Kama kuna funzo tunalolipata kila mvua kubwa tunapoipata ni hili la maji ya mvua.

Tatizo kubwa huwa hatujifunzi somo hilo.
Tuna vichwa vigumu!

Mimi ni mhandisi, na najua fika kuwa Water has the right of way.
Maji ya mvua hatuna namna, tuyapishe tu.

Serikali haina mamlaka ya kushughulikia kikamilifu maji na mitaro ya maji ya mvua.
Na hii ni kuanzia kutunza mapito ya asili kisheria, kudesign mapito hayo na kuyafanyia matengenezo.

Kwa sasa mapito ya maji ya mvua hayalindwi kisheria.
Hakuna mamlaka ya kuyashughulikia kama TANROADS, TARURA au hata kwenye Halmashauri zetu.

Kitengo kidogo kwa mfano DSM chenye mhandisi mmoja au wawili kwenye taasisi zetu zote is all we can do.

Tunajenga mabarabara mazuri kwa gharama kubwa lakini ikija mvua kubwa, maji yanazoa kila kitu bila kuacha ushahidi.

Nakubaliana mkuu, kwamba wahandisi wana play part katika blame game.
Na wangekomaa huu upuuzi wa maji kukata barabara jijini na kwingineko isingetokea.
Hako kapicha hapo juu, ni wazi hakuna daraja, kuna ka culvert, ikija mvua kama ya jana hiyo barabara nzuri inabebwa.

Lakini argument yangu ni katika STORM WATER POLICY.
Mitaro asili ya maji kwanza itambulike kisheria , kama ilivyo katika Roadways Ordnance.

Katika hili hata designer wa barabara atalazimika kudesign si tu culvert tudogo bali daraja kamili lenye kufikiria miaka 100 au Zaidi mbele.

Kwenye mada kama hizi wale jamaa wa mihemuko hutawakuta.
Lkini naamini watu kama Mkuu wa Mkoa Makonda ana nafasinzuri kuliweka sawasawa suala hili, maana yeye kifikra na kiutendaji anaenda against the grain lakini matokeo yake ni chanya.

Sijui kama mtoa mada utalaam wake wa kihandisi ni tofauti na mainjinia walioko Wizara ya Ujenzi au TANROADS au kwenye MAJIJI/MANISPAA na Halamashauri za miji na Vijiji! Na kama utalaam wao ni sawa, tatizo liko wapi? Mawazo yao hupuuzwa na watawala; au mawazo yao hushindwa kutekelezwa kwa sababu ya ukosefu wa SERA; au kwa sababu ya ukosefu wa fedha?
Na mnajisikiaje pale ambapo taaluma yenu inaposhindwa kutoa matokeo sahihi kiasi cha kufanya nchi kupiga mark time?

Na kama utalaam wao ni sawa, tatizo liko wapi? Mawazo yao hupuuzwa na watawala; au mawazo yao hushindwa kutekelezwa kwa sababu ya ukosefu wa SERA; au kwa sababu ya ukosefu wa fedha?
Na mnajisikiaje pale ambapo taaluma yenu inaposhindwa kutoa matokeo sahihi kiasi cha kufanya nchi kupiga mark time?
Inasikitisha sana Mkuu. Halafu Mwenyezi Mungu alivyopatengeneza vizuri pale Jangwani; mwinuko huku na mwinuko kule; hapakuwa hata na gharama kubwa. Ilikuwa kupanga makalavati ya diameter kubwa na kumwaga kifusi na hatimaye lami. Very easy.

Mkuu unavosema ni sawa sawa na kufikiri mradi wewe ni waziri basi kila tatizo ni lako.
La mapolisi lako, la maji lako, la maji machafu lako na la hali ya hewa lako!!!!

Hata hao wahandisi walio kaika sehemu hizo kuna taratibu za kufuata.
Hata hivyo ni kweli kuna uzembe mkubwa katika kubuni,kushauri na hata kufanya usanifu(design)

Suala la barabara ya Jangwani halihitaji kuwa na degree ya uhandisi kuona kuwa catchment area(sehemu yote inayohusika kukusanya mmaji ya mvua), inazidi kutema maji mengi kutokana na watu kujenga nyumba .
Hivyo maji hayaingii ardhini.

Haihitaji degree kwa hata hao watu wa DART kujua kuwa sehemu waliyoweka karakana ni hatarishi kutokana na kujaa maji.
Nakubaliana nawe kwamba wakati mwingine hawa wahandisi tulionao hawatumii akili sana pamoja na wao kujua uzoefu wa mvua zetu kw mfano Dar es saaam.

Inasikitisha sana Mkuu. Halafu Mwenyezi Mungu alivyopatengeneza vizuri pale Jangwani; mwinuko huku na mwinuko kule; hapakuwa hata na gharama kubwa. Ilikuwa kupanga makalavati ya diameter kubwa na kumwaga kifusi na hatimaye lami. Very easy.
Inafaa wale waliosimamia usanifu(design) wajibu haya maswali.

Msichoke kushauri yale yaliyokaa kitaaluma zaidi, huo ndo wito wa kazi.

Maana hata wachungaji na mashehe hawaachi kuhubiri kwa vile watenda dhambi bado wanaendelea kutenda dhambi.

Tatizo jingine ni watu wa mipango miji,kutoa viwanja Na Vivaldi vya ujenzi kwenye njiani Za maji.
Sasa Kwa kuwa wewe ni mwana taaluma ni vizuri mambo hayo kwenye mikutano yenu ya kitaaluma Na kikazi.
Lakini nashukuru kuona barabara zinazojengwa sasa Kama pale stand ya makumbusho, Na Kati ya bodi ya mikopo kwenda Shule ya mapambano wanajenga barabara nzuri Na drainage system
