Bubu, hivi trilioni moja ni sawa na bilioni ngapi?! mbona kwenye hayo maandishi naona kama si sawa vile... dola moja hivi sasa ni wastani wa sh. 1250, je dolla milion 152 inakaribia trilion 2?!

Anyway, kwenye hii issue miye naona ni kukurupuka ki uamzi, ndiyo wanasema wamefanya uchunguzu wa kutosha na wame involve wataalam mbali mbali, lakini kwenye nchi ambayo asilimia nyingi ya raia makazi yao hayako katika ramani hili zoezi litafanikiwa kweli... hata kama linafanikiwa; je hii ni kuondokana na tatizo lipi... raia wakigeni? wataalam wa kigeni wasio na vibali? wakimbizi? au ni zoezi mojawapo lenye gharama lakini manufaa yake wala hayataonekana. Kuhusu pasipoti kwanini isiwe njia mojawapo ya kuwatambua watu, maana yake watu wenye kuleta matatizo ni wale wanao safiri safiri na siyo wananchi ambao wamejikalia kwenye vijiji vyao miaka nenda rudi, hivyo vitambulisho kwao havita kuwa na cha maaana cha kuongeza.

Hizo pesa kwa kweli ni nyingi, na zinaweza kufanya mengi...lakini zoezi la vitambulisho kwa sasa sioni faida yake ya hivi karibuni, tukisubiri hili zoezi linaweza kuwa cheaper zaidi kutokana na mabadiliko ya teknolojia pia litaleta maana zaidi kwani serikali inampango wa kupima vijiji vyote ifikapo 2015 (natumaini), hivyo hili zoezi likienda sambamba na ukamilishaji wa vipimo hivi linaweza kuleta maana zaidi. Kwani yanayowafanya wafikirie mambo ya vitambulisho hivi sasa si mengi kiasi cha kuingia gharama kama hiyo. Kule Ngara na kanda nzima ya magharibi wakimbizi wanazidi kurudishwa makwao, pia cha kukumbuka ni kuwa watu wanaopelekesha kuundwa kwa vitambulisho kama ni wageni kutoka nchi nyingine basi tujue kuwa wana uwezo wa kutafuta vitambulisho feki wakiwepo hapa nchini.

Naisihi serikali isikimbilie zoezi hili, tukisubiri kidogo hapo mbeleni litakuwa na manufaa zaidi na litakuwa bora zaidi na litakuwa rahisi zaidi.

yet twanedelea kulilia nchi matajiri as sisi ni maskini, hospitali ngapi hazina vitanda, barabara ngapi hazipitiki, madarasa mangapi hayana madawati, sehemu ngapi hazina basic social services?

ikiwemo sehemu nyingine kutojua hata umeme ukoje na maji ya bomba yana ladha gani..kweli serikali yetu imejaa mambumbu hata wasiojua kuset priorities..lakini as long as hawana uchungu na hizo fweza due to kuwa ni za wananchi..they might end up go for it sooner or later
 
Tatizo la nchi hii,watendaji wanafikiria miradi itakayowapatia pesa rather than miradi ya maendeleo.

Kuna uharaka gani wa suala hili wakati hospitali hazitoshi, elimu ambayo JK anasema imekuwa wakati hakuwa walimu wa kutosha ambao wana sifa?

Hivi suala hili liliafikiwa bungeni?
 
Tunasubiri hiyo 2009 waliyoahidi kwamba vitatoka. Wakati JK alisema vitagharimu $75 million naona sasa wanaongelea $152 million. Yaani hii gharama imepanda kwenye chini ya miezi 8 kwa more than 10037;.

Hapa lazima mafisadi wameingilia kati, itakuwaje rais alipokuwa London kutoa figure ambayo sasa ni kubwa namna hiyo?

Kuhusu pasipoti kwanini isiwe njia mojawapo ya kuwatambua watu, maana yake watu wenye kuleta matatizo ni wale wanao safiri safiri na siyo wananchi ambao wamejikalia kwenye vijiji vyao miaka nenda rudi, hivyo vitambulisho kwao havita kuwa na cha maaana cha kuongeza.

