was surprised to learn that his post had been given to somebody else, so he decided to complain to President Nyerere who immediately decided to return him to the Ministry of Agriculture, Forest and Wildlife as principal secretary.

“So, I worked under Kawawa when he was prime minister but I was reporting directly to President Nyerere,” he recalls.

He didn’t hear again from Kawawa until a few years later when he had left the government and the ruling party, Chama Cha Mapinduzi, adopted the Arusha Declaration and subsequently embarked on an exercise to dispatch people to newly formed Ujamaa villages.

Cadres of the party went to Rugarabamu, asking to lend them his trucks for transporting people to the newly-formed villages.

According to Rugarabamu, people were forced to commute by lorries without prior notice and taken to places which were mostly not fertile and basic social services were lacking.

“Some people were taken to dangerously remote areas and, in most cases, they were attacked and mauled by lions. I instructed my drivers to immediately stop taking part in the exercise because I didn’t like it,” recalls the senior citizen.

When cases of people losing lives were reported to the government, Rugarabamu says then Prime Minister Rashidi Mfaume Kawawa said the exercise was like a battle and that some people had to lose life for the benefit of others.

“So, he was in the forefront of such campaigns, and I think that was the reason people decided to name him ‘Simba wa Vita’”

Besides being prime minister and undoubtedly one of the key people in the struggle for independence, there are tales which have been doing the rounds for ages about the deceased politician.

One of them had it that Kawawa accompanied President Nyerere to London in 1960s. At one of the meetings they attended in London, Kawawa left his cup turned upside on the saucer and more tea was therefore continuously poured into the cup.

Nyerere, who apparently sat a bit far from him, shouted in Kiswahili to Kawawa: “Kawawa, funika kikombe” (literally meaning Kawawa turn over your cup).

But Rugarabamu says it was difficult to attest whether such tales were true or not because a lot of things were said about Kawawa.

“I don’t know any of these, but what I know is that he was always docile to Nyerere’s orders and almost opposed nothing. This makes me wonder if he ever advised him on anything,” he says.

Born in 1922 in Songea district where his father is believed to have been an elephant hunter, Kawawa was also considered one of the controversial newsmaker of that time.

Lucas Lukumbo, a veteran journalist, says he was posted to work as a Liwale District bureau chief for the now-defunct Tanzania News Agency (SHIHATA) in the 1970s.

Kawawa had temporarily settled in Liwale District after his retirement as prime minister, according to Lukumbo, adding that the news agency had to post a journalist they knew would “cautiously deal with Kawawa.”

“Many journalists would reject serving in that position because it was easy to get fired. If you wrote something he didn’t like he would call you to his office and fire you. Even if you had properly quoted him, he would say that, as a professional journalist, you needed to know what to write and what not to write,” says Lukumbo.

Regarding the tea tale, Lukumbo suspects that may have been caused by his joking relationships he had developed with different people across the country.

“Remember that he was once an actor, so that made him like jokes. I suspect such tales came about because of that,” he says.

Leo mkienda nje hakuna mwenye hamu ya kuwasikiliza kwani hotuba zenu zimejaa u-ombaomba na mnajisifia kwa hilo.

Sanasana na suti zenu na khanga zenu, mtapandishwa kwenye bembea mchezee kama watoto.

JANA tulipokuwa katika siku ya mwisho ya mwaka 2009 na tukijiandaa kuingia mwaka mpya wa 2010, tulipatwa na habari za msiba wa kiongozi mwanzilishi wa taifa letu, Simba wa Vita Mzee Rashidi Mfaume Kawawa.

Kwa Mtanzania yeyote kifo hiki ni pigo kubwa sana, lakini pia ni fursa ya kukumbuka vyema historia ya Tanganyika na Tanzania. Ni fursa ya kuona Watanzania waliojitoa kuona kuwa kunakuwa na taifa kutoka miongoni mwa nchi iliyokuwa ni mkusanyo tu wa makabila zaidi ya 120.

