When the government prepares its budget, there are a lot of variables that go into it. And Ilani ya chama is a very small part of it. First, the government has to cover its operational costs such has paying salaries of employees, maintaining government building, maintaining transportation fleets etc etc. Regardless of who's in power, the government will incur these costs.
Second, there are costs to cover development projects such as the costs to build new schools, bridges, hospitals, airports etc etc. Here's where Ilani za Chama can find the funding. The thing to remember here is the development projects always come after the government covers its operational costs and can be scrapped at any given time.