Hizo pesa kwa kweli ni nyingi, na zinaweza kufanya mengi...lakini zoezi la vitambulisho kwa sasa sioni faida yake ya hivi karibuni, tukisubiri hili zoezi linaweza kuwa cheaper zaidi kutokana na mabadiliko ya teknolojia pia litaleta maana zaidi kwani serikali inampango wa kupima vijiji vyote ifikapo 2015 (natumaini), hivyo hili zoezi likienda sambamba na ukamilishaji wa vipimo hivi linaweza kuleta maana zaidi. Kwani yanayowafanya wafikirie mambo ya vitambulisho hivi sasa si mengi kiasi cha kuingia gharama kama hiyo. Kule Ngara na kanda nzima ya magharibi wakimbizi wanazidi kurudishwa makwao, pia cha kukumbuka ni kuwa watu wanaopelekesha kuundwa kwa vitambulisho kama ni wageni kutoka nchi nyingine basi tujue kuwa wana uwezo wa kutafuta vitambulisho feki wakiwepo hapa nchini.

Naisihi serikali isikimbilie zoezi hili, tukisubiri kidogo hapo mbeleni litakuwa na manufaa zaidi na litakuwa bora zaidi na litakuwa rahisi zaidi.

Immigration Department says IDs to be issued in 2009

Immigration Department deputy director Cunibert Sambalyegula has said that national identity cards will be issued in 2009.

Addressing a press conference in Dar es Salaam yesterday, he said the project would be implemented using the most reliable and modern technology.

`The project will cost the government USD 152million. Our goal is to control illegal immigrants by issuing identities to all Tanzanian citizens,` Sambalyegula said.

He said the Ministry of Home Affairs, in collaboration with the President`s Office (Public Service Management), would form an agency which would be responsible for the exercise.

`We have identified a building where we will locate the offices. Its construction will cost 2.5bn/-,` said Sambalyegula.

He said the project would be implemented under an independent National ID Management Agency which would be under the Ministry of Home Affairs.

Meanwhile, the Immigration Department has said that 2,370 illegal immigrants were netted in the country during the first eight months of this year.

He said 380 of the immigrants were fined, 151 were sentenced while 133 were set free.

There were 112 other immigrants with pending cases while the remaining 219 were deported, according to the Immigration chief.

At least 503 illegal immigrants from Ethiopia, Somalia and Eritrea were in various prisons in the country awaiting deportation to their respective countries.

As the Immigration Department spent a lot of money hosting and deporting illegal immigrants to their countries of origin, it was currently improving its patrols on routes illegally
 
Small and large countries are weighing the pros and cons of national identification cards. Immigration, border control and economic reasons are just some of the items being debated.


It is fairly simple to understand the perceived need to clearly identify an individual’s nationality for reasons such as employment and citizenship benefits. When reviewing things as important as who should receive medical services offered by the government versus who not to provide these services, the need for identifying a countries citizens is critical.

The only form of national identification is a printed piece of paper in many countries, and because of this many of these nations are reviewing their possibilities. These documents are simple to forge since they don’t contain a picture or other identifying marks other than being the person holding the document. Reducing the abuse of services and controlling costs is reason enough to implement a national photo ID card and database. Because of these needs and many others it is apparent that some of the information on the identification cards would include characteristics of the holder such as height, weight sex and eye color. Some nations have included items such as retinal scan information and finger prints into the national database and into the identification cards themselves.

Many of the countries that have started or are considering this process do not have an accurate account of its current citizenship nor any relevant or reliable census information. Starting a national identification process and implementing identification cards into a country in this situation has many other benefits such as border control, tracking citizenship benefits, criminal records and even military service. Currently some of these countries have systems to track these issues but in most situations these systems are independent of each other. Creating a national identification card and system would allow the creation of a database that would merge all of this information into a much simpler solution.