Watu waliojitoa bila kuwa na uzoefu wowote wa si tu kuongoza serikali bali muhimu zaidi uzoefu wa kukusanya makabila, dini na wasio na dini na kuunda taifa moja imara na la kujivunia linaloitwa Tanzania.

Mzee Kawawa ni mmoja wa watu hawa waliorithi kutoka kwa mkoloni Mwingireza nchi iliyokuwa na wakazi takribani milioni 8, isiyo na chuo kikuu hata kimoja, yenye madaktari wawili tu na isiyo na mfumo kabisa. Uhai wa mzee Kawawa, kuwepo kwake na kupumua kulitupa ahueni kuwa tunapo pa kukimbilia na kujifunza kama lolote lingetokea.

Mzee Kawawa ni mfano wa kuigwa kuhusu maana halisi ya utumishi wa umma. Alikuwa jemedari wa kutegemewa katika utekelezaji wa dira na ajenda za kujenga taifa bila kujali maumivu yake kisiasa.

Sisi vijana tuliozaliwa miaka ya sabini mwishoni mpaka themanini hatukuona kwa jicho la kuelewa kipindi kigumu cha ujenzi wa taifa na ujenzi wa ujamaa nchini. Hata hivyo tulikuwa tukisikia wakubwa wakizungumza na kumlaumu sana Mzee Kawawa kutokana na utekelezaji wa sera mbalimbali kana kwamba zilikuwa ni zake na sio maamuzi ya vikao vya TANU na serikali iliyokuwa inaongozwa na chama hicho.

Tukiwa masomoni tumejifunza kuwa yeye ndiye alikuwa mtekelezaji mkuu wa maamuzi magumu chini ya Mwalimu Nyerere. Katika kutekeleza huku, alibeba lawama za kisiasa, hakujali. Hakutikisika.

Muhimu zaidi alimkinga Mwalimu Nyerere kwa yeye kubeba lawama zote za utekelezaji wa maamuzi yote ya chama. Aliweka taifa mbele ya maslahi yake ya kisiasa. Simba wa Vita alichukulia uongozi katika mantiki ya utumishi haswa na sio katika mantiki ya sasa ya uheshimiwa. Hili ni jambo kubwa la kujifunza.

Maisha ya Mzee Kawawa kisiasa na kiuongozi yanawakilisha taathira ya Utanzania kwa maana ya utu na usawa bila ya kutumia madaraka yake kujikweza kitabaka. Watoto wa Mzee Kawawa wamesoma katika shule ambazo watoto wa Watanzania wengine wamesoma.

Mimi binafsi nimesoma na binti yake anayeitwa Zainab na tulikuwa naye katika harakati za wanafunzi pale Mlimani kama mwanafunzi mwingine yeyote. Hii iliwezekana tu kwa sababu waasisi hawa wa taifa walihakikisha kuwa shule za umma ni bora kuweza kuelimisha Watanzania.

Hivi sasa hali ni tofauti kwani viongozi tunashindana aina za shule ambazo watoto wetu wanasoma. Hii ni kwa sababu tumedidimiza shule za umma, na kwa kuwa hazituumi ni rahisi sana kuzipuuza.

Sera za kiliberali zimefanya elimu kuwa bidhaa inayouzwa katika soko. Wasisi wa taifa hawakutaka hili kwani kama wangekuwa na fikra hizi toka mwanzoni mwa uhuru, watoto wengi wa masikini ambao ndio viongozi wetu leo wasingepata elimu.

Utekelezaji wa Azimio la Arusha ambalo lilitekelezwa kwa ujasiri mkubwa na Mzee Kawawa ulifungua fursa kwa watoto wote wa Tanzania bila kujali hali za wazazi wao kupata elimu na huduma nyingine za jamii. Hali ni tofauti kabisa katika nchi nyingine za Kiafrika ambapo mwenye mali ndio anapata huduma bora.

