The United States Africa Command (USAFRICOM or AFRICOM) is a new Unified Combatant Command of the United States Department of Defense, to have an area of responsibility covering Africa and to be fully operational by September 2008. AFRICOM is planned to be housed at Kelley Barracks in Stuttgart, Germany temporarily until the command is fully established in late 2008. [1] In June 2007 Ryan Henry, Principal Deputy Under-Secretary of Defence for Policy, said that the latest plans envisage "a distributed command" that would be "networked" across several countries rather than a single combatant command headquarters. [2]

In mid 2006, then Defense Secretary Donald Rumsfeld formed a planning team to advise on requirements for establishing a new Unified Command for the African continent. In early December, he made a recommendation to President Bush, who authorized the new command on the same day Rumsfeld left office. [3] The creation of USAFRICOM was reported in December 2006 by the Mideast edition of Stars and Stripes. According to Chief of Naval Operations Admiral Michael Mullen, President George W. Bush had made the decision on December 15, 2006 to establish the new command. [4] Previous speculation on the new command included a Time magazine August 24, 2006 story claiming General William E. Ward might be appointed as its first commander. However, General Ward told Aviation Week reporters in early January 2007 final approval had not yet been given. [5]

On February 6, 2007, Defense Secretary Robert Gates announced to the Senate Armed Services Committee that President George W. Bush had given authority to create the new African Command. [6] U. S. Navy Rear Admiral Robert Moeller was named as Executive Director, head of the transition team. [7] He arrived at Kelley Barracks on February 26, 2007. [1]

USAFRICOM is to be fully established by 30 September 2008. The command will work initially from facilities in Stuttgart, Germany, but eventually be headquartered on the African continent. General William E. "Kip" Ward was confirmed by the U.S. Senate on September 28 as AFRICOM's first commander. On October 1, 2007 AFRICOM officially stood up when the organization reached its "initial operating capability" (IOC). [8]

The Economist reported in June 2007 that African countries are competing to host the headquarters as it is perceived that it will bring money to the receipent country. [9] The Economist said '...Africans know that the superpower's military investment will bring money and jobs'.

This view is contradicted by reports that Africa is united in rejecting US requests for a military headquarters, and the Pentagon's plan has hit 'a wall of hostility' from African governments. A State Department official was quoted as saying that the US has 'a big image problem down there'. [2] Consequently the 'networked, distributed command' idea mentioned above is now taking shape. [2] Contradictory reports are to be expected, particularly when the story is high-profile; some countries no doubt wish closer relations with the United States than others.

In general, U.S. Unified Combatant Commands have a HQ of their own in one location, subordinate service component HQs, sometimes one or two co-located with the main HQ or sometimes spread widely, and a wide range of operating locations, main bases, forward detachments, etc. USAFRICOM initially appears to be considering something slightly different; spreading the actually COCOM HQ over several locations, rather than having the COCOM HQ in one place and the putative 'U.S. Army Forces, Africa', ' U.S. Air Forces, Africa'(or a Numbered Air Force such as 17th Air Force, as Commander USAFE has speculated? [10]), and 'U.S. Naval Forces, Africa' in one to four separate locations. AFRICOM will not have the traditional J-type staff divisions, instead having outreach, plans and programs, knowledge development, operations and logistics, and resources branches. [11]

Proposed missions
The focus of USAFRICOM's missions will be diplomatic, economic and humanitarian aid, aimed at prevention of conflict, rather than at military intervention, according to Theresa Whelan, Assistant Secretary of Defense for African Affairs. [12] Steven Morrison of the Center for Strategic and International Studies agrees that the new command holds potential well beyond military oversight. Rather, its mission could be defined by an interagency mix, focusing the efforts of intelligence, diplomatic, health and aid experts.

The territory of the command would consist of all of the African continent except for Egypt, as well as islands related to the continent, [13] including the Atlantic Ocean islands of Cape Verde and S・ Tom and Pr・cipe, islands belonging to Equatorial Guinea, and the Indian Ocean islands of Comoros, Madagascar, Mauritius and the Seychelles. It would take over most of Africa, which was under European Command (USEUCOM), have the Horn of Africa and Sudan transferred to it from US Central Command (USCENTCOM), and have the islands of Madagascar and Mauritius assigned to it from Pacific Command (USPACOM). Egypt would remain under the direct responsibility of USCENTCOM as it so closely relates to the Middle East.


