Friday, you have raised a very very good point; also I have been asking myself these guys brought nothing in Tanzania but they are called investors and they have shares. We Tanzanians also have guaranteed even the loans which are given to the company. Our money, our railways; JUST their minds; and they have taken shares in the Corporation. We are sick; and if that is true, our government has acted irresponsible to this issue. Please FridaY please let us know, what is the real story!

Hii ilikuwa part ya mkataba wa awali na haikuhitaji kuwa na tender nyingine. Na ilikuwa ni moja ya sababu za negotiations kuchukua muda mrefu sana. Na si hio tuu ya kuleta engines zilizokuwa refurbished, part ya mkataba ni pamoja na kurekebisha reli mbovu, kuleta mabehewa mengine, kubadilisha mfumo wakuliongoza shirika na kwa kifupi kuifanya iwe better kuliko ilivyo kuwa na kuna time limit ya hayo yote kufanyika, its to early kuwa judge rites kama wako on track au la, kwani hawa hii ya reli ni fani yao hata huko india si kama richmond.

Kuhusu kuleta engines na mabehewa ya zamani (refurbished), wamejieleza vizuri na kusema kuwa ya ama tuanze na haya na huduma zipatikane haraka iwekanavyo na tusijitie hasara ya kutengenezesha mabehewa mapya kwani reli yetu ni out of international standards, ya ama tungoje engines na mabehewa mapya ambayo yanachukua muda na ni ghali zaidi na itabidi yaweze kufanywa kwa kufata size ya reli yetu ambayo ni nyembamba na inabidi ipanuliwe. Ikisha panuliwa ina maana haya mabehewa aidha yafanyiwe modifications au yaletwe mapya yatayolingana na reli itayopanuliwa. Nafikiri itapopanuliwa ndio itakuwa vema kuwe na engines na mabehewa mapya.

Hapo ilikuwa ni kuchagua mkuki upi ukochome. Na I think technically wana hoja nzuri, financially cum economically sina uhakika lakini naona it makes sense, ukichukulia kuwa mabehewa mapya yatachukua time na itabidi u-ya-scrape utapopanua reli. Sijui nimeeleweka?

Hi Dar Es Salaam, you are going too far. An investor comes with the money or locomotives or those rails! Who is paying for that lease of locomotives? Why the government of Tanzania have guaranteed these guys for the loans (huge loans) for the payment of the bills? Can this rite group tell us what they put as collateral to get equity? Hapa tunauliza je hawa Rites kama investors wamecontribute nini katika capital; naona sisi tunalipa kila kitu, hata mikopo tumeweka rehani sisi!

TRL wajipanga kugoma nchi nzima kudai mishahara mipya

Wafanyakazi wa Shirika la Reli Tanzania (TRL), wanatarajia kugoma nchi nzima ili kumshinikiza mwajiri wao kuwalipa nyongeza ya mshahara mpya uliotangazwa na serikali.

Mgomo huo umepangwa kuitishwa baada ya utaratibu wa wafanyakazi wa mikoani kupiga kura za siri kukubali kugoma au kukataa.

Kwa upande wa wafanyakazi wa TRL makao makuu jijini Dar es Salaam, jana waliunga mkono mgomo huo baada ya wafanyakazi 483 kupiga kura.

Matokeo ya kura hizo ni kwamba wafanyakazi 481 walikubali kufanyika kwa mgomo huo wakati kura moja ilikataa na nyingine moja iliharibika.

Wafanyakazi hao wanataka nyongeza ya kima cha chini cha mshahara cha angalau Sh. 200,000 kwa mwezi tofauti na wanacholipwa hivi sasa cha wastani wa Sh.100,000
Kwa mujibu wa sheria za kazi kuhusu migomo, wafanyakazi watapiga kura na ikiwa theluthi mbili ya wafanyakazi wataafiki kufanyika kwa mgomo basi mgomo huo utakuwa halali.

Katibu Mkuu wa Chama cha Wafanyakazi wa Reli Nchini (TRAWU), Bw. Sylvester Rwegasira alisemahatua ya kwanza ilikuwa kumwomba mwajiri nyongeza kama ilivyotangazwa na serikali.

Alisema baada ya mazungumzo na mwajiri hakuafiki kuongeza kiwango hicho na badala yake aliongeza asilimia 15 tu ya mshahara.

Alisema baada ya kushindwa kuelewana na mwajiri wao walikwenda katika Baraza la Usuluhishi kama Sheria ya Kazi inavyoelekeza.

