The phantom of the new world order has harboured challenges that are dwarfing efforts of improving human life to such extents of causing ripple effects in global peace and stability. The world is today taking the new panoramic dimensions contrary to what it was intended to be. Material and Spiritual voids are today polluting the universe beyond belief. World justice is destroyed, legal systems are destroyed, world security and safety are destroyed, world peace renegades, faith is defiled, illiteracy boomerang at the speed of light, competing cultures kill one another thus identities lost [new world order is a culture vulture], world economy is in ramshackle, global health is itself suffering the consequences of Alma-Ata failed declaration.
Ostensibly available little quality air we inhale is loaned to us from the stock of the next generation, world financing is face lifted to breed poverty, taxation systems of the world are extremely worse, education systems have perished, human fellowship is gone, food is lacking, meteorology is made vogue by wanton degradation of ecosystems, agriculture has flopped, families are in doldrums, nations are lamenting, international cooperation policies are turned to be the jail sentences for the weak, leaders evolve into rulers, couples are turned to be the inmates, gender issues are burning up and too hot to touch, world dialogues end up with discriminating resolutions that fuel sufferings, hopes are gone, a cross-section of Clergymen are no longer the Pastors but the beasts that devour the sheep.
Ethics and sanity are not in the priority list of global agenda, competing attitudes and perceptions erode the truth, religion fanaticism with uncontrolled zeal are made the cornerstone by immoral and average politicians, reports of bloodbath decorate media headlines, constitutions are reduced from being the guidelines to virtually sanctuaries of power mongers and greedy elites, topical issues are given cyber solutions, world democracy is disintegrated, products we consume are substandard, people with albinism are made prisoners of their own skins.
In some parts of the world today the led are left without assurance for their safe destinies as bureaucrats and members of the Clergy can‘t talk common language nor come up with positive communiqué to address outstanding global agenda. The stable world that the creator meant is possible if both Spiritual and secular entities capitalize on the joint resolve and commitment to SOS global society. Taking the case of Africa, history has archived evidences of how Africa since existence in the universe has provided solutions to world grave economic shocks to date in terms of supply of raw materials, cheap human resources and provision of market niche. It is same Africa which hosted Israelites in ancient Egypt for 430 years in bondage though today Israel is a competitive world economic and security giant despite her rough topography and security challenges. Africa is thus a shock absorber that cannot absorb its own shock but which must accept the truth that there should be CCM (Critical Control Mechanism) of addressing the CHADEMA (Challenges of Democratic Management) of African polity to prepare her for new take-off just amid competitive new world order.
“The 2013 Human Development Report identifies more than 40 developing countries that have done better than expected in human development in recent decades, with their progress accelerating markedly over the past 10 years, this is according to UNDP.” It is however obvious that a number of countries have been unable to effectively translate economic growth so far achieved into broader structural transformation through generation of decent jobs and reduction of poverty and inequality that have been the hallmark of successful development in other developing regions, as such, a number of development challenges persist.
Author’s observation of the above reveals the biggest challenge when quantifying the report, that one will not see any direct proportion to the advancement of the countries which contributed to such milestone by provision of markets, supply of raw materials and cheap labour, and this remains key concern about serious global development imbalance.
Alongside UNDP 2013 Human Development Report, Human Development Index [HDI] 2012 ranks URT 152nd behind Congo [despite the latter’s security concern compared to the former which has stayed with peace hitherto] and Kenya. URT like Kenya, Congo and majority African countries are indexed under low human development category while only Seychelles as an African country is classified as very high human development cherishing the 46th position among developed countries. Libya, Algeria, Tunisia and Mauritius boast of high human development cluster. Gabon, Egypt, Botswana, South Africa, Namibia, Morocco, Cape Verde, Ghana and Swaziland are grouped as medium human development. As a rich and old nation, Tanzania must at any cost of hard work and diligence surpass Seychelles which is least endowed and 2,077.4 times smaller than Tanzania, as such, Tanzanians have no reason to lament the measures that the 6th phase government is implementing for national rebirth; as for example Scandinavian model has made it become world low poverty rate [possibly ahead of the US] in an unbelievable anecdote that narrates that in the beginning of the past century its lineage was feeding on barks powder as main staples following dismal poverty, but accepting that challenge set the beginning of Scandinavia developing into a highly competitive service based economy with high employment levels and a generous social security system.
This book therefore prays to bureaucrats and the Clerics for continued efforts in playing their critical roles to address available development challenges and continue their important and useful works for Tanzania by continuously improving and adjusting their efforts to the reality of global society. I sincerely believe there should be an algorithm of managing challenges of the trajectory the new world order has taken so as to make the world a better not bitter place for living. Government resolve for societal decontamination and elevation of national economic growth to double digit should be supported by both public and private servants who should strive to avoid acts of dishonesty to the general public which forms their clientele but also to their employers e.g. unrests which are destructive, disruptive and costly both to the nation and their employers as well in terms of loss of productivity, instead work conscientiously and tirelessly, have mercy upon the people whom they offer services to, desire and long for terms that consider the state of national economy and the productivity that they bring.
Available public service reform programme seems to take a very low pace with very little changing in the conducts of the workforce contrary to requirements and expectations of the general public which is enthusiastic of the type of service that ensures justice and ethical conduct that is beyond reproach. Currently there is a strong perception in the society that a big fraction of national income whose collection is through tax is contributed by the producers, service providers and business people who fear God and who have uncompromised patriotism at heart.
If challenges of the new world order are not objectively addressed in the context of the national vision and culture, the following will recur and the society will be retrogressed:-
More prisons will be built.
Expansion of prisons means the wave of crime is overwhelming and this includes offenses of sabotage of public property that could have been used to realize the vision. Furthermore, prisoners consume more than they produce thus a burden to the economy.
Medical facilities will be expanded.
Extension of med-facilities suggests that infirmity is devastating and ill human capital will not contribute adequately to achieve the vision, instead will consume even little that has been collected as national income for development; for fighting infirmity.
More plots for cemetery will be acquired.
Deaths guzzle human resources and lead to under population of the nation. Human provide market for the economy by consuming products and services which earn money for the same economy to grow, but also Tanzania’s economy is more of labour intensive than capital intensive.
Armaments will out-number the holy books.
This denotes that morals are gone, peace is replaced with conflict, security is vandalized, crimes graph-up which again call for expansion of prisons for criminals and med-facilities for casualties, no economic prosperity where conflict dominates.