Kifo cha Mzee Kawawa ni fursa. Ni fursa ya kutafakari na kujadiliana kuhusu misingi na dira ya taifa letu kama ambavyo walifikiri na kuijenga wakati walipokuwa wakipigania uhuru na hata baada ya kupata uhuru.

Ni jukumu la vijana wa sasa kuona kuwa wazee hawa waasisi ambao ndio wanakwisha hivyo na kutangulia mbele ya haki, walifanya wajibu wao - kuleta uhuru na kujenga taifa. Vijana tunapaswa kuhakikisha kuwa tunahodhi jukumu la kuirejesha, kuilinda na kuienzi misingi ya taifa ya Umoja, Utu na Uzalendo kwa taifa.

Historia inatuambia kitu kimoja kuhusu Mzee Rashidi Mfaume Kawawa. Kwamba, Kama Mwalimu Nyerere alikuwa wino ulioandika Tanzania, Mzee Kawawa alikuwa kalamu.

ASKOFU Mkuu wa Kanisa Katoliki Jimbo Kuu la Dar es Salaam Mwadhama Polycarp Kardinali Pengo, amewataka viongozi wa siasa nchini kumuenzi hayati Rashid Kawawa kwa kuweza kutenganisha masuala ya dini na Siasa.

Pengo alitoa kauli hiyo katika ibada ya mkesha wa mwaka mpya iliyofanyika kwenye kanisa la Mtakatifu Joseph jijini Dar es Salaam.

Akihubiri katika ibada hiyo Askofu Pengo alisema tangu amfahamu Kawawa, hajawahi kumshuhudia akichanganya dini na siasa.

"Kawawa alikuwa mpigania uhuru na mwasisi wa CCM na tangu mwanzo amebaki na msimamo huo na hakubailika hadi anapofariki leo. Tunamshukuru Mwenyenzi Mungu aliyetupa Mzee huyu," alisema Pengo na kuongeza:


"Nawaomba viongozi wa siasa waliopo sasa na watakaokuja wajue maadui watatu wa amani ni uroho wa mali, udini na ukabila, lakini adui mbaya kuliko wote ni dini."


Kardinali Pengo alisema Mungu anaweza kusamehe dhambi zote lakini, kuwarubuni watu kwa kupitia dini kwa ajili ya madaraka ni kitu kibaya mno.


Alisema Kawawa alikuwa miongoni mwa viongozi wachache walioweza kumudu kuitenganisha dini na siasa hivyo kuwa mfano kwa viongozi wengine wa serikali
jambo hilo mbacho kichokuwa kibaya ni kiongozi aliyeweza aliyefanya vizuri katika kuitenganisha siasa na dini.

Ingawa Kardinali Pengo hakutaka kuwa wazi, kauli hiyo inaashiria alikuwa anaponda kitendo cha baadhi ya viongozi wa kisiasa kuingilia mambo ya dini ikiwamo kubeza nyaraka na mijadala ya OIC bungeni.


Hata hivyo Mtazamo huo wa Pengo umethibitisha pia kuwa wapo wanasiasa kadhaa akiwamo mbunge wa Singida Kaskazini Lazaro Nyarandu wameonekana kuaga mfano huo wa Kawawa pale wanapojitokeza hadharani kupinga bunge kuendeleza mijadala hiyo.


Nyarandu tayari amewasilisha hoja binafsi kupinga bunge kufanya mijadala ya dini bungeni akieeleza kuwa historia imeonyesha bunge na siasa havichangamani.


"Katika machafuko ya nchi yoyote ile dunia ukiingia kwa udini utakuta kuna tatizo la siasa kuchanganywa na dini," alisema Nyarandu alipokuwa akizungumzia nia yake ya kuwasilisha hoja hiyo katika bunge la 16 Julai mwaka jana.
