I'm assuming the price and time period will increase $9 and 3 years is too cheap and too short for this type of license. On another note was a tender ever announced?

Nairobi — Tanzania is to go high-tech in the driving licence and change it from paper to the smart card.

The move is aimed at cutting down on road accidents, forgery and corruption, the acting director of Taxpayers Education and Public Relations of the Tanzania Revenue Authority Allan Kiula, told The EastAfrican in Dar es Salaam last week.

He added that it would also create an electronic database to avoid the double allocation of serial numbers, and help to monitor drivers.


The new chip-based licence is to have a number of forgery-proof security features, including water marks and the driver's 10 finger-prints.

He said an Austrian firm - Austria Card GmbH - has won the tender to produce the licence beginning the next fiscal year in July.

But he did not say if there had been any competitors, or the project's financial value.

The project cost will be known after a meeting between the government and service providers at the end of the month, he pointed out.

TRA estimates the number of driving licences in the country at more than one million. They are renewable every three years.


Tanzanian drivers pay Tsh10,000 ($9.5) for a three-year licence, while the provisional class, which is a must before acquiring the permanent one, is Tsh5,000 ($4.8). The fee for a licence test is Tsh3,000 ($2.9).

Reached in Austria by phone for more details, Austria Card marketing executive Daniela Fohringer declined to reveal further details and said they are not authorised to provide any more information for the time being."

The National Institute of Transport (NIT), which handles transport training courses in Tanzania, estimates an average annual growth rate of 7.2 per cent in road accidents since 1974.

Property loss due to accidents is estimated at Tsh20 billion ($19 million) annually.

A recent NIT road safety s study shows that Dar es Salaam roads are the most dangerous in Tanzania.

Almost a third of all motor accidents occur in the country's chief commercial city and de facto capital, with a population of over 3 million.


According to a city council report, road accidents account for 35 per cent of all mishaps in the country, and for 20 per cent of all the deaths, although the city's population is 10 per cent of the entire country's, which is 34.6 million.

The World Health Organisation's Global Status report on road safety says that 34 of every 100,000 people were killed on the Tanzania roads in 2007.

Mr Kiula explained that the Austrian firm would customise the licence so that it operates under the build, operate and transfer (BOT) scheme.

Tanzania is currently holding a series of meetings to finalise the matter, he said.

"The meetings will determine, among other things, the duration of BOT after tackling capital, infrastructure and the cost involving the training of staff," he added.

"In another area, the government will chip in to avoid passing the whole cost to the licensee. TRA is monitoring the project."

Under the agreement, Austria Card is going to produce the licence in the smart-card format, while Face Technologies will be responsible for system integration.

The project will be implemented in two phases, starting with a take-on period in which drivers will be required to change from old to new, and the normal period.

The government said the Austrian firm would develop and launch a state-of-the-art, computerised system to issue and process the licence.

The system will be service-oriented and geared towards the customer's needs.

I just hope this will increase drivers' responsibility, and probably it will be easy to make them accountable for traffic offenses. I am praying that more difficult penalties will be levied on drivers once they commit offenses. We kill each other every day by our bad driving habits.



Please drive defensively, and be polite to other drivers, our lives depend on this.

tatizo sio paper licence or smart card technology,ni usimamizi wa sheria na kanuni za usalama barabarani,hio hio smart card nitapata original bila kujua kuendesha kama watu walewale ndio wanaoversee the licencing operations.

You are absolutely right! Juzi tu hapa tumesoma article moja nadhani illikuwa ya BAK, iliyohusu leseni ya gari. Hawa hawa TRA wanatundika matangazo nje ya ofisi jihadhari na wanani?.....nimesahu lile jina lao, wanawaacha walanguzi wana-opearate openly nje ya ofisi zao leo wanatuletea high tech? Usanii Tanzania sijui utaisha lini.