As governments review these types of requirements, it has become in many cases a task for outsourcing. For many nations, undertaking the monumental feat of photographing, capturing information and providing ID cards to every citizen is too large for governments to handle efficiently. There have been a few companies providing solutions for nations and one of them is FullIdentity.com. This organization has been providing photo identification cards for individuals for about seven years and have created solutions that incorporate much more than simply providing cards. In many cases solutions have been developed for countries that are not only easy to implement but also provide an economic benefit for the countries implementing them.

Simply put, when outsourcing the identification card needs of a country to a provider such as FullIdentity.com, the costs are less expensive than they would be if a nation took on the burden of developing a solution internally. Because of the discounted expense, the country can charge the citizens less for the ID cards than they would if the nation was passing the expense along directly to the resident. This would still leave a financial margin that would be paid to the government.

It is hard to find an economic reason for a government not to implement a national identification card system. Advocates will shout that “big brother” is stripping them of their rights and privacy; but shouldn’t someone be watching our criminal records, military service and border crossings? Doesn’t a government have the responsibility to ensure that only their citizens are receiving benefits from their own country or should anyone be allowed to receive these benefits when their citizenship belongs to another nation?

The government has said it is still looking for a competent contractor for the preparation of the long-awaited national identity cards, a project that has remained on the drawing board for years.

Home Affairs Minister Joseph Mungai said yesterday that the government had already appointed an international consultant to assist in the search for the contractor.

``We have already appointed a consultant who will collaborate with the government in finding a suitable contractor who will be commissioned the task of designing and preparing the identity cards,`` said Mungai at a news conference.

According to the minister, implementation of the project was delayed because of numerous components and features that need to be incorporated in the respective cards.

``There are a lot of things to incorporate�we are thinking of incorporating voter registration data, date of birth and many other features in the same card it`s kind of an interface system.

So, it needs time and specialized expertise to integrate all these things in the same system,`` said the minister, adding:

``That`s why we appointed an international consultant to support the government with prerequisite techniques and expertise to design national ID cards containing different things.``

Basically, identity cards that contain a variety of components, according to Mungai, are expected to cost about USD 150m, which is high compared to the money to be spent on preparing plain identity cards that do not contain other features and components.

``In fact, the government wiould spend less on plain identity cards�but I cannot produce specific figures at the moment,`` he clarified.

Meanwhile, the government yesterday allayed public fears that dual citizenship arrangement, currently in the pipeline, would be used as hideouts for international criminals and terrorists.

Home Affairs minister issued the statement to clear public doubts yesterday when responding to questions posed by journalists during a news conference.

Concerns were that some of the foreign nationals may use dual citizenship citizen to commit crime in one country and pose as good citizen in one under the umbrella of dual citizen status.

Journalists expressed doubts that some of the foreigners, who would be granted Tanzanian citizenship, could use the country as hideouts.

But Mungai said: ``Current procedures for the application of the country`s citizenship will not be changed they will not scrapped under the dual citizenship arrangement.

Foreigners applying for dual citizenship would be subjected to the same procedures, criteria and requirements.

``I am sure nobody would use dual citizenship as loophole for criminal acts, because of our current strict and stringent procedures for citizenship application would remain unchanged.``

The government, Mungai said, is still working dual citizenship arrangement, which is widely eyed as potential instrument for massive local investment and development projects by Tanzanians living abroad.

Kama Tanzania yetu inazo hela za kutosheleza zoezi kama hilo, ihakikishe kwanza imekamilisha zoezi la usambazaji maji, ihakikishe nchi ina uhakika wa chakula katika mikoa yenye ukame na matatizo ya mara kwa mara kama haya.

Ihakikishe kwanza nchi ina mipango mizuri ya kukabiliana na maswala ya dharura na kuweza kuyahimili kwa asilimia kubwa ndani kwa ndani kabla ya misaada ya nje kutolewa pale ambapo uwezo haukidhi na majanga kuwa makubwa kupita kipimo.

Natoa hisia kama hizi nikitegemea mpango kama huu utatugharimu mabilioni ya shs. kama si mamilioni ya pesa za kigeni.
