DODOMA, July 27 (Reuters) - Tanzania, Africa's fourth largest gold producer, has told mining companies operating for more than five years to start paying a corporate tax of 30 percent, citing rising prices of precious metals at the world market.


Tanzania's gold export earnings rose 31 percent last year to $1.879 billion from $1.436 billion a year before on higher world prices for the commodity, Sospeter Muhongo, energy and minerals minister, told parliament on Friday.


The minister said the government wants to earn higher revenues from mining companies due to the rising gold price and added the government had ordered audits of all large-scale gold mines in the country to ensure they started paying corporate taxes after recovering their costs of production.


"I am instructing all mining companies that have been in operation for more than five years to start paying corporate tax without any excuses," he said.


"If they claim they are still making losses and can't contribute to the national economy through taxes, they should shut down their mines and leave because minerals do not rot."


Major gold mining companies in Tanzania include African Barrick Gold Plc, which has four gold-producing mines, AngloGold Ashanti Ltd and Resolute Mining Ltd.


He did not say which of these mines were affected, but said Geita Gold Mine owned by AngloGold Ashanti and the Golden Pride mine owned by Resolute had already paid a total of 228.5 billion shillings in corporate taxes.


He said Tanzania was also evaluating 11 bids from investors for a stake in the state-run Buhemba gold mine. The government regained ownership of the mine this year after reversing its 2005 privatisation to a local company amid allegations of graft in the previous sale of the mine.


It is much smaller than mines run by the big companies.


The country has also invited bids for a joint venture project to develop a state-run coal mine with 35.5 million tonnes of reserves, the country's energy and minerals minister said Friday.


The government said the project would also involve construction of a 200-megawatt coal-fired power plant at a cost of $400 million.


"By June 2012, the State Mining Corp received bids from 16 foreign and local companies to enter into joint venture to develop this project," Muhongo said.


He said Tanzania has 136.5 million pounds of uranium oxide, with Australia-based miner Mantra Resources given a go-ahead to build a $450 uranium mine at a world heritage park after the project received approval from UNESCO, the U.N. cultural agency.

BAK Mkuu, wala hilo lisikupe matumaini kwani watakachofanya wachimbaji ni kuchimba "bure kwa miaka minne na miezi 11, halafu haooooo! wanaondoka ili kuepuka 30%. Watabadilisha jina la kampuni watakuja kuchimba tena na kutoweka kabla ya miaka mitano.

Hii mbinu tayari wanaitumia Wachina katika nchi fulani ambako wanapewa msamaha wa kadi kwa miaka mi5, ikifika minne wanabadilishana wao kwa wao. Falsafa ya nzi - Ukijua huu.....

Ni kweli Mkuu MAMMAMIA, hilo linawezekana kabisa, lakini wale Barrick wako nchini kwa miaka 12 sasa waliingia rasmi nchini mwaka 2000 na wamejitahidi sana kufanikisha wizi wao hata kuwanunua baadhi ya Wabunge ili wasipigwe vita Bungeni na wizi wao mkubwa wanaoufanya nchini dhidi ya dhahabu wanayoichimba. Mbali na Barrick yapo pia makampuni mengine ambayo yapo nchini kwa miaka mitano au zaidi.

Kwa maoni yangu hiki kipindi cha kutolipa kodi kwa makampuni ya kigeni nchini kipunguzwe toka miaka mitano na kuwa miaka miwili tu.


BAK Mkuu, wala hilo lisikupe matumaini kwani watakachofanya wachimbaji ni kuchimba "bure kwa miaka minne na miezi 11, halafu haooooo! wanaondoka ili kuepuka 30%. Watabadilisha jina la kampuni watakuja kuchimba tena na kutoweka kabla ya miaka mitano.

Hii mbinu tayari wanaitumia Wachina katika nchi fulani ambako wanapewa msamaha wa kadi kwa miaka mi5, ikifika minne wanabadilishana wao kwa wao. Falsafa ya nzi - Ukijua huu.....

Ni wazo zuri sana. Hilo ni moja ambalo Tanzania ilipaswa kufanya tangu mwanzo, lakini bora kuchelewa kuliko kutofanya kabisa.

Tuombe Mungu lifanyiwe kazi haraka ili kuwabana hawa "wachukuaji" wanaokwepa kulipa kodi miaka nenda miaka rudi, pamoja na kutajirika kupita kiasi kupitia rasilimali mbali mbali za Tanzania.

Ni wazo zuri sana. Hilo ni moja ambalo Tanzania ilipaswa kufanya tangu mwanzo, lakini bora kuchelewa kuliko kutofanya kabisa.
 
Haya ndio mambo watanzania tunataka,unasema wazi na utekelezaji unafuatia,hawa watu wanachota madini halafu sisi tunawanyenyekea kuwaomba watujengee miundombinu na mashule,hawahitajiki kutupa vitu hivyo,walipishwe kodi kwa kiwango cha kutosha serikali itajenga miundombinu,hakuna kuwabembeleza
 
Wameona wazungu wamekata misaada kwa msafiri Kafiri(JM) ndio wanatoa adhabu ya kupandisha percent ya mapato na mkataba unasemaje? je mbona mashamba yaliyouzwa kwa miaka miaka mia mbona haijaangaliwa? na mbona hatujambiwa 31% kutoka asilimia ngapi? na kama hela zitapatikana ni kwa ajili ya CCM kuwa madarakani, au kuagiza madaktari kutoka Irani?. au kupeleka waheshimuwa kufanyiwa infussion ng'ambo....CCM wanahaha, just a desperate measure.

Nitatofautiana na wewe. Kwa uwekezaji wa kwenye madini,mafuta,gesi na maliasili zingine ambazo hazipo perishable,naona hakuna haja ya kuwa na tax holidays. Kwani uwepo wa maliasili hizo tayari ni incentive ya kutosha kwa kuvutia wawekezaji. Hatuna haja ya kubembeleza mwekezaji kwenye sekta hizo wakati zenyewe tu zinajiuza vya kutosha.

Kwenye uwekezaji kama wa kwenye hotels na wa kwenye sekta zingine za kutoa huduma kwa jamii,basi hapo hiyo taxi holiday ya miaka 2 inaweza kufaa. Lakini lazima TRA na TISS wawe na kitengo imara cha economic intelligence ili kufuatilia na kuzuia janja yoyote katika kufanya udanganyifu na katika makampuni kucapitalise hiyo tax holiday kwa manufaa yao zaidi,badala ya lengo kuu la kupewa msingi imara wa uwekezaji.

Nakubaliana nawe kabisa na hili la udanganyifu limeshamiri sana. Nakumbuka mwaka jana baadhi ya makampuni ya uchimbaji gas yaligundulika katika mahesabu yao kuweka gharama za uchimbaji toka nchi nyingine za Afrika ili tu kuongeza gharama zao za uzalishaji. Kuna haja ya kuwaajiri Watanzania ndani ya machimbo hayo ili kufuatilia uzalishaji wa kila siku na kurekodi uzalishaji huo ili kupunguza udanganyifu mkubwa unaofanywa na makampuni haya ya nje. Pia haitakuwa vibaya mahesabu yao haya kwa upande wa Tanzania yakaguliwe na CAG ili kuhakikisha hakuna uongo wa aina yoyote katika hizo financial statements.

Habari haina context, yani serikali imeamua tu kutangaza kuongeza kodi kwa sababu bei ya dhahabu kwenye soko la dunia imepanda? Hakuna sheria ya kodi labda inayohusika?
