Yes, she could be referred as Governer wa wilaya/mkoa. I really don't understand why this title is an issue. The issue is what came out of his mouth, which doesnt seem to concern you at all!

CNN used the terminology to differentiate him from other regional commissioners. No any other regional commissioner except Makonda can dare say this "If possible we will set up a database in the regional commissioner's office in each region.." Does this not mean he can direct other regional commissioners what to do?

How about you find out what should be his paramount concern right now? Do you really think what Dar needs is a database of married men? Really? Hivi mmesoma wapi nyie? The Mkoa is congested, healthcare for the majority of people is an issue, maji ni shida, pollution from cars is an issue, mwendokasi is an issue, the quality of education for a common mwananchi is an issue and you are here discussing what title CNN should have used. Do you know that the majority of women who date or sleep with married men, they do so knowing full well that the man is married? That database is nonsense. Just an opportunity to grab attention and divert it from what is really happening in Tanzania. He has people like you who have no clue what a commoni mwananchi who cant afford to send his children to private schools or afford private medical care to run threads like this one just to distract people.
He was trending yesterday, yes. But let me tell you, he was trending as the most outragous, uneducated idea people around the world have ever heard. It makes more sense for the majority of CNN's audience if they address Makonda as governor. Remember in the US they have governors who are equivalent to Regional Commissioners. Our neighbours in Kenya also us the same American system and also they have governors instead of RCs. I hope this helps.
