Tanzania: Dual Citizenship Now On Horizon

Dodoma - THE Foreign Affairs and International Cooperation Ministry, through its Diaspora Directorate, is conducting a research on the exact number of Tanzanians abroad and their specializations as part of the preparations for the dual citizenship initiative.

Moving his 2014/15 budget estimates totalling 191.9bn/-, the Foreign Minister, Mr Bernard Membe, told the National Assembly on Tuesday that in collaboration with embassies they are registering Tanzanians who are living abroad so they help prop up economic development.

"We believe that the time is ripe for our country to have an Act that allows dual citizenship, in the interest of our nation's development," said Membe.

He said the ministry has presented the issue of dual citizenship to the Constitution Review Commission which is among the items included in the new draft constitution.

Membe said that in dealing with economic diplomacy one of the challenges facing the Diaspora is the permission for dual citizenship.

On the implementation of economic diplomacy, he said, his ministry is working on a number of strategies in a bid to attract investors who meet the requirement and qualify to come and invest in various sectors in the country.

He said a number of agreements have been signed under the economic diplomacy in exportation of tobacco, marine products, cotton as well as in other sectors such agricultural (by increasing production and food security), energy, tourism, infrastructure, transport and employment.

"Tanzania had the opportunity to explain to the world its efforts to promote economic growth, develop agriculture, nutrition and food security, resolution of conflicts and participation in peacekeeping missions under the United Nations," he said.
Membe said the government signed with the World Economic Forum (WEF) a contract under the Africa Strategic Infrastructure Initiative to attract investors in infrastructure and thus bring more economic benefits.

Does the tanzanian diaspora deserve these efforts or are they just a bunch of losers and chancers ?

This move should be carefully taken, no need of fast tracking it. We should think it carefully before allowing dual citizenship as the Minister supports it. It might be misused.

Seems like everything should be taken at a-crippled-tortoise-speed in this nation. Procrastination is our undoing and if feels like we are about to make it part of our official approach to everything that concerns the globalization wave.
 
Another piece of craaaap from imbecile Tanzanian Politicians, besides the fact we are super blessed with almost everything in terms of natural resources supported with geographical setting now we are being told to believe that Tanzanian in Diaspora ( many left on their own means) gonna take us out of this sickening economy embracing rotten corrupt ruling system? An ailing economic such as ours need all the help it can get, inside and outside the borders. We need the diaspora contribution which has been greatly hindered by the non-recognition of dual citizenship.

Ideally yes but practically no, the issue is not how much this Country loses from Diasporas the fact is whatever earned from the current system gonna be abused back to square one. If we could patriotically manage our resources enforce stiff measures against corruption and nepotism the dream of one united Tanzania sharing National Cake could be realized!

Resources are abused everywhere all over the world. Ours is not a unique situation. Nevertheless, an on-going wrong does not mean we should stop doing something else which is right.

Nigeria and Kenya offers two good examples of very corrupt African states, however they are significantly reaping huge from their diaspora since because of dual citizenship. The diaspora contribution in their economy is now bettering that of the tourism sector.

This sounds like pretty silly excuse, could you expound on what we are missing from single Citizenship? Admittedly, the discussion on Dual Citizenship is much centred on ambitious expectation lacking scientific research.
 
is there anyone with a fact on why The Tanzanian diaspora falls short from kenya or Uganda in terms of remittancies!! Tanzania 's population is bigger than that of kenya and uganda so why are we sending less???
 
What r u doing in diaspora determines your remittances. If you are a lecturer, a professor, an expert...then you are highly paid so your remittance will be equally high. As of now, I am not so sure whether we have diaspora who are experts or diaspora who went the way our forefathers went abroad...so do the calculations you may find the Kenyans and Ugandans are more of expatriates rather than we Tanzanians. Another reason could be the lack of dual citizenship which infringes heavy taxes on foreigners if they transfer money abroad as compared to normal citizens.

Wow! Which scientific research do you need? Ok, I now get it, while the whole world is embracing multi-citizenship, we Tanzanians are very smart by being skeptical of the trend...Taking our 'mchakato and go slow mentality to a whole new level by demanding scientific research on the issue!

Why don't you check the diaspora contribution in the GDP of nations that adopted dual-citizenship. For instance, Rwanda a tiny country that constitutionally recognise dual-citizenship, and with a population four times smaller than Tanzania has a diaspora remittance 3 times larger than her big neighbour sister state.

Fear is a choice. As a state,we can decide to embrace modern global economic trends or stay in our cocoons of 'safety' and donor dependency.
 
Leave alone, Kenya and Uganda. Even Rwanda's diaspora remittances are triple the amount that of ours.

On one hand, one can point to the fact that Rwanda and Uganda past instability forced many to seek greener pasture abroad. However, given the huge differences in the remittances figures and the population size factor the history of instability seems to be a very insufficient reason.

Non-recognition of dual-citizenship as a factor can not be ignored.
 
We are such laggards. The world at large and our neighbours in particular are going for dual citizenship. Diaspora is contributing to economy via remittance and it only fair that be given dual citizenship which they richly deserve. Its disheartening a Tanzanian visiting mother land has to acquire visa like a foreigner.

Now who is idealistic? I acknowledge corruption, nepotism and all other vices are here to stay with us and that is why I pointed to Nigeria and Kenya. The two countries are way more corrupt than Tanzania but still enjoy huge remittances from the diaspora. Should we stop embracing the right thing simply because something else is wrong?