Alisema Baraza la Usuluhishi baada ya kukutanishwa viongozi wa vyama vya wafanyakazi na mwajiri imeshindikana kufikia makubaliano.

``Baada ya baraza la usuluhishi kushindwa kupata suluhu alitupa hati inayoonyesha kuwa ameshindwa kutusuluhisha hivyo sheria inatutaka baada ya hatua hiyo kwenda mahakamani ama kugoma, sisi tumechagua kugoma,`` alisema.

Alisema baada ya zoezi la upigaji kura kukamilika katika mikoa yote ambako kuna matawi ya TRL na wafanyakazi wote wakaafiki kugoma watafanya hivyo.

Alisema kabla ya kugoma, wafanyakazi hao watampa mwajiri muda wa saa 48 ili kama anaweza kutekeleza madai yao vinginevyo watatangaza mgomo nchi nzima.

Alisema wakati hayo yakiendelea, mwajiri aliiandikia serikali kuomba asamehewe kulipa mishahara hiyo lakini Serikali ilikataa.

``Ndugu wafanyakazi wenzangu tunatakiwa kuwa na mshikamano katika kipindi hiki, ukitaka kufika peponi ni lazima kwanza ufe,`` alisema.

Aliongeza`` ni lazima tushikamane ili kuhakikisha kuwa haki inapatikana.``

Baadhi ya wafanyakazi waliozungumza kabla ya zoezi hilo, walisema inasikitisha kuona kuwa wakati kampuni hiyo imeongeza gharama za usafirishaji wa mizigo na abiria lakini inashindwa kulipa mishahara mipya kama ilivyoelekezwa na serikali.

Alisema inasikitisha kuona wafanyakazi wenye asili ya kiasia wanalipwa mishahara minono kwa kazi zilezile zinazofanywa na wafanyakazi wa kawaida.

``Wakati dereva mwenye asili ya kiasia analipwa Sh. milioni tatu kwa mwezi, uongozi umeshindwa kutulipa sh. laki mbili kwa mwezi,`` alisema.

Mgomo huo ukiachwa uendelee utaathiri zaidi sekta ya usafirishaji hasa kwa wananchi wa mikoa ya Kaskazini kwa kuwa ndiyo usafiri pekee wa uhakika unaotegemewa zaidi na wananchi hao.

Aidha, mgomo huo utaziathiri zaidi nchi za Jamhuri ya Kidemokrasia ya Kongo, Burundi na Rwanda ambazo zinategemea zaidi njia hiyo kwa kusafirisha mizigo.

Uganda ambayo ilikuwa ikisafirisha mizigo yake kupitia bandari ya Mombasa nchini Kenya ilisitisha kutokana na vurugu inayoendelea nchini humo na hivi karibuni imeanza kutumia bandari ya Dar es Salaam jambo linaloweza kuwa pigo ikiwa mgomo huo utaachwa ufanyike.

Wakati huo huo TRL, imeingiza injini tisa za kukodi zilizotengenezwa miaka 10 iliyopita kutoka nchini India ili kuboresha usafiri wa reli nchini.

Mkurugenzi Mtendaji wa shirika hilo, Bw. Jayaram Rarasimhaswami, alisema injini hizo zitasaidia kuongeza huduma na kukuza usafiri wa treni.

Alisema kila mwaka, shirika litakuwa linailipa kampuni ya Rites ya nchini India dola milioni sita za Kimarekani pamoja na matengenezo iwapo zitaharibika na ununuzi wa spea.

Aidha, Bw. Rarasimhaswami, alisema kuwa, injini nyingine tano ambazo zilitakiwa kuwasili jana, zimekwama katika bandari ya Shadya, Falme za Kiarabu kutokana na kukosa usafiri.

Alisema injini hizo zitaongeza huduma ya usafiri kutoka asimilia 30 hadi kufikia ongezeko la tani 15,000 za mizigo.

Alisema vichwa vingine 10 vyenye uwezo wa kubeba mabehewa mengi, vinatarajiwa kuingia nchini baada ya miaka miwili ili kutoa nafasi ya kutangaza zabuni kwa kampuni zitakazotengeza vichwa vinavyoendana na reli za hapa nchini.

Naye Mjumbe wa Bodi wa shirika hilo ambaye pia ni Mbunge wa Tabora Mjini, Bw. Silaju Kaboyonga, alisema shirika hilo lina mpango kazi wa ongezeko la huduma za usafiri ili ziwe nzuri.

