Ndugu yangu aliyekuwa katika kituo cha Community Centre Nzega mjini amekutana na kundi la wazee wawakilishi wa TEMCO wakiwa na mafulana yao meupe ya utambulisho wa TEMCO.
TEMCO si walikataliwa na Vyama vya siasa? Nani kawaruhusu kuendelea na zoezi la uangalizi?

Walikataliwa, lakini tume ilikataa kukataliwa kwao!

Natanguliza matokeo ya temco kuhusiana na uchaguzi watasema uchaguzi ulikuwa huru na wa haki.
Tuliwakaa temco toka mwanzoni tukijua kuwa temco imeingiliwa na wana ccm baada ya kushutumiwa
mara kadhaa baada ya ku declare chaguzi zilizopita kuwa hazikuwa za haki.
 
TEMCO approves Sunday's polls

THE Tanzania Election Monitoring Committee (TEMCO) has said last Sunday's elections were generally free and fair, save for a few irregularities.
The TEMCO Chairman, Prof Rwekaza Mkandala, said in a statement on Wednesday that a survey conducted in 135 out of 223 constituencies shows that the entire campaign period was generally peaceful.
"This is significant and cannot be taken for granted where people are competing for political power. Credit must be given to the major stakeholders," he said.
Prof Mkandala, however, noted that there were several misconducts which include, overstretched use of advantages by some CCM candidates including government ministers and the president.
"Presidential candidates in power, in particular, attract state resources that cannot be denied. This is fine, but the problem is overstretching or over exposed," reads the report in part.

The report further said: "Regional and district commissioners have placed state resources in campaign processions of the presidential candidate to defend their positions."
It also noted that in several places the presidential candidate in power addressed public meetings outside the legal campaign time, a practice which was then imitated by other presidential candidates, especially that of CHADEMA.
The report states that despite the enactment of a new law on election expenses whose original purpose was to limit the use of big money in elections, the campaign materials for bigger parties were clearly more expensive in this than in previous elections.
"This was a very expensive election and some parties and candidates have spent fortunes. Because of the use of big monies by big parties, the campaigns became a competition among unequal. The less resourced parties did not seem to be campaigning at all when compared with giants," reads another part.

However, the general analysis of the campaigns shows that only 15.6 per cent of the campaigns conducted in the 135 constituencies were 'free but not fair,' 64.4 per cent received a 'qualified free and fair' and 18.5 per cent received a 'clean free and fair' certification.
The report also indicates that less than 2 per cent of polling stations would be considered as 'free but not fair' voting activities of 30.31 per cent would be considered 'qualified free and fair,' while voting activities of 68.28 polling stations would receive a 'clean free and fair.'
Meanwhile, giving his personal views, Prof Mukandala who is also the University of Dar es Salaam Vice-Chancellor, noted that he was pleased with the results announced so far as were indicating that the opposition was gaining momentum.

"We (TEMCO) have always been praying for expansion of democracy in the country, this election is promising and we expect to see a livelier parliament and a more responsible government, following the challenges that we hope will be imposed by opposition MPs," he said.
