The government has ordered the Pangani District Executive Director Sabas Chambas be investigated over the alleged misappropriation of the Sh36 million out of the Sh42 million dished out for the Mangrove tree protection
and planting project under the Vice President Office supervision.


The Deputy Minister of State in the Vice President Office (Union and Environment), Kangi Lugola made the order in Pangani here
Monday following claims that the money have been misappropriated by the district authorities.


The Deputy Minister’s order follows claims that the Pangani District Executive Director had lied before the deputy Minister and the District’s Peace and Security Committee under the committee’s Chairperson, Zainab Issa that the said Sh36 million was deposited in the bank.


When the Deputy Minister asked the District Executive Director to accompany him to the bank to verify if the said money was still kept in the bank, the DED came to the senses that they money apparently loaned by the District Council for its internal use.


“It is unfortunate that the District Executive Director lied before me and the Peace and Security Committee that the Sh36 million was kept in the bank while he knows the truth that the money has been misused” the visibly irked Deputy Minister said.


He ordered the District’s Internal Auditor to thoroughly investigate the matter and ordered the police to arrest the DED and finance officers involved in the scum especially hearing a testimony from the district Council’s chairman, Seif Ally that the money has been spent by the council.


A total of Sh42 million were dished out by the United Nations environmental fund to plan mangrove trees along the Pangani coastal line but only Sh6 million was spent and the intended work was not accomplished as it was planned.


The Deputy Minister was in Pangani to inspect the Sh2.5 billion to build the wall to prevent shoreline environmental degradation in the district.
It was reported also that the trees were not planted because of the lack of funds.