Alisema shirika limeagiza mabehewa 23 ya kukodi ambayo yanatarajiwa kufika Machi, mwaka huu ambayo yatasaidia kuongeza safari nyingine kutoka Dar es Salaam kwenda Mwanza na kuzifanya kuwa mbili.

Bw. Kaboyonga alisema kuwa, TRL ilipoingia madarakani ilikuta vitendea kazi kutoka TRC vikiwa vibovu.

Alisema miaka ya nyuma wakati wa TRC, kampuni ilikuwa na uwezo wa kusafirisha mizigo ya tani milioni 1.4 na TRL ilitaka kuongeza lakini badala yake ilipungua na kufikia tani 700,000.

Alisema TRL imepanga kufanyia marekebisho injini zote za zamani ili ziweze kubeba mabehewa na mizigo mingi kwa wakati mmoja.

Aidha, Bw. Kaboyonga alisema dola milioni 77 za Kimarekani zinatarajiwa kutolewa na mashirika mawili kwa ajili ya kutengeneza reli na kununua spea, mabehewa pamoja na vipuri.

SHIRIKA la Reli Tanzania (TRL) jana lilipokea injini tisa mitumba kutoka India ambazo zitakodishwa kwa dola milioni sita (takribani Sh bilioni saba) kwa mwezi.

Sambamba na kuwasili kwa injini hizo zilizokwishatumika kwa miaka 10, mwekezaji katika shirika hilo, Ms Rites ya India imeahidi kuboresha huduma zake, ikiwa ni pamoja na kumaliza ukarabati na kufufua njia mpya baada ya kipindi cha miaka mitatu ijayo.

Akizungumza na waandishi wa habari katika Makao Makuu ya TRL muda mfupi kabla ya kushushwa kwa injini hizo zitakazotumika mahsusi kuvuta mabehewa ya mizigo, Mkurugenzi Mkuu wa Shirika hilo, Narasimhaswami Jayaram alisema kuwa bado wanahitaji injini nyingine 20 kuweza kuboresha huduma hiyo kwa ukamilifu.

Jayaram aliongeza kuwa shirika hilo linatarajia kuanza kubeba mizigo ya hadi tani milioni mbili kwa miaka mitatu ijayo na hivi sasa wana uwezo wa kubeba tani 700,000 tu.

Aliongeza kuwa tatizo hilo linatokana na uchakavu wa reli ambako njia za reli ni za zamani ikilinganishwa na njia zinazotumika katika nchi nyingine. Mmoja kati ya wajumbe wa bodi ya wakurugenzi wa shirika hilo, Siraju Kaboyonga alisema katika kipindi hicho cha miaka mitatu wanatarajia kufufua upya njia ya kwenda Tanga kuweza kumudu mahitaji wa wakazi wa huko.

Railway firm given 2 years to shape up

The government has given Tanzania Railways Limited two years to improve passenger and cargo train services on the crucial Central Line.

The firm, run jointly by the government and India?s Rites Company Ltd, was earlier given until the end of next month to do so or pack up.

Infrastructure Development deputy minister Dr Milton Makongoro Mahanga said in an exclusive interview in Dar es Salaam at the weekend that the government had revised its stance.

He hoped the extension would help the company keep its promise to improve rail transport as indicated in its strategic business plan.

The decision, the minister explained, was based on the fact that it was ``next to impossible`` for the goal to be achieved by the earlier deadline.

He said TRL, which took over the operations of the former State-owned Tanzania Railways Corporation under a 25-year management pact signed last year, needed at least two more years to improve the respective services.

``We (the government) have decided to grant them the extension because we are fully aware of the serious problems the company is facing, including financial constraints,`` noted Dr Mahanga.

The TRL management is currently directing most of its efforts towards the improvement of cargo services.

Officials say these are the firm?s most important potential source of earnings needed to stabilise the generation of funds for the implementation of the service improvement drive.

In an effort to ensure that things run as scheduled, the company has leased nine locomotives from India for the purpose.

They were offloaded at the Dar es Salaam Port yesterday.

TRL managing director Naraslmhaswami Jayaram told reporters who witnessed the offloading of the 10-year-old 88-class locomotives that five more were due in soon.

``In total we expect to have to 25 locomotives from India to help improve our cargo and passenger services. We have accessed them on lease basis from a company in India at an annual fee of $6 million,`` he said.

TRL board member and Tabora Urban legislator Siraju Kaboyonga said they had leased the locomotives instead of buying them because ``leasing of equipment is much cheaper than purchasing them in today`s highly competitive business world``.