Background
The Center for Contemporary Conflict of the United States Navy notes that U.S. policy towards Africa, at least in the medium-term, looks to be largely defined by international terrorism, the increasing importance of African oil to American energy needs, and the dramatic expansion and improvement of Sino-African relations since the turn of the century. [14] Prior to the creation of AFRICOM, three Unified Commands have divided responsibility for U.S. military operations in Africa: USEUCOM, which oversaw most countries on the continent, except those in the Horn of Africa; USCENTCOM, which had responsibility for Egypt, Sudan, Eritrea, Ethiopia, Djibouti, Somalia, Kenya and the Seychelles; and USPACOM, which had responsibility for Madagascar and the Indian Ocean.

Discussion over the need for a new continental command has been ongoing since 2003・004 with the rise of tensions in the oil rich Niger Delta region (see Nigerian Oil Crisis), which supplies a large amount of oil to the United States. Areas of increasing interest to the United States in Africa include the Sahara/Sahel region, [15] over which Joint Task Force Aztec Silence is conducting anti-terrorist operations, the Horn of Africa, where Combined Joint Task Force - Horn of Africa is located in Djibouti, and the Gulf of Guinea, whose oil resources are expected to gain in importance. U.S. oil industry officials emphasize that the U.S. intelligence community has estimated that the United States will buy 25 percent of its oil from Africa by 2015, and a January 2002 report from the African Oil Policy Initiative Group played a role in getting discussions about such a command started within the U.S. national security community, though their specific recommendation was to create a subcommand for the Gulf of Guinea.

The U.S. Congress has approved $500 million for the Trans-Saharan Counterterrorism Initiative (TSCTI) over six years to support countries involved in counterterrorism against alleged threats of Al Qaeda operating in African countries, primarily Algeria, Chad, Mali, Mauritania, Niger, Senegal, Nigeria, and Morocco.[17] This program builds upon the former Pan Sahel Initiative (PSI), which concluded in December 2004[18] and focused on weapon and drug trafficking, as well as counterterrorism. [19] Previous U.S. military activities in sub-Saharan Africa have included Special Forces associated Joint Combined Exchange Training.

As a result of the 2004 global posture review, the Pentagon began implementing a number of Cooperative Security Locations (CSLs) and Forward Operating Sites (FOSs) across the African continent, through USEUCOM. These locations, along with Camp Lemonier in Djibouti, would form the basis of Africa Command facilities on the continent

RALEIGH, N.C. - Since founding Blackwater USA a decade ago, Erik Prince has gone to great lengths to avoid attention, trying to prevent photographers from taking his picture and demanding that his contractors never speak with reporters.

The veil of secrecy was lifted Tuesday as the former Navy Seal was called to Congress to defend his security company against allegations it covered up the killings of Iraqi civilians.

Prince, a 38-year-old native of Holland, Mich., started Blackwater with a few commando buddies from the Navy, using millions of dollars he inherited from his family's auto-parts fortune. For its headquarters, he chose a tiny community called Moyock, on a remote, empty stretch of North Carolina swampland.

A year after leaving the Navy in 1996, he founded Blackwater primarily as a training center for law enforcement, and colleagues speak privately about his well-intentioned eagerness to improve the nation's security.

After the 2001 terrorist attacks, Blackwater expanded to become the largest of the State Department's three private security contractors. Since 2001, it has earned more than $1 billion in federal contracts.


The company first drew public attention in 2004, after four Blackwater contractors were killed while escorting a convoy through the Iraqi city of Fallujah. Photographs of the men's mutilated bodies hanging from a bridge remain an indelible image of the war.

When the House Committee on Oversight and Government Reform investigated that incident earlier this year, Prince sent Blackwater's attorney to represent his company. A few months later, he grew visibly uncomfortable on stage as photographers snapped his photo at a technology conference in suburban Raleigh. Conference officials later asked the photographers not to publish the photos.

When in public, the former Navy Seal often uses his hand to shield his face from cameras. Former and current colleagues demur when asked about him, not willing to betray Prince's loyalty or annoy the secretive leader of the nation's best-known private security company.

"He's trying to run a business and run it professionally under strenuous conditions," said Scott Traudt, operations manager for Cohort International, a Lebanon, N.H.-based competitor. "Realistically, there's ongoing projects by (terrorist groups) to collect data on private contractors.

"I appreciate and understand his efforts to protect his family. The guy needs his privacy."

Prince's family has long-standing ties to the GOP in Michigan, where his sister, Betsy DeVos, once served as chair of the state Republican Party, and her husband, Dick DeVos, unsuccessfully ran for governor in 2006.

Prince, who currently lives outside Washington, himself has given more than $200,000 to Republican causes since 1998.


On Tuesday, Prince sat alone at a long witness table before the House committee, at times turning to consult with an attorney seated behind him during nearly four hours of testimony.

"We strive to perfection," Prince said, noting that 30 contractors have died working for Blackwater. "We drive to the highest standards. But the ... bad guys just have to get lucky once."

