Tanzania Barrick Sign "Africa's Best Mining Implementation Deal"

Finally the Governent of Tanzania and Barrick Gold, after months of speculations, have signed a total of 9 implementation agreements to end the mining row that persisted since 2017.

The agreements follows a 3 years prolonged re-negotiation of a mining agreement that the Tanzanian reform minded President, Dr, John Pombe Magufuli, had demanded a better deal from the mining giants.

In the greements signed today, 24th January, 2020, at State House in Dar es Salaam, the newly formed joint company, Twiga, will now start operations in Tanzania, paving way for the then Barrick owned Acacia, to be off site.

In the agreements also Tanzania will own 16 percent undiluted shares in the Twiga company that will own three mining sites in Tanzania.

However, despite the shares, Tanzania will benefit from a 50/50 sharing of the economic benefits from the Barrick operations in Tanzania in terms of taxes, royalties and share dividends.

"Its a new day, it is a new life. I know how difficult it is to enter into discussions with such giants like Barrick. It needed sacrifice," said the vividly happy President Magufuli.

He added: "Tanzania is the best country to invest. Let all serious investors come."

The President also direct the consignment of mineral concentrates that were held at the Port of Dar es Salaam now to be released for export.

"Mr. President, this is a new day in Africa. We are happy and ready to start this new partnership. We agree that there were problems in the past, now we are ready to take this joint venture seriously for the benefits of all stakeholders," said Mark Bristow, CEO Barrick Gold.

He added: "Some people were gossiping that Tanzania wants to disturb investors. I'm here to testify that what Tanzania is doing is the best approach to ensure every partner benefits in a win-win situation."

"It was a long and difficult journey, we are happy that we have finally achieved this massive agreements," said the Tanzanian Chief negotiator, Prof. Palamagamba Kabudi.

Hawa watu walipaswa kulipa fine kwa kutofuata mkataba wa mwanzo,baada ya kushikilia makinikia tuligundua ni watu wasiokuwa waaminifu,ndo ikapelekea kuwatoza fine. Hawahawa ambao si waaminifu sasa tunaingia nao mkataba mwingine,kwa kubadilisha jina la kampuni,je ile fine sasa anapaswa kuilipa nani? Sehemu pekee itakayoipatia faida nchi ni katika mrabaha na hisa zetu 16%, lakin tunafahamu kwenye hisa, hapa faida inapatikana kwenye gawio(devidents) au kwa kuuza hisa za mwanahisa.Tuangalie suala la hiyo 16%,hii ni hisa yetu Kama taifa,faida inayopatikana hapa ni kupitia gawio (devidents) ,kuhusu kuuza hisa ni Jambo ambalo halitaweza tokea,hatuwezi kuuza hizo hisa zetu hata kama thamani ya hisa itaongezeka,labda tuuze ili anunue fulani kwa maslahi yake binafsi.

Kuhusu devidents hapa kuna tegemea na sera ya kampuni. 16% ipo kwenye divident wakati makampuni mengi makubwa ya uchimbaji madini hayatoi dividents. Faida kubwa kwa wanahisa wa makampuni ya madini ni kutokana na mauzo ya hisa wakati zinapokuwa zimepanda. Kwa mfano tangazo hili tu la kusema Barrick imefikia maafikiano mazuri na serikali ya Tanzania, hisa za Barrick zitapanda, na baadhi ya wanahisa watauza hisa zao na kutengeneza faida. Kwa bahati mbaya serikali haitaziuza hisa zake kipindi chote, na hivyo kutokufaidi faida itokanayo ya kuongezeka thamani kwa hisa zake.

Jambo la pili, hata kama watatoa gawio, itakuwa ni baada ya muda mrefu maana kwenye migodi uwekezaji huwa ni mkubwa na haukomi. Bahati mbaya gawio ni mpaka baada ya Barrick kurudisha pesa yake aliyowekeza. Atarudisha lini wakati uwekezaji unaendelea? Ndiyo swali la msingi.

Kwa upande mwingine wa barick sasa tuangalie inafaidika vipi

Barrick katika hili wamefanikiwa sana kuliko hata mazingira ya mwanzo. Sasa wataweza kuipata hata miradi ambayo zamani wasingeipata. Maana ndani ya Barrick, sasa ipo serikali.

Kule kusakamwa kuwa mara Barrick wametiririsha maji ya sumu, mara Barrick wanawaonea wafanyakazi wazalendo, mara Barrick ni majizi na mabeberu - yote hayo sasa wameyashinda. Yamefikia mwisho. Hii sasa ni kampuni yetu. Kampuni ya Taifa letu inayobeba nembo ya Taifa, TWIGA. Mwenye kutaka kuihujumu kampuni hii kwa namna yoyote ile, anaihujumu kampuni ya serikali, atakuwa analihujumu Taifa. Na anayelihujumu Taifa amekosa uzalendo.