``The practice of choice these days is leasing or hiring because it is ultimately less expensive than actually buying whatever equipment one needs. The lessor will usually provide experts and spare parts for the equipment as part of the package,`` he added, when contacted for comment on the issue.

However, he warned that swift improvement of passenger train services was impossible because TRL had too many operational and other constraints to deal with.

He cited shortages of locomotives and wagons as among the most serious ``since those currently operating were inherited from TRC and are dilapidated``.

``That`s why we have been working hard to import as many locomotives as possible and undertake serious repairs on the ones already in our hands. Globally, cargo services are key to the successful operation of rail-transport business,`` observed Kaboyonga, adding that once cargo services improve, passenger services automatically also improve.

He said the newly accessed locomotives are due to be moved to TRL`s central workshops in Morogoro for ``technical examination`` before they go into business in a week?s time.

TRL director have recently admitted that Central Line passenger train services were in bad shape, particularly in terms of water supply and other basic services, blaming the situation mainly on financial constraints.

Kaboyonga said the failure to complete the rehabilitation of 25 locomotives ? ten 73-class ones and another 15 of the 88-class type lay at the heart of the company?s troubles.

He revealed that the firm plans to spend a total of $20m on the rehabilitation of the locomotives.

``Once rehabilitation of these locomotives is completed, TRL will have the capacity to carry more cargo to upcountry stations and neighbouring countries. That will help boost the company`s earnings, enabling it to have sufficient funds for the development work,`` he pointed out.

Data for this month, according to MD Jayaram, show that the line has been handling 34 wagons of cargo per day on average up from 30 wagons for last month.

This was despite a recent 35 per cent rise in freight charges.

``If locomotives now under rehabilitation and repair start operations, profitability will increase appreciably. I am certain that will help us substantially in off-setting losses,`` he said.

He added: ``We will be in a better position financially to embark on more serious improvements on passenger services. As of now, we are without the money we need to invest in such improvement ventures.

The MD said, barring unforeseen hitches, he saw the rehabilitation of the locomotives and the repair of other basic facilities completed in two years` time.

TRL had secured a $44 million loan from the International Finance Corporation and a second one of $33 million from the International Development Agency for the improvement of Central Line facilities and services.

Hi Dar Es Salaam, you are going too far. An investor comes with the money or locomotives or those rails! Who is paying for that lease of locomotives? Why the government of Tanzania have guaranteed these guys for the loans (huge loans) for the payment of the bills? Can this rite group tell us what they put as collateral to get equity? Hapa tunauliza je hawa Rites kama investors wamecontribute nini katika capital; naona sisi tunalipa kila kitu, hata mikopo tumeweka rehani sisi!

Remember bro, TRA was almost dead and besides it still is partially owned by Tanzanians and it still is in Tanzania.

Hii ilikuwa part ya mkataba wa awali na haikuhitaji kuwa na tender nyingine. Na ilikuwa ni moja ya sababu za negotiations kuchukua muda mrefu sana. Na si hio tuu ya kuleta engines zilizokuwa refurbished, part ya mkataba ni pamoja na kurekebisha reli mbovu, kuleta mabehewa mengine, kubadilisha mfumo wakuliongoza shirika na kwa kifupi kuifanya iwe better kuliko ilivyo kuwa na kuna time limit ya hayo yote kufanyika, its to early kuwa judge rites kama wako on track au la, kwani hawa hii ya reli ni fani yao hata huko india si kama richmond.

Kuhusu kuleta engines na mabehewa ya zamani (refurbished), wamejieleza vizuri na kusema kuwa ya ama tuanze na haya na huduma zipatikane haraka iwekanavyo na tusijitie hasara ya kutengenezesha mabehewa mapya kwani reli yetu ni out of international standards, ya ama tungoje engines na mabehewa mapya ambayo yanachukua muda na ni ghali zaidi na itabidi yaweze kufanywa kwa kufata size ya reli yetu ambayo ni nyembamba na inabidi ipanuliwe. Ikisha panuliwa ina maana haya mabehewa aidha yafanyiwe modifications au yaletwe mapya yatayolingana na reli itayopanuliwa. Nafikiri itapopanuliwa ndio itakuwa vema kuwe na engines na mabehewa mapya.

Hapo ilikuwa ni kuchagua mkuki upi ukochome. Na I think technically wana hoja nzuri, financially cum economically sina uhakika lakini naona it makes sense, ukichukulia kuwa mabehewa mapya yatachukua time na itabidi u-ya-scrape utapopanua reli. Sijui nimeeleweka?
