SPEECH OF EXECUTIVE DIRECTOR OF UWS DURING THE CONFERENCE OF CELEBRATING WORLD MARITIME DAY, THURSDAY 24th SEPTEMBER, 2020, HALL NO. 6 – DAR ES SALAAM MARITIME INSTITUTE (DMI)

Guest of Honor, Hon. Abubakkar Kunenge (Regional Commissioner of Dar es Salaam), Ambassadors, Maritime Stakeholders, Seafarers, Education stakeholders, Development Officers, Teachers, Students, and other guests all protocols are considered.

First of all I take the opportunity to thank our Almighty by keeping healthy and made all of us to meet today as a golden chance. I would like to thank our Guest of Honor for accepting our invitation in short period of time.

In addition, I will be greedy for bounty if I will not thank all invited guests for accepting our invitation and enabling us to set up World Maritime Day Conference.

Guest of Honor and all invited guests, I would like take this Golden opportunity to open official the ceremony of World Maritime day.

Guest of Honor,

The United Nations (UN), via the International Maritime Organization (IMO), created World Maritime Day to celebrate the international maritime industry’s contribution towards the world’s economy, especially in shipping. The event’s date varies by year and country but it is always on the last week of September. World Maritime Day was first held on 17 March, 1978 to mark the date of the IMO Convention’s entry into force in 1958. At that time, the organization had 21 member states. It now has about 167 member states and 3 associate members.

World Maritime Day focuses on the importance of shipping safety, maritime security and the marine environment and to emphasize a particular aspect of IMO's work that ensure International regulations have been understood and being followed by many countries worldwide since 19th Century after adoption. World Maritime Day is not a public holiday but instead is it is a global observance.

The theme for this year is Sustainable shipping for a sustainable planet, which provides an excellent opportunity to raise awareness of the United Nations' Sustainable Development Goals (SDGs).

Due to pandemic disease, COVID 19 has given unprecedented impacts to whole world (to our lives, economies and societies). IMO addressed impacts on shipping industry and especially seafarers. During the COVID 19 period, shipping services and seafarers show ability to deliver essential goods especially medical supplies, food and fuel to the responding of overcoming the hardship moment. This period showed the reliability, efficiency and cost effective method of International Transportation that carries more than 80% of global trade. Therefore shipping and maritime will be recognized as the heart of the economic recovery and future sustainable growth far in the future both at sea and ashore, supporting an inclusive and resilient economy to underpin the achievement of sustainable development goals.

In order for IMO to join hands this transformation of shipping journey towards sustainable future therefore IMO will develop measures to cut off greenhouse gas emissions, reduce the Sulphur content of ships' fuel oil, implement the Ballast Water Management Convention, protect the polar regions, reduce marine litter, improve the efficiency of shipping through the electronic exchange of information, meet the challenges of the digitalization of shipping and enhance participation of women in the maritime community.

UWS supports major priorities of IMO by promoting World Maritime Day’s theme of Sustainable Shipping and Maritime Development for a sustainable planet by enhancing the participation of women seafarers in maritime community on promoting gender equality and empowerment of women and acknowledge them as keyworkers.

Guest of Honor,

During this occasion of World Maritime Day, UWS decides to launch its campaigns in order to support theme of today. Our Guest of Honor will launch the campaigns. Our Campaigns known as 1) Women and Science 2) Inspiration of Life at Sea, all these campaigns will emphasize this theme on empowerment of women seafarers and other girls in Tanzania who want to participate in seafaring professional. These campaigns will be conducting into four zones: Indian Ocean zone, Lake Victoria zone, Lake Tanganyika zone and Lake Nyasa Zone.

Guest of Honor,

  • Women and Science (WS): is a campaign, which will be a ladder to convince girls who take Science subjects to join seafaring professional. Most of them, they do not know if they can make their carrier through this ladder. This campaign will involve Government primary and secondary schools (O and A Levels).
Areas to cover

  • For starting, UWS will able to cover six schools (primary and secondary schools) in each ward doing raising awareness.
  • UWS will touch to provide scholarship to poor pupils and students.
  • UWS will touch to boost educational level (building capacity) (conducting cotching classes before exams, making sure all schools have well fine laboratories, books and other education instruments that needed.
  • Deploying Maritime clubs on each center of wards.

  • Inspiration of Life at Sea (ILS): is a campaign that will enable seafarers to maintain their position into seafaring professional. This will enable them not to think to divert into other professions. This campaign starts with seafarers who work at commercial ships (Merchant Navy).
Areas to cover:

  • In each ward whereby WS campaign passing, this campaign will touch also those schools, Colleges / Universities (support Maritime / non Maritime Education and training system) and societies by doing Raising awareness.
  • UWS will facilitate Mentorship programs to seafarers
  • UWS will build capacities of seafarers on practices like medical activities, firefighting, personal surviving (swimming), and other relating to them.
  • UWS will facilitate sponsorship and scholarship to women seafarers
  • UWS will facilitate job and training opportunities on board ship, offshore or onshore
By doing all these campaigns, UWS feels to improve the system of Maritime Sector in our country Tanzania as developing country by recognizing and highlighting roles of women seafarers’ contribution in our economic.

AMBASSADORS

UWS needs to have different ambassadors on supporting our campaigns as having partnership objectives. We seek different schools, shipping lines, local governments and others who will be there to be part of our brand.

CHALLENGES

  • Lack of Capital to run its activities, whereby NGO is sponsored by Executive Director.
  • Lack of Office and office equipment’s.
  • Sea time is sensitive issue to all seafarers whereby number of female seafarers who are officers is low ie. CoC holders Class 4 and Class 3, many are mandatory students and rating (cadets) and mass of other gender (male seafarers) are producing in large number so in order to accommodate all seafarers UWS needs support from Shipping lines (International and local) to accept us as manning agents in order to help our fellows to continue with career smoothly.
  • UWS to be involving into IMO TCC (Technical Cooperation Committee) Meetings for purposes of Maritime Gender Empowerment and equality.
  • UWS seeks the supports to have building capacities areas like cotching classes, hospital (medical practices) and others when needed.
  • UWS seeks supports from Education Authority to work together hand by hand in order to improve the education system even by provision of scholarship to targeted ones.
  • UWS needs support from Government to get directly fellowship sponsorships in order to empower our women.
CONCLUSION

Guest of Honor and all invited guests, UWS have great hope of getting support and guidance from you during performing its activities.

On behalf of UWS, I would like to thank Guest of Honor and all invited guests on participating in this conference.

Capt. Dilshad Murtaza