U.S. ambassador calls Blackwater shooting horrific, but still feels high regard for guards

BAGHDAD: The U.S. ambassador said Thursday he still held Blackwater USA bodyguards in "high regard," even as he labeled last month's killing of 17 Iraqis by the company's contractors a "horrific" incident that prompted him to call for an FBI investigation.

The Iraq government has demanded Blackwater's expulsion within six months and US$8 million compensation for each of the 17 victims.

Ambassador Ryan Crocker spoke with surprising candor about Blackwater guards, mostly hardened ex-military men in whose hands he puts his life every time he travels Baghdad's dangerous streets.

"Those guys guard my back. And I have to say they do it extremely well. I continue to have high regard for the individuals who work for Blackwater," he said.

Nevertheless, Crocker said, final responsibility for the shooting rested with him - the United States' top representative in the country.

"I'm the ambassador here, so I'm responsible. ... Yes, I certainly do wish I'd had the foresight to see that there were things out there that could be corrected," Crocker said in a question-and-answer session with Western reporters.

The American envoy declined to speak about Blackwater's future as the protection force for U.S. diplomats in Iraq, saying the FBI investigation was not complete.

Blackwater's contract with the State Department expires in May and its future as the main bodyguard service for the U.S. mission was believed in serious jeopardy.

Four Blackwater gun trucks responding to a distress call from another convoy under the company's protection blocked west Baghdad's Nisoor Square on Sept. 16. Blackwater has said its convoy came under fire before the guards opened fire in the square, killing 17 Iraqis.

The Iraqi government investigation of the shooting said Blackwater's men were unprovoked. No witnesses have been found to contradict that finding. Blackwater, however, has sequestered the men involved and their accounts of what happened remain publicly untold.

Crocker also refused to disclose what he had learned about the incident, but said the State Department had taken a "a top to bottom look at the entire operation. You've seen his (Ambassador Patrick Kennedy's) report. There are things that need to be done and we're doing them."

Working from Kennedy's findings, Secretary of State Condoleezza Rice on Tuesday ordered new measures to improve government oversight of bodyguards, including tighter rules of engagement and a board to investigate any future killings.

The steps would also require contractors to undergo training intended to make them more sensitive to Iraqi culture and language.

The changes to rules of engagement would bring the State Department closer to military rules, although the moves will not have much visible effect on the way private guards operate in Baghdad and elsewhere in Iraq.

The State Department will set up panels that include security officials and others to look into each shooting or other use of deadly force by private guards and organize rapid response teams to investigate shooting incidents. The department will also require contractors to have Arabic speakers on hand.

Crocker grew introspective as reporters pressed him on Blackwater.

"I think about those things all the time. When I came here (in March), I started looking at different elements of this operation, and I changed a lot of things. I'm the guy who's responsible so I certainly wish I'd had the foresight or the insight to say 'We've got to get on this one (security contractors) right away.'

"Being as honest and frank with myself as I can," he said, he didn't believe he would have seen the security contractor issue "a disaster waiting to happen."

"And, indeed, I don't even make that connection that this was an accident waiting to happen.

"Something bad did happen and what we've got to do now, sobered by that, is then look at the whole thing and that's what we've done."

The United States' failure, so far, to charge or try security guards who have committed potentially criminal offenses hinges on Decree 17 issued by L. Paul Bremer, the man who ran the American occupation government.

The decree, giving foreign security guards immunity, was issued by him just before he handed sovereignty to an Iraqi interim government in June 2004.

Iraqi Prime Minister Nouri al-Maliki has said his Cabinet is drafting legislation that would overturn Decree 17 and force the State Department to replace Blackwater with another security company.

Crocker said he was unaware al-Maliki had taken that step.

"Decree 17 hasn't been discussed with us," he said, referring to a bilateral committee of U.S. and Iraqi officials that is handling the fallout from the Sept. 16 shooting.

BAGHDAD (AP) - The Iraqi government said Monday that it was revoking the license of an American security firm accused of involvement in the deaths of eight civilians in a firefight that followed a car bomb explosion near a State Department motorcade.

The Interior Ministry said it would prosecute any foreign contractors found to have used excessive force in the Sunday shooting. It was latest accusation against the U.S.-contracted firms that operate with little or no supervision and are widely disliked by Iraqis who resent their speeding motorcades and forceful behavior.

Interior Ministry spokesman Abdul-Karim Khalaf said eight civilians were killed and 13 were wounded when contractors believed to be working for Blackwater USA opened fire in a predominantly Sunni neighborhood of western Baghdad.

``We have canceled the license of Blackwater and prevented them from working all over Iraqi territory. We will also refer those involved to Iraqi judicial authorities,'' Khalaf said.

The spokesman said witness reports pointed to Blackwater involvement but said the shooting was still under investigation. It was not immediately clear if the measure against Blackwater was intended to be temporary or permanent.

Blackwater, based in Moyock, N.C., provides security for many U.S. civilian operations in the country.

Phone messages left early Monday at the company's office in North Carolina and with a spokeswoman were not immediately returned.

The U.S. Embassy said a State Department motorcade came under small-arms fire that disabled one of the vehicles, which had to be towed from the scene near Nisoor Square in the Mansour district.

``There was a convoy of State Department personnel and a car bomb went off in proximity to them and there was an exchange of fire as the personnel were returning to the International Zone,'' embassy spokesman Johann Schmonsees said, referring to the heavily fortified U.S.-protected area in central Baghdad also known as the Green Zone.

Officials provided no information about Iraqi casualties but said no State Department personnel were wounded or killed.

The embassy also refused to answer any questions on Blackwater's status or legal issues, saying it was seeking clarification on the issue as part of the investigation, which was being carried out by the State Department's diplomatic security service and law enforcement officials working with the Iraqi government and the U.S. military.

Prime Minister Nouri al-Maliki late Sunday condemned the shooting by a ``foreign security company'' and called it a ``crime.''

The decision to pull the license was likely to face a challenge, as it would be a major blow to a company that was at the forefront of one of the main turning points in the war.

The 2004 battle of Fallujah - an unsuccessful military assault in which an estimated 27 U.S. Marines were killed, along with an unknown number of civilians - was retaliation for the killing, maiming and burning of four Blackwater guards in that city by a mob of insurgents.

Tens of thousands of foreign private security contractors work in Iraq - some with automatic weapons, body armor, helicopters and bulletproof vehicles - to provide protection for Westerners and dignitaries in Iraq as the country has plummeted toward anarchy and civil war.

Monday's action against Blackwater was likely to give the unpopular government a boost, given Iraqis' dislike of the contractors.

Many of the contractors have been accused of indiscriminately firing at American and Iraqi troops, and of shooting to death an unknown number of Iraqi citizens who got too close to their heavily armed convoys, but none has faced charges or prosecution.

``There have been so many innocent people they've killed over there, and they just keep doing it,'' said Katy Helvenston, the mother of late Blackwater contractor Steve Helvenston, who died in 2004 during the ambush in Fallujah. ``They have just a callous disregard for life.''

Helvenston is now part of a lawsuit that accuses Blackwater of cutting corners that ultimately led to the death of her son and three others.

The question of whether they could face prosecution is legally murky. Unlike soldiers, the contrators are not bound by the Uniform Code of Military Justice. Under a special provision secured by American-occupying forces, they are exempt from prosecution by Iraqis for crimes committed there.

Khalaf, however, denied that the exemption applied to private security companies.

Iraqi police said the contractors were in a convoy of six sport utility vehicles and left after the shooting.

``We saw a convoy of SUVs passing in the street nearby. One minute later, we heard the sound of a bomb explosion followed by gunfire that lasted for 20 minutes between gunmen and the convoy people who were foreigners and dressed in civilian clothes. Everybody in the street started to flee immediately,'' said Hussein Abdul-Abbas, who owns a mobile phone store in the area.

The wartime numbers of private guards are unprecedented - as are their duties, many of which have traditionally been done by soldiers. They protect U.S. military operations and diplomats and have guarded high-ranking officials including Gen. David Petraeus, the top U.S. commander in Baghdad.

They also protect journalists, visiting foreign officials and thousands of construction projects.

Blackwater has an estimated 1,000 employees in Iraq, and at least $800 million in government contracts. It is one of the most high-profile security firms in Iraq, with its fleet of ``Little Bird'' helicopters and armed door gunners swarming Baghdad and beyond.

The secretive company, run by a former Navy SEAL, is based at a massive, swampland complex. Until the Sept. 11, 2001 terror attacks, it had few security contracts.

Since then, Blackwater profits have soared. And it has become the focus of numerous controversies in Iraq, including the May 30 shooting death of an Iraqi deemed to be driving too close to a Blackwater security detail.

In violence Monday, a suicide bomber detonated his explosives-laden car near a busy market in Baghdad, killing three people and wounding 10 in an attack that apparently targeted a police patrol, said a police officer, who spoke on condition of anonymity as he was not authorized to release the information.

Hamid Ghassan, a 20-year-old juice vendor, who described hearing the blast, said he was dismayed that al-Maliki's government is ``sitting safe, making agreements and lying to people while masses ... are being killed.''
